Case ?l-27A It was the recommendation of the Case 71-27A
Building Committee vo concur with the Board of
Appeals approval of variation for Milburn Brothers Milburn Brothers
remodelin~ at 704 Central Road. Trustee Ri3hardson, variations
seconde~ by Trustee Ahem, moved for Board con-
currence with the Committee recommendation con-
cerning Milburn Brothers variations.

Trusvee Richardson requested that the requesv of
John Mufich be removed from the docker sheet
inasmuch as the matter had been resolved.
The Building Committee would consider the pos-
sible adoption of American Standard Elevator
Code on October 27th.
The Committee studied the Stowe Allen patio Stowe Allen patio
encroachment onto the utilities easement and encroachment
believes the problem is minor and should be
granted, provided the Village Attorney can
draft an agreement in which Mr. Allen will provide
the Village with an easement for~Weller Creek im?
provements.
A lawn sprinkler ordinance was considered and
referred to the Village Attorney for review and
advisement.

The Committee felt there was no action nec-
CATV essary on CATV due to the Zllinois Commerce
Commission's decision to take jurisdiction
and there is a possibility of a model fran-
chise agreement being prepared by a Council
of Government such as the Northwest Municipal
Conference or another regional group.
FINANCE COMMITTEE
Trustee Furst, seconded by Trustee Scholten,
moved the second reading of the Dover Inn
liquor license ordinance be deferred to the
next regular Board Meeting October 19, 1971.
FIRE AND POLICE COMMITTEE
Trustee Monroe, seconded by Trustee Richardson,
moved to concur with the recommendation of the
Fire and Police Committee, allowing $25.00
per month payment to sworn police personnel
assigned as investigator or youth officers
and allowing fireman-mechanic $60.00 per
month in, addition to base rate of pay.
The motion was withdrawn and the Village attorney
was requested to review and report at the Oct-
oberl9, 1971 regular Board meeting.

the administration be directed to issue building
permits to the petitioner on the subject property.

~-~ Trustee Ahem reported on a Committee meeting with
I Mr. Seegers, an attorney representing Swen Swanson, Swen Swanson
owner of a three-lot subdivision on the extreme new plat of
southern limits of the Village. A new plat of re- resubdivision
subdivision was submitted showing three lots with
their own artesian wells and a structure on the two
end lots plus a suitable building lot on the center.
The subdivid~er was advised a bond for public im-
provements (approximately $17,000.) was forwarded
to him.
The next Judiciary Committee meeting was scheduled
for October 12th.
PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Scholten, seconded by Trustee Anderson,
moved co waive the rules to consider 3 items regard-
ing street lighting not listed on the agenda.

Trustee Scholten, seconded by Trustee Ahern, moved
~ to approve a study for placement of street lights study for Yairvie~
' in the Fairview Gardens area to be made by the Gardens-street
.~ Board of Local Improvements in view of a special lights
assessment program, with other than contemporary
design for street standards.

moved the Village Attorney be directed to draft
an ordinance incorporating street lighting re-
gulations into the subdivision regulations~ and
these regulations to be patterned after the Niles
street lighting regulations.

MANAGER'S REPORT

PUBLIC EMPLOYEE LABOR RELATIONS public ~mployee
The meeting was then opened for ~iscussion of labor relations
Public Employee Labor Relations and the pending
Senate Bills ~87, 1112 and House Bill No. 1. In
synopsis, President Teichert posed the following
questions, and polled the Board.
Do ~ou favor collective bargaining? Ail Ayes.
Would you prohibit strikes? Ail ayes with the exception of
Trustee Ahern.
Should there be state standards controlling
certification of employee representating units?
Trustees Anderson, Monroe, Furst, Richardson and
Ahern were in favor, and Trustee Scholten was
undecided.
Should there be forced membership in a union?
Ail voiced opposition.
Should there be compulsory dues? Ail nays.
Do you believe mediation the proper form? Ail Ayes~
Do you believe there should be outsida fact finding? Ail ayes.
Do you believe in binding arbitation? Trustee
Ahern was opposed, but the other Trustees were in
favor.
Should there be an outside source to deal with
unfair labor practices? Ail were in favor.
