CALL TO ORDER
Mayor Teichert called the meeting To order at 8:15 PM.

Trustee Richardson gave the invocation.

Mayor Teich'Rmt welcomed students from St Ra~monds School who
were studying government in operation at the Board Meeting.
APPROVAL OF MINUTES Or MAY 7, 1974
Corrections: pg. 5: Change second paragraph to read:
"Trustee Scholten, seconded by Trustee Richardson, moved to
authorize the Village Manager to get proposals or estimates
and costs for feasibility study on the possible acquisition
of C{tizens Utilities holdings in the northeastern area of
Mou~t Prospect.
Amen~ the final paragraph by stating the ~illage Manager re-
ported he had offered a proposal to the owners of the Central
School proper~y for S625,000.00.

MAYOR'S CITATION - FIREFIGHTER KOOIKER FOR HEROISM
Fireflghter Kooiker a~ his family were present to accept
a citation for heroism~ from Mayor Teichert for the dramatic
rescue of persons in a burning car while off-duty.
COMMUNICATIONS AND PETITIONS
Mr. Robert Bennett, member of the Central Business District
sub-committee or,the Plan Commission appeared before the
Board to discuss the need for redevelopment of the downtown
community, and it was the' recommendation of the ad hoc committee
to employ an outside planner to study such matters as existing
buildings and structures, additional study of new construction,
traffic.control, req. ulred parking, zoning, iremoval Of the train
station and th~ economic feasibility Of these various S!~udles.
Mr. Bennett requested a positive indicati0n from the 'Village Board
and an interim moratorium on building. Referred to the
June 13th Juniciary Committee.
MANAGER'~S REPORT ---~
The Billage Manager presented a feasibility study on the
proposed annexation of Prospect Meadows, outlining police services
fire services~ public works, scavenger service, vehicle stickers,
street lighting, and other revenue. After discussion of the
proposed annexation, Trustee Hendrlcks, seconded by Trustee
Richards6n, moved to wafve the rules requiring two readings of
the annexation ordinance.

The Village Manager gave a status report on various Village
programs and projects, commending the Public Works on the
construction of the extra pqp~ing area~ along the railroad

for commuter parking, and opening, up of one-half of School
Street for parking, the work at Lawrence and Meier, and paving
on Lincoln between Meier and Busse.
MAYRR'S REPORT
Des Plaines voted To enter agreement into the boundary lines
ro be established at Route 88 and up 0akton To the tollway.
Mayor Teichert proclaimed Friday, May 24, 197~ as Senior Citizen
Day in the Village.
A sTaTus report on the Rob Roy appraisals was presented
to the Board Members. Trustee Hendricks, seconded by Trustee
Scholten, moved mo authorize the Mayor to transmit e copy
of both appraisals to the River Trails Park District and the
Mount Prospect Park District.

Mr. George Flaherty, 319 S. George~ objected to the appraisals
not being made ~ublic a~ this time.
Trustee Hm~adrlcks read a letter from the Illinois Department
~f Conservation refunding.
COMMITTEE CHAIRMEN REPORTS
A. BUILDING COMMITTEE
Case Nos. ZBA-16-V-74 Dr. Gregory Smoron, 411 W. Pmos~ect,
ZBA-15-V-74 Courtesy Home Center, 750 E. Rand, Case No. ZBA-
14-V-74 G. Kusibab, Thayer and Forest, were all referred to the
Building Committee June 19, 1974. Cases Nos. ZBA-~-Z-7~ and
ZBA-5-Z-74 amending subsection C of 14.1004 and 14.1204, and
section 14.200~ D~ the Zoning Board and an ordinance amending the
Zoning '~r~i~[n~ce~_~he Village of Mount Prospect was mead for
the first reading. The Clerk was requested To p%ace the
ordinance on ~he agenda of the next regular meeting.
FIRE AND POLICE COMMITTEE
Trustee Anderson read a memorandum dated May 21, 1974 recom-
mending installation of a stop sign in the east bound lane
of Cree Lane at Burning Bush Lane as also recommended by the
Safety Commission. Trustee Anderson, seconded by Trustee
Scholten, moved To concur in the recommendation of the Fire and
Police Committee fom the installation of a stop sign am Burning
Bush and Cree Lane.

