ROLL CALL

OLD ORCHARD CONSENT DECREE
This meeting was called by Mayor Teichert to consider
possible action to authorize the Mayor and Village Did Orchard
Attorney to sign an amended Consent Decree in Case No. Consent Decree
65CH5300, Chicago Title and Trust Company, Trustee under
Trust Agreement dated May 4, 1955 and known as Trust
No. 37533, Plaintiff vs. Village of Mount Prospect, a
municipal corporation, Defendant.
Attorney Howard Borde, representing the develmpers of
the proposed complex, ~resented some modifications of the
proposed amended Consent Decree as drafted.
After revisions in the draft were discussed, Mr, Roy
Gottlieb, of Kenroy, advised the Board the develooers
were contemplatin~gaa possible change in Schoenbeck
Road at the southerly end, realigning a portion, and revisions ix
further, to consider widening to four lanes. Signal- the draft
ization at Rand Road was briefly discussed and Mr.
Gottlieb was advised that when the traffic load would
warrant such a need, the Village would require a light
at the intersection of Rand and Schoenbeck.
Sidewalks aroJnd the perimeter of the property were
not Dart of the plan as presented. It wes the contention
of the developers that inasmuch as walks were designed
for the interior of the oroject to olace others parallel
along Rand Road, El~urst Road, Camp McDonald Road and
Euclid would be superflous and costly. It was the sense
of the Board that sidewalks were for the general public
and school children would be protected while walking
along the heavily-traficked roads. Discussion on this
matter was deferred for further review with the adminis-
tration.
Another oroblem developed when the engineers took soil
borings for the purpose of laying sanitary sewers and
it was determined that the ground was not suitable be-
cause at the required depth there was ~add and water,
which could not susta~ the pipe. Alternatives were
suggested: 1) a gravity line on the east side of Route
83; 2) a gravity line at a lesser depth, with a lift
station and fewer buildings; 3) a gravity line up to
Euclid with force Main North of Euclid; 4) a force Main.
Engineers for the developers requestedttime to investigate
the Ceasibility of the above alternatives and others and
report back to the Board.
