ACCEPTANCE OF MINUTES OF JANUARY 25, 2000 III. CITIZENS TO BE HEARD IV. VILLAGE HALL DISCUSSION The current Village Hall was built in 1958 as a bank facility and was acquired by the Village in 1976. The building currently houses the administrative offices of the Finance and Community Departments as well as the offices of the Village Clerk, the Village Manager, and the Mayor. Thirty-eight full-time and 12 part-time employees work in the Village Hall. The Village Hall is comprised of appreximately 15,000 sq. ft. on two floors and a basement. Numerous physicat and operetional deficiencies have been identified through at least four different studies dating back as far as 1987 and as most recent as 1995. Many of the studies have pointed to significant physical problems within the building itself, including HVAC issues and operetional limitations within the departments that occupy the facility. Public Works personnel have done an outstanding job of reconfigufing various offices within the existing space to address some of the operational issues. However, due to the footprint of the building, there is only so much that can be accomplished. The building is basically at maximum capacity in terms of employees, in order to repair the facility, it has been estimated that it would cost several million dollars and still not address the operational limitations that currently exist. The downtown redevelopment that is currently underway has been a very positive impetus to review the Village Hall status. With the construction of the dual-use building of retail and residential at Emerson and Northwest Highway scheduled to start later this year, the opportunity to continue that development along Emereon to include the site of the Village Hall has become more attractive. Therefore, there exists real redevelopment potential for the Village Hall property. The most logical step in addressing the Village Hall space needs would be to combine the Village Hall with the Senior Center to have one municipal facility on a municipal block, which currently includes the library. There is a small, privately owned medical office on that block, which would obviously have to be purchased to create a single facility. The discussion this evening is intended to give some general background and provide basic summaries regarding the operational issues and the physical limitations of each facility (Village Hall and Senior Center). It is anticipated that there will be significantly more discussion on the fate of the Village Hall once specific decisions have been made regarding whether the structure needs to be replaced in the first place. The threshold questions that are recommended for consideration this evening include the following: 1. Determine whether the Village Hall needs to be replaced. 2. Determine the redevelopment value of the current Village Hall site. 3. Determine whether the Village Hall should be combined with the Senior Center on the Senior Center site. 4. Create an ad hoc task force of staff and community members to discuss and ultimately recommend the preferred structural layout of a combined facility. 5. Provide specific direction to the task force so that members are focused on the information the Village Board desires for consideration. 6. Task force should provide a written report outlining the recommendations to the Village Board.for consideration by May 1, 2000. Appropriate staff will be in attendance to facilitate the discussidn. Staff has also invited representatives of the Senior Advisory Council, the Mount Prospect Public Library, School District 57, TAP Mount Prospect, the Youth Commission, and the Finance Commission to the meeting for their input.
