Mayor Teichert called the meeting to order at 8:15 P.M.

20MMUNICATIONS AND PETITIONS
Representatives of Mount Prospect JayCees and Hemsey H.S.
baD~ boosters requested a fee waiver for ~ carnival to be
held Sept. 4th To 8th at the Prospect Plaza. Trustee
Hendricks, seconded by Trustee Scholten, moved ro waive
the fees for the JayCees and Hersey H. S. band boosters
with the exception of the out-of-pocket expenses.

Mrs. Margaret Slivka appeared before the Boar~ and dis-
cussed the following matters: the cost of vehicle stickers,
and the possibility of a reduction for widows unable ro pay
higher prices, her opposition to the construction of a new --
library, taxes, shopping in the downtown business district,
her opposition ro Village policing aparTmenT ~wellings,
and stating Village Board meetings should be more publicized.
The matter of vehicle sti~ker fee reduction for citizens un-
able to pay a hi-gher charge was referred to the Finance
2ommittee.
Dr. Conrad Mazeski and Dr. Michael Ruane requested the
Board to adopt a resolution approving application of pro~
visions of Sedtion 23 of the U. S. Housing Act of 1937 as
amended which would provide financial assistance ~o local
housing agencies for aid to those in the community Df low
and moderate income, and also requested that s Mount Prospect
Housing Authority be established.

Mr. Harry Gottlieb, Director of the Regional Housing Coalition
talked in support of passage of the resolution and creation
of a local housing authority.
Mr. Henry Lacine and Mr. Anton Dvylis both urged the Board
to support the program.
The proposed resolution was referred to the Public Health
and Safety Committee for a report as soon as possible. Mayor
Teichert read a2.1~tter from the League of Women Voters en-
dorsing the program.
Mayor Teichert reported he will present this matter before
the Northwest Municipal Conference and urge adoption of a
similar resolution.
MANAGER'S REPORT
The Village Manager requested ratification of action in
awarding contracts for the 1974 MFT Maintenance and for
police cars.
Trustee Anderson, seconded by Trustee Gustus, moved to
authorize the letting of the contract to Allied Asphalt
Paving Co. of Hillside, Ill. for MFT Maintenance - 1974
Materials for a total of $25,775.

Trustee Anderson, seconded by Trustee Scholten, moved
to authorize awarding the contract to Hillside Stone
Company of Hillside, Ill. for MFT Maintenance 1974
for Aggregate Base Repair F.O.B. Job-site for a total
of $14,070.

Trustee Gustus, seconded by Trustee Anderson, moved to
authorize the return of any deposits, bid bonds or checks
for parties who did not receive the contract.

Trustee Anderson, seconded by Trustee Gustus, moved to
award the MFT Maintenance 1974 resurfacing contract for
streets at various locations to Allied Asphalt Paving Co.
for a total of $129,002.80.

authorize the purchase of Two Dodge Coronet Custom Station
Wagons 1974 in the amount of S6,964.00 with the stated

MAYOR'S REPORT
Mayor Teichert read Resolution No. 21-74:
A RESOLUTION NOTING THE PASSING OF FIREFIGHTER
LOWELL j~ FELL
WHEREAS, Firefighter LOWELL J. FELL served his community
in various official capacities since January 31, 1969; and
WHEREAS, Firefighter LOWELL J. FELL, utilizing his skills and
training as a Design Draftsman, provided many of the other
Village Departments as well as the Mount Prospee~ Fire De-
partment with distinctive maps and specialty atlases: and
WHEREAS, Firefighter LOWELL J. FELL, with innovation and
cheerful contribution, above the line of duty, originated
and supervised the Community Relations program involving
all facets of adult and elementary school education; and
WHEREAS, Firefighter LOWELL J. FELL served as Operations
Officer in charge of Civil Defense volunteers and originR~d
the Annual Fire Recognition Week program now in its fifth
year of o~eration; and
WHEREAS, Firefighter LOWELL J. FELL served as Administrative
Aide to Fire Chief Lawrence J. Pairitz and as a Firefighter
under former Fire Chief Edwin Haberkamp and was a trained
Emergency Medical Technician and Paramedic; and
WHEREAS, Firefighter LOWELL J. FELL served as departmental
photographer and arson investigator and was instrumental in
the organization of these units within the Mount Prospect
Fire Department: and
WHEREAS, Firefighter LOWELL J. FELL spearheaded the Mount
Prospect Fire Department public relations programs and super-
vised the comp~iation and entry of this material in competitions
which won for the Department top national and state recognition
for the past three years; and
WHEREAS, we as Mayor and Trustees of the Village of Mount
Prospect are conscious of these many and lasting contributions
he made to the advancement of the Mount Prospect Fire Depart-
melt and to its reputation in the community and throughout the
country;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT~ COOK COUNTY,ILLINOIS:
SECTION ONE: That there be public acknowledgment of the un-
selfish service of the departed LOWELL J. FELL.
SECTION TWO: That the sympathy of the Village of Mount
Prospect be and the same is hereby expressed to the family
of LOWELL J. FELL, his friends, and his fellow firemen.
SECTION THREE: That the Mayor and Board of Trustees of
the Village of Mount Prospedt hereby concur with the wishes
of his fellow firemen in the establishment of a family fund
for the benefit of the immediate family of LOWELL J. FELL
so that all donations received by reason of the death of
LOWELL J. FELL and made payable to the Village of Mount
Prospect Fire Department be and the same are hereby
authorized To be transferred to the aforesaid family fund.
SECTION FOUR: That this Resolution be spread upon the min-
utes of the Board of Trustees of the Village of Mount
Prospect and that a copy hereof, suitably engraved, be
presented to the family of LOWELL J. FELL.

