COMMUNICATIONS AND PETITIONS
Mayor Teichert requested the heading on the agenda be
changed to "Citizens To Be Heard"
Mr. William Di~on, associated with Kenroy, Inc. appeared
to discuss the proposed development of the Dawn Fresh
property formerly known as the "Mushroom Farm on Dempster
Rd. west of Rte. 83. He requested some relief from re-
strictions placed in Ordinance 2488, The project, known
as The Hawthornes, had the following stipulations placed
on it before development:
1. MSD permit required
2. E~A permit required.
3. Subdivision bond in the amount of $83,500. required.
4. Plat of subdivision required.
5. Easements must be conveyed to Village for maintenance
of water mains and sewer lines.
6. Water mains, s~orm and sanitary sewer lines, and access
roads within any given stage must be constructed and
installed ~y owner and approved and accepted by the
Village prior to the issuance of building permit~ for
that giben stage.
7. W~ter mains and sanitary s~wer lines must be dedicated
to Village.

8. Restrictive covenants must be recorded.
9. A two-year maintenance bond required.
The following fees a~e reouired: Subdivision Bond: $83,500.
Cash Escrow: $6,690.; Building permit Fees oer building:
11 buildings at $1,604.
The developer is Ricnard Fanslow.
Trustee Richardson, seconded by Trustee Hendricks, movea to
authorize the issuance of building permits for the develop-
ment of The Hawthornes, known formerly as the Musnroom Farm,
waiving the requirement that the water mains, storm and san-
itary sewer lines and access roads within any given stage
must be constructed and installed by owner and approved and
accepted by the ~illage prior to the issuance of building
permits for ~bat given stage, but no other conditions are
waived.

Motion carried.
A petition signed Dy 38 residents of Mountshire West was
presented. The homeowners orotested the proposed designa-
tion of the area as a flood hazard site.
Some discussion ensued. Trustee Rhea meminded those present
he had formally objected to Map 05F on the basis that Mount-
shire was not in a flood plan area. The Village Engineer was
auoted as stating a mistake had ~een made and will be cor-
recte~ on the map.
The Mayor was also handed a letter from the. qomeowners on.
S. Cand, ota ~ho were concerned about their area designated
as a flood plain and reouested removal.
Mr. Alvan Lott, 203 Forest, reouested a reopening of the
Case ZBA-14-V-74 Petitioner G. Kusibab for a variation
for 10' variation from buildin9 line on Thayer which is ZBA-14-
30' setback per code for lot 12 pl~o 15' into lot 13. V-74
Mr. Lott contended he had not been duly notified of the Kusibab
Zoning Board of Appeals qearing for the above-mentioned Thayer
petition It was the opinion o~ the Village Attorney Forest
that the ~ction of the Board in approving an ordinance
granting a variation cures defects that may have e~isted
in the notice.
MAYOR'S REPORT
Mayor Teichert commended the following six firefighters
who received certifications by the U. S. Dept. of Labor for
comoletion of 200 hours of special training. Mr. George
Miller represented the Department of Labor in this program.
He commended Deputy Chief Hilliger and t~e following men:
Les Woullett, Paul Watkins, Del Ullrich, Donald Barra,
Robert K~okier, and Robert Fendius wno received certified
advanced firefighter awards.
Mayor Teichert read a proclamation "Music for America"
which was presented to Gary Erickson of Mt. ~rosoect, a
member of the North Shore Concert Band. The organiza-
tion has ~lanned to travel in several countries inlhonor
of the celebration of the Bicentennial.

A memorandum was received from the Village Attorney re
current litigation instituted by Attorney General William
Scott known as Suit 74C2410 claiming violation of the
National Environmental Policy Act because of jet airplane
noise at O'Hare International Airport. It was the recom-
mendation of the Village Manager that the Board authorize
intervention in the petition. Trustee Wattenberg, seconded
by Trustee Hendricks, moved to concur in the recommendation
to approve the Village Attorney to intervene in Case
74-C-2410.