It was requested that the Manager and Fire Chief be advised
there would be a meeting of the Fire and Police Committee
at which time s resolution designating the numbers and members
of the deparsment would be discussed.
JUDICIARY COMMITTEE
The Judiciary Committee requested the following maTTems
be dropped from "Matters in Committee": Recreational and
school site contributions by subdividers and developers
of PUDS, and Petition guidelines.
An ordinance amending Chaps~er 11 of the Municipal Code of
Mount Prospect was discussed by the Committee which added there-
To provisicns for the conduct of loterie$ under certain
conditions im conjunction with carnivals and circuses.
Trustee Richardson, seconded by Trustee Schotten, moved To
waive the rules to discuss an item not on the agenda, re-
garding the above maTTer.

Trustee Richardson reported on HB 2621 providing that net
collections from regional shopping centers are To be dis-
tr[buted 50% to county or municipality where looated, the
balance to be apportioned on a population basis among the
municipalities within six miles of that shopping center. It was
recommended b~y Trustee Richardson that the Village Manager
contact our local representatives and urge them to appear
as it so severely affects not only Randhurst, but our

Scholten, to voice opposition to HB2621 and instruct the
Village manager to contact the representatives for the
purpose of opposing that HB2621 in Committee.

Trustee Richardson, seconded by Trustee Hendricks, moved
to waive the rules To consider HB 512 providing that any
local sales tax revenues produced in territory annexed
by a municipality after September 30, 1973 would be dis-~
tributed on the basis of 2/3 ~o the county government and
1/3 to the municipality. (This same formula would apply
to territory incorporated after September). Under exist-
ing law all of said sales tax revenue goes to the munici-
pality.

for passage of Resolution 16-74:'

The Judiciary Committee considered the Suburban Associa-
tion of Municip.alities and it was the recommendation to
retain Bill Watson during May and June and for the txo
months the salary for his serYices would be up To S666.00
or 5333.00 monthly as agreed. Trustee Richardson, seconded
by Trustee Hendrick~, so moved.

The matter of retaining a lobbyist in the future was
referred to the Judiciary Committee.
MAY 21, 1974
Trustee Richardson requested that the maimer of cosm of
staffing the Northwest Municipal Conference and the dues
of Si,000.00 ~er community be referred To the Finance
CommiTtee.
OTHER BUSINESS
Trustee Scholten, seconded by Trustee Hendricks moved
mo waive the re?uirements of two readings of an ordinanae
because of identical adoptions in the municipal budget
officer system of finance and repepition in the ordinance
regarding incorporeal hereditaments.

An ordinance was presented recognizing the Mt. Prospect
Fire Cadet Program and Trustee Scholten, seconded by
Trustee Richardson, moved for waiver of ~wo readings.

Trustee Scholten, seconded by Trustee Richardson, moved
for passage of Ordinance #2503:

Motion carried.
A plat of Northwest Highway/Waterman resubdlvision was
presented. Trustee Link~ seconded by Trustee Hendricks,
moved for the approval of the Mayor to sign and the Clerk
to attest the plat of Northwest Highway/Waterman resubdivlsion.

Trustee Anderson passed on the above motion because of
direct interest in the above matter.
An ordinance granting MSD permission to install 60"
interceptor sewer in 0akton Street was referred to
the next regular board meeting in June.
Trustee Richardson, seconded by Trustee Mendricks,
moved to authorize the Village Attorney to proceed
with condemnation proceedings for Central School.

A resolution of commendation would be prepared for the
services expended bl Trustee Link for the first meeting
in rune.
Trustee Anderson and Trustee Richardson nominated Mrs.
Marie L. Caylor to be appointed as Trustee to fill the
vacancy created by the resignation of Trustee Link.
Trustee Scholten, seconded by Trustee Richardson, moved
that nominations be closed.

Motion carried.
Trustee Scholten, seconded by Trustee Richardson,
moved for the appointment of Mrs. Marie L. Caylor as
Trustee until the next regular election.
