COMMUNICATIONS AND PETITIONS
Mr. and Mrs. Henry Miller, 7 N. Edward, appeared before the
Board to complain about dumpsters located at the rear of
apartments on the property abutting her back lot line. She
complained about an unsightly condition and requested relief
from the Board. After considerable discussion, Mrs. Miller
was advised she may ~ave recourse through the court and
should engage the services of an attorney. However, after
many inspections made by the Mayor and members of the Board
and the administration.,~it was~the consensus of ooinion
that the conditions were not a health hazard and the
matter was a problem to be settled between neighbors.
Mr. Robert C.-Dabagia, 21~02 Lawrence Lane, and several
of his neighbors discussed the flooding of lawrence
Lane, Jody Court and Lois Court. Mr. Dabagia offered
floodin~ of a temoorary solution and had previously discussed the
Lawrence Lane matter with Father Prendergast of St. Cecilia!s Church,
regarding the 25 acres south of Lawrence Lane. It was
suggested that leveling about 100 yards toward Golf
Road would relieve the flooding, and the Pastor had
indicated his willingness to permit the work. It
was agreed the Engineer, Public Works Director and
Mr. Dabagia would meeting on September 20th to take
further action.

action to the Board regarding the serious flooding oroblems in
Mount Prosoect due to recent ma~'or rainstorms and gave
his proposal for a crash flood control program to ex-
plore and imolement water-holding possibilities within
Mayor's ~roposalthe Village. The first phase would require an immediate
for a crash floo~urvey of the entire Village for the frequency and type
control program of flooding. The second chase would be to meet with
officials of Arlington Heights, Des Plaines and MSD and
State of Illinois concerning their long-range orograms
and abilities to work on a short-range or intermediate
grogram.
The third phase would reouire the allocation of $20,000
for consulting engineer services in relating the cast
data we already have and which will be develooed through
the survey as to water-holding areas.
The last phase of the program would be the institution
of a building morat6rium for three months commencing
with action of the Board to approve this program.
Mayor Teichert called a soecial meeting of the Board for
September 26, 1972 regarding flooding and the crash short-

paving of certain business alleys located behind Northwest
Highway business, north of the tracks from School Street
southeasterly to the coroorate limits at Mount Prosoect

of Local Imorovements with having a public hearing after
plans have been made current. The Village Attorney is also
checking the legality of eliminating the residential prop-
erty owners from any assessment. It is a further recom-
mendation that if there is some indirect benefit, the
Village oarticipate and abate the cost. The Village At-
torney will advise of the feasibility of this proposal.
The Village Attorney gave a reoort concerning the admin-
istration's appearance before the Cook County Board of
Appeals under Docket #2077. This matter was heard in
Elk Grove Village Hall and concerned the rezoning of the
Village AttorneYentire Oasis Theatre for a trailer court. The Village
reporv- Docket Attorney requested 21 days to file an objection if the
#2077 Board so directed. He reported there was a lack ~f fire
hydrants and a lack of water lines. Trustee Furst,
seconded by Trustee Link, moved to formally object at the
hearing for the proposal to have this property under
Docket #2077 zoned for a trailer court.

The Director of Public Works recommended the lowest bid
of Webb Enterprises, Inc. be accepted for the demolition
of a steel elevated tank at Well Site =14 at the inter-
section of Stratton and Lowden in the amount of $5,000. ~T ~

garding court action in Case 72C2267 - Jem Enterprises
vs. Village of Mount Prospect and Daniel Congreve, et al.

FIRE AND POLICE COMMITTEE
Trustee Scholten, seconded by Trustee Ahern, moved to bring
the tabled motion regarding vacation of Serafine Drive to

Trustee Scholten reported the Fire and Police Committee
met with Chief Pairitz regarding the red ball program
(marking windows of homes where children are located)
and are discussing an alternative. Further, the 'red ball'