Bids were opened July 10th for constructing a storm sewer
along N~WaTa Avenue between Golf Road and Wetler Creek. NaWaTa
It was the recommendation of the Village Engineer and Storm
Village Manager to award the contract to the low bidder, Sewer Bids
Santucci Construction Co, for concreterpipe in the ~mount
of $270,332.70. Trustee Richardson, seconded by Trustee
Wattenberg, moved to award the contract to Santucci Con-
struction Co. as recommended above.

At the suggestion of the Village Attorney, added to Section
One: A. "and, further, the owner shall replace th~exlsting
fence along Henry Street with a 6-foot high stockade~'fence
to be placed along the entire lot line of the subject oroperty
adjacent to Henry Street;~'

Trustee Floros read a report from the Fire and Police Com-
mittee meeting held July 3, 1975:

view.
"S" Curve Project: Deferred until further word from State.
Review & Approval of Administration and Safety Commission
recommendations on numerous traffic projects:
The Committee recommended Board approval on the following
traffic projects and requests ordinances be drafted:
No Parking On Camp McDonald Rd; Trustee Floros, seconded
by Trustee Wattenberg, moved to concur in the recommendation
of the Fire and Police Committee to prohibit parking
within the limits of Mount Prospect.

The Committee recommended "No Parking"~along the north

the Committee's recommendation.

Prohibition of Left Turns into Railroad Commuter Parking
Lots: It was recommended that left turn prohibitions be
in effect from 7:00 A.M. ~o 9:00 A. M. and between
4:00 P.M. to 6:30 P.M. Trustee Floros, seconded by
Trustee Richardson, movea to concur with th~ above recom-
mendation.

Parking Restrictions in Area of Sycamore La. and Ironwood
Dr. near Feehanville School:
It was recommended that "No Parking Anytim~~' zones be
established at the above intersection', and~that ~'N~~ Parking
School Days 2:30 P.M. to ~:30 P.M." zones'be established
on both the north and south side of Ironwood Dr. from Sycamore
east for a distance of 50 ft., and on the w~st side,of Sycamore
from Ironwood north for a distance of aba'ut 100 ft~:a~nd further,
that the area of the intersection on Ironwoo'd La~ be p~sted for
"No Parking at Anytime". Trustee Floros, seconded by Trustee
Richardson, moveo to concur with the recommendation of the
Fire and Police Committee.

Continuing the report of the Fire and Police'Committee, they
rejected a proposal to remove "Yield" signs at the-intersection
of Emerson ~nd Henry Streets, and return to the'Safet~ Com-
mission for further stuOy recommendat$ons to install "Stop"
signs for the intersections of Albert St. and Council Tr.,
and to establish reserved parking areas a~'the'downt~wn rail-
road station.
Recommendation will be reviewed by the'Saf'e~y Co~missi.on for
changes in "Sto~" and "Y~e~d~' s~gns throughout th~ Village.
The Village Attorney stated there will ~e a reco~ification
of the Traffic Code and the above actions will be Incorporated
in the book~ at that time the new statuteis presented.

JUDICIARY COMMITTEE
The Judiciary Committee met Monday, July 14, 1975 to consider
the parking of mobile units in driveways in residential areas.
Chairman Minton gave a~ oral report of the meeting and s~ated
minutes had not yet been transcribed due to a faulty tape
recorder. The Committee voted 3-0 in favor of the following
recommendations~ 1) No ordinance is required for the li:
cense or regulation of recreational vehicles other than wha~
is already defined in the code: 2) An ad hoc committee of
interested residents (21 of whom'h~ve indicated willingness
to serve) comprised of 4 recreational vehicle owners, one
Board Member and four non-recreational vehicle owners be created.
Purpose and definition of the group must be studied.
Mr. Bill Shillington, 608 N. P~ne, spoke before the'Board
regarding the'above matter and requested action on the
subject.
It was deferred until a written report was oresented at
the next meeting.
Mr. Mike Taylor, 200 S. Owen, qaestioned the word~ng "Licensing
of recreational vehicles" and Trustee Minton explained it could
be changed to ~'regulation or prohibition of parking of recrea-
tional vehicles" Mr. Ed Brierty, lllO L.inden, 'also discussed
the matter and the conduct of the Judiciary Committee hearing
the ~revious evening with persons voicing their opinions pro
and con.
PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Richardson, seconded by Trustee Hendricks, moved for
passage of Ordinance ~2574: Ordinance
AN ORDINANCE AMENDING CHAPTER 18 OF THE MUNICIPAL No. 2574
CODE OF MOUNT PROSPECT

