J.M.Brickman~ communication was received from Attorney Robert Moore, Corp. req. 4 S. Milwaukee, Wheeling, Ill. requesting refund of build- for refund ing permit fees to J. M. Brickman Corp. Mr. Moore ex~- of bldg. plained to the Board that these fees dated back to 1956- permit fees 1958. The reason building had not commenced was because the developers were in litigation, and further, anot.her purchaser was negotiating for the property. The letter listed the various fees, improvement bonds, and deposits requested. The matter was referred to the Village Manager for recom- mendation and consideration at the December 7th regular meeting. PRESIDENT'S REPORT Christmas President Teichert proclaimed November 14 through November Seal Week 20, 1971 as Christmas Seal Week~ Discover President Teichert oroclaimed November 17 through November America 21, 1971 as Discover America Week. Week President Teichert reported that in cooperation with the experience School District certain high school seniors ~ould be in Village working under the direction of the Village Manager five Gov't.-h.s. days a week for about 10-15 hours a week on a continuing seniors basis in various departments for experience in Village government~ COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE Trustee Anderson, seconded by Trustee Scholten, moved for ord. 2325 oassage of Ordinance No. 2325: amending the AN ORDINANCE AMENDING THE MOUNT PROSPECT BUrLDING CODE Mount Prospecv Bldg. The Village Manager submitted a report and recommendation to the Finance Committee outlining the expenditures neces- sary due to the annexation of New Town Prospect Heights. New Town Trustee Scholten, seconded by Trustee Ahern, moved to ap-ProspecT Hgw prove the financial report concerning expenditures for the annexation newly-annexed area to the end of this fiscal year as de-expenditures tailed in t~e memorandum dated November 5, 1971, including $155,292. expenditures in the aggregate amount of S155,292. Upon roll call: Ayes: Ahern Anderson Monroe Scholten Motion carried. The Village Manager advised the Board that bid proposals new police on new police vehicles had been received. It was recom- vehicles mended by the Acting Police Chief and Manager that the $28,104.07 preposal of. Golf-View. Dodge., 9009 Waukegan Road, Morton Grove, Illinois, for 9 police cars and 1 police van at a total cost of $28,104.07 be accepted. This price includes trade-in allowance on 8 vehicles. This purchase does not require another vote of the Board. Delivery will be in 40 to 60 days. The Village Attorney was requested to Dreoare an ordinance designating the Village President as Mayor. CONTINUED COMMITTEE CHAIRMEN REPORTS FIRE AND POLICE COMMITTEE Trustee Monroe, seconded by Trustee Ahem, moved to concur with the recommendation of the Fire and Police Committee to establish a five-mile residence requirement for members of the police and fire deoartments and that the Village Attorney be directed to draft the appropriate resolution. JUDICIARY COMMITTEE Trustee Abern, seconded by Trustee Monroe, moved to. concur ]ase ?l- with the recommendation of the Plan Commission and Judiciary 13P Committee to deny the petition of Zenith Radio Corp. to re- Zemith zone property at Mount Prospect and Central~Roads from R-1 Radio Cor] to B-3~(Case 71-13P) rezoning denial Upon roll call: Ayes: Ahern Anderson Monroe Scholten Motion carried. The Judiciary Committee reviewed Case 71-14P Springston Case 71-14P petition to rezone RA to R4 1400 Linneman. Petitioner Springston cnanged his request for R3 and R2 zoning with a density of one-half that of the original request. The matter was re- manded to the Plan Commission for further review. November 16, 1971 Trustee Ahern reported the Judiciary Committee recommended the Village Attorney take the necessary steos to rezon6 the New Town Prosoect Heights annexation from RX to R1. Trustee Ahern, seconded by Trustee Monroe, moved the attorney be directed to draw the appropriate petition to file with the Plan Commission. Upon roll call: Ayes: Ahern Anderson Monroe. This matter was annexe~ referred to the Village Manager for a review of time and New Town Costs involved.
