MAYOR'S REPORT Mr. John Helm, a resident of Mount Prospect, was awarded a police commendation for his part in the apprehension of an auto thief. commendation for John Helm Trustee Ahern, seconded by Trustee Scholten, moved to waive the rules for the purpose of permitting the Drain- age and Clean Streams Commission to submit to the Board the Mount Prospect Flood Control Report for 1973--a Mt.
