CALL TO ORDER
Mayor Teichert calted the meeting to order at 8:10 P.M. Call to ord~

PROCLAMATION
Mayor Teichert proclaimed the week of May 1 through Fire Service
May 6 as Fire Service Recognition Week within the Recognition
Vil~§e of Mount Prospect-as a tribute to our week
skilled and couregeous firemen.
ORDINANCE NO. 2349 - CREATING THE DEPARTMENT OF CIVIL
DEFENSE Ordinance No.
2349
Before adoption of the ordinance, it was.agreed to
delete the second sentence of Sevtion 4.1-$01~ and
continue the first sentence to read "w~o shall appoint
the director of Civil Defense."
Trustee Furst, seconded by Trustee Scholten, moved to
apporve for final reading Ordinance No. 2249:

PAYMENT TO SCHOOL DISTRICT 57 FOR SUNRISE PARK PROPERTY
Trustee Ahern, sedonded by Trustee Richardson, moved to
authorize payment of S25,000.00 to the Board of Education Sunrise park
School District 57 for the Sunrise Park property, payment

ADVANCE OF FUNDS TO LIBRARY
Trustee Furst, seconded by.Trustee.Sch~olten, moved that
the amount of $30,000.00 advanced to the Library for the
months of May and June, 1971 be considered a permanent
transfer from the Village of Mount Prospect General Fund, permanent trans
and that the Treasurer be so directe, d to make the neces- fer of funds tc
sary corrections in the financial records to reflect this the library
transfer.

Trustee Furst, seconded by Trustee Richar'dson, moved to
authorize the advance of $1~0,00~ for the. months of May,
June and July, 1972 to the Mount ~.~,~pect Library, if
needed.

PRESENTATION OF ~LANNING STUDIES - THOMAS MURPHY,
Thomas Murphy~ CONSULTANT PLANNER.
(Planning Studies)
Mr. Murphy made his presentation by means of
drawings and charts and elicited questions from
members of the Board, the Plan Commission and
Board of Appeals. Outlined below are thoughts
interposed by Mr~ Murphy for comment.

Mr, Murphy po~a~dd out the Village does not have complete
control - there are the influences of Chicago and the
State Highway Department, for example~
He strongly urged purchase of the Rob Roy Golf Course as
a high source of tax revenue as high density high rise. urges purchas~

~ Drawings~ere presented depicting existing flood plain Course
and reads-, existing land uses, development areas, and
community structure. Mr. Murphy posed the possibility
· of annexing the Forest Preserve and emphasized the de-
sirability of acquiring the land eastward to the Tri-
State Tollway to include some industri61 property.
Mr. Murphy ~!iagain discussed the purchase of the Rob
Roy Country'Club by the Village and suggested it be
acquired through revenue bonds. ../
After a summation of the discussion Mayor Teichert
expressed the opinion that at the present time the
Village is undertaking specific planning for the newly-
annexed are known as Prospect Heights Newtown, and
that the broader aspect would have to be considered
by the Plan Commission. He suggested individual com-
ments be directed to Mr. Murphy, and requested he make
himself available to the Plan Commission to further
discuss his preliminary report.

meeting be adjourned. Time: 10:15 P.M.
