INVOCATION Trustee Anderson gave the invocation. ROLL ~A'LL Present upon roll call: Anderson Furst Hendricks Richardson Scholten Teichert Absent: Link APPROVAL OF MINUTES OF THE REGULAR MEETING AUGUST?~ 1973 Correction on page 1: spelling of Trustee Kairie should be "Kirie". Page 4 correction to second paragraph under Finance Committee - the paragraph should read "Trustee Scholten, seconded by Trustee Anderson, moved to concur with the recommendation of the Finance Committee, establishing prices, and to add an amendment which deals solely with the right to select an alternative in multi-family complexes and ask the administration be directed to draft an ordinance to make two pickups per week mandatory in apartment complexes with contain- erized service, and for~an extension. Trustee Scholten, seconded by Trustee Anderson, moved the minutes of the regular meeting of AugUst 7, 1973 be approved as corrected. APPROVAL OF BILLS Trustee Scholten, seconded by Trustee Richardson, moved for approval of the following bills: General $160,672.85 Parking System Revenue 105.15 Motor Fuel Tax 87,107.21 Gen. APPROVAL OF FINANCIAL REPORT FOR JULY, 1973 Trustee Scholten, seconded by Trustee Richardson, moved for approval of the financial report Of July 31, 1973 subject to audit. Upon r~ll call: Ayes: Anderson Furst Hendricks RichardsOn Scholten Motion carried. COMMUNICATIONS AND PETITIONS Mr. John Ostrem of 1009 W. Lincoln Ave. sub- mitted a petition and gave a breif talk regarding the proposed improvements to West Lincoln Ave. and showed slides. 8/21/73 fter some discussion the following recommendation was made by Trustee Anderson: that the plan be altered to move the street lO feet to the north. Trustee Anderson, seconded by Trustee Scholten, moved that the Board of Trustees request that the plans be altered to realign the center line North of the present center line between 2 and 4 feet between Seegwun and the Weller Creek Bridge and the southern edge of the curb De in line with the existing North side of the sidewalk provided such revisions do not amount to a breach of contract. Upon roll call: Ayes: Anderson Furst Hendricks Richardson Scholten Motion carried. MANABER'S REPORT PLAT OF DEDICATION P.ro~pect Ave. & Mt. Prospect Rd. Tru~stee Ri£hardson, seconded by Trustee Scholten, moved for approval of the plat of dedication at Prospect Ave. & Mt. Prospect Rd. am~authorized the Mayor' to sign and t'he Clerk to attest. CALLERO ~ CATINO A letter from Frank Catino was read asking for water service under water service and pre-annex- ation agreement. The Village Attomney was asked to draw up a pre-annexation agreement with Callero & Catino and the administration to set out the specification to be necessary for this connection of water servi ce. MAYOR'S REPORT PROCLAMATION - NATIONAL CYSTIC FIBROSIS RESEARCh FOUNDATION Mayor Teichert read a proclaimation making the month of September CHILDREN'S LUNG DISEASE MONTH. Mayor Teichert advised the Board of Trustees that the Village had suit number 73L12381 filed against them by Mr. Brickman. (Case 72-10P) Mayor Teichert reported that Des Plaines is going to annex the Waterfall restuarant. Mayor Teichert reported that he would appear on behalf of the Board and the community at the ~--~ regional meeting that Governor Walker ts having on the~Regional Transportation Authority. Mayor Teichert talked about Rob Roy and its future, suggesting that the Village explore ~very feasible avenue and approach to try and garner the entire Rob Roy golf course as open space for the community. 8/21/73 COMMITTEE CHAIRMAN REPORTS BUILDING COMMITTEE Mr. Robert Moore, attorney for Courtesy Home Center, was advised qis client's p~'ition for a variation for a Rand Road sign would be placed on the next regular agenda. ~ ~ Trustee Scholten, seconded by Trustee Richardson, moved for passage of ordinance N~. 2443: AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY LOCATED ON THE NORTHEAST CORNER OF KENSINGTON AVENUE AND ELMHURST ROAD (ILLINOIS ROUTE 83).- BOAR'S HEAD RESTAURANT Upon roll call: Ayes: Anderson Furst~ Hendricks Richardson Scholten Motion carried. Trustee Anderson, seconded by Trustee Scholten, asked for a waiver of rules to bring the matter under items to be referred Case No.73-4A Simmons Engineering Corp. before the board~. Upon roll call: Ayes: Anderson Furst HendricKs Richardson Scholten Motion carried. Trustee Anderson, seconded by Trustee Furst, moved that the Board of Trustees concur with the recommenda- tion of the Zoning Board of Appeals and grant the variations in Case 73-4A - Simmons Engineering Corp. and the attorney draft a suitable Ordinance subject to the variation running with'the land. Upon roll call: Ayes: Anderson Furst Hendricks Richardson Scholten Motion carried. FINANCE COMMITTEE Trustee Scholten, seconded by Trustee Richardson, moved to concur with the recommendation of the Finance Committee to approve the first reading of the annual tax levy ordinance. The Clerk was requested to place it on the agenda of the n~xt regular meeting. Upon roll call: Ayes: Anderson Furst Hendricks Richardson Scholten Motion carried. JUDICIARY COMMITTEE Trustee Richardson, seconded by Trustee Hendricks, moved the Board of Trustees concur with the recommenda- tion of the Judiciary Committee to approve the first reading of an ordinance increasing the library board members from six to seven. Upon roll call: .Ayes: Anderson Furst Hendrick$ Scholten Motion carried. 8/21/73 UBLIC HEALTH AND SAFETY COMMITTEE Trustee Hendricks, seconded by Trustee Scholten, m~ved for passage of Ordinance ~o~ 24~4: AN ORDINANCE INCREASING MEMBERSHIP OF THE BOARD OF HEALTH Section Two was chamged to read: That this Ordinance shall be in. full force as of September 5, 1973, and from and after'its passage, approval, and publication in the manner provided by law. PUBLIC WORKS COMMITTEE Trustee Furst, seconded by Trustee Richardson, moved for a waiver of rules requiring two readings of an ordinance. Trustee Furst, seconded by Trustee Richardson, moved for passage of Ordinance No. 2445: AN ORDINANCE ON WEDGEWOOD TERRACE SPECIAL ASSESSMENT #72 THAT A LOCAL IMPROVEMENT SHALL BE MADE IN THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS. Upon roll call': Ayes: Anderson Furst Hendricks Richardson Scholten Motion carried.