SECTION FIVE: That this resolution be in full force and
effect from and after its passage and approval in the manner
provided by law.

Case ZBA-20-V-74 John Daniels, 101 W. Prospect - The village
Attorney reported that the published notice did not mention
"to expand the existing special use." and while an ordinance
was presented for a first reading, the Clerk was requested to
advise the petitioner that the variation was not in con-
formity with the notice published, and for further information
he should contact the Village Attorney.
Case ZBA-14-V-74 Kusibab, property at Thayer and Forest
petition for setback variations. Trustee Caylor, seconded
by Trustee Anders~moved the Board concur with the recom~
mendation of the Building Commiftee and the Zoning Board of
Appeals to grant the requested variation.

Case ZBA-16-V-74 Petition of Dr. Smoron, 411 W. Prospect
variation in zoning and ~arking. Trustee Caylor, seconded
by Trustee Anderson, moved To concur in the recommendation
of the Building Committee To over-ride the recommendation
of the Zoning Board of Appeals and approve the variation~
as stated in Case ZBA-16-V-74.

Mr. Ed Wells, an artorne~ in the office of Robert Meersman,
represented Drs. Heck~an~ Vanoucek, who were opposed to the
above petition for variation because they felt the petitioner
would have inadequate parking.
Trustee Caylor requested the Village Attorney To p~epare an
ordinance for s variation to allow the construction of a
medical building with eight parking stalls.

Courtesy Home Center - Case ZBA-15-V-7~ petition for a
fence variation inasmuch as decisions on fence variations
are final when ~etermined by the Zoning Board of Appeals,
the problems in this case were referred to the administration.
An ordinance amending the residential setback requirements of
the Mount Prospect Zoning Ordinance Case No. ZBA-30-Z-Va
was read for first reading.
An ordinance smending Map 22-N of the Zoning Crdinance -
Case ZBA-29-Z-74 Prospect Meadows rezoning from RX to
R-1 was presented and read for first reading. The Clerk
was requested to ~lace it on the agenda of the next regular
meeting.
Upon motion of Trustee Cavlor, seconded by Trustee Hendricks~
Case' ZBA-30-Z-7~ was referre~ to the Planning Commission for
consideration and comment.

FINANCE COMMITTEE

passage of Ordinance No. 2521:
AN ORDINANCE AMENDING SECTION 13.107 OF THE MUNICIPAL CODE

Trustee Scholten read a report from the Finance Committee
at which time they discussed a cigarette tax with C. O.
Schlaver, Executive Director of the Chamber of Commerce and
representatives of the cigarette industry. The Chamber of
Commerce opposed the proposed tax. The Committee deferred
this matter until September.
Trustee. Scholten, seconded ~y Trustee Caylor, moved to concur
with the Finance Committee recommendation to create an additional
license in the Class "E" catering classification, with the
further recommendation it be granted to the Randhurst Twin Ice
Arena restricted to the rooms upstairs.

The Committee discussed with ~rs. Clare Krepak the owner
of Tonelli's, to be located at the site of the former
Crazy Nick's Snack Shop: the possibility of a family-
oriented restaurant, seating approximately 100 persons,
and featuring Italian cuisine. Mrs. Krepak stated the
$1500 per month rent would preclude her from opening the
restaurant without a liquor license. Her anticipated hours
of operation would be from 11:00 A.M. until 12:00 P.M.