The Public Health and Safety Committee has recommended the
following revisions to Article'~X, Section 21.t011 to the
Building Code:
"Section 21.1011-- Central Air Conditioning Compressor Units
for Single Family Dwellings.
No person shall install, operate or use a central air con-
ditioning compressor system without first o.btaining a oermit
therefor from the Director of Building and-Zoning.
(a) ~Central air conditioning co.mpressor units in,the RX, RA,
and R1 residential zoning districts shal~l be placed in
the rear yard and no closer to any side'lot lines than
the house is so located. On corner lots in said zonin~
districts the compressor units maS also be ins~talled in
the side lots provided said locations~compls.with the
following:
(1 That they be as clos. e to the buildin~ as practical
to provide adequate ventilation; and
(2 That they b~ adequatel~ screened from view'from
the street wit~ c~osely~planted~ever~reen~ or
~r~; and
(3 The air conditionin~ compressor unit shall in no
instance be positioned as to direct any~exhaust
air directl~ at or upon any buildin~ upon an ad-
jacent lot.

rustee Richardson, seconded by Trustee Wattenberg moved the
Village Board concur with the above recommendation and that
the appropriated erdinance be drafted.
Under discussion, the Board felt that some areas of the amend-
ment were too broad, not definitive enougn, and so Trustee
Richardson and Trustee Wattenberg withdrew the motion and
second.
The Village Attorney and Building and Zoning Direct'or were
requested to consider the matter and report back to the Committee.
Trustee Richardson reported on the request of Mr. and Mrs.
Elmer A. Blasco of 201 WeGo Tr. to vacate a 20 f't'~ alleyway
dividing their s.iDgle-family property at property to the
north known as 127 WeGo Trail, and running easterly .f.rom
WeGo Trail to SeeGwu~~, dividing the single-family residents'
properties at 202 and 204 SeeGwun. By vacating t-~e alley and
donating it to the adjoining property owners, ~the Village
would no longer be responsible for maintenance. The Com-
mittee recommended vacati.on and donation of the property,
but retention of an easement because of~ the~'sewe~r-lines running
under the property. Deferred to next regular meeti~ng for time
to make a visual study, of the area.
The Committee studied figures regarding car owners changing
their own motor oil and disposition of'the drain oi~, which
could cause a pollution problem. The Committee recommended
the administration collect as much information as possible
on the Des Plaines program and present to the Public Health
and Safety Committee for consideration.
PUBLIC WORKS COMMITTEE
No meeting in July. The next regularly scheduled meeting
will be August 21st.
OTHER BUSINESS
The Swanson plat of subdivision of property at Haven
Street was presented. There were surveyor's errors on
the plat regarding certifications. Trustee.R$cha'rdson,
seconded by Trustee Hendricks, move~ to authorize the
Mayor and Clerk to si~a~.n~d attest t~he.$wan$on plat~of
subdivision upon posting of publi~c, improvement bonds,
as well as correction of the mechanical errors and rem:oval~'? t~: ~:.'~
of the spotting of a building as shown on Lot 1.
ITEMS TO BE REFERRED
1. Dennis Berg~ & Robert Garrett, 1 & 3 Judith Ann Dr.
(Case ZBA-lO-V-75 - Air Condi~tioner variation) was re-
ferred to the Building Committee.
2. Lincoln Property Co. - The Colony at Oakton & Elmhurst-
amend to construct 79 more units and acreage to-be reduced
from B3 to R4 (Case Z.BA-21-SU-75) was referred to the
Building Committee.
