January 28, 1975
CALL TO ORDER
Mayor Teichert called the meeting to order at 8:10 P.M.

Trustee Richardson gave the invocation.

Special meeting of the Mayor and Board of Trustees of the
Village of Mount Prospect called by Mayor Teichert on
Friday, January 24, 1975 pursuant to Chapter 2 "The
Board of Trustees" Section 2.103 "Meetings" as specified
in the Municipal Code of Mount Prospect.
The purpose of the meeting was to hold a public hearing re-
garding a pre-annexation agreement for property located at
Wheeling Road and Camp McDonald Road, known as the Rob Roy
Country Club property.
The meeting is a continuation from one held December 10,
1974, at which time a motion was made by Trustee Gustus,
seconded by Trustee Hendricks, that the Board cease nego-
tiations for a pre-annexation agreement covering the subject
property commonly known as Rob Roy Golf Course. The motion
carried by a four to three vote.
Trustee Gustus, then seconded by Trustee Richardson, moved
for reconsideration of the vote taken to cease negotiations;
postponed to a date certain, being the second Tuesday in
January. The motion carried by a~5 to 2 vote.
The date of the meeting, January l~th, 1975, there was no
quorum present, and therefore, the public hearing was con-
tinued to January 28, 1975.
Attorney Robert Gorton, representing Riverhurst Civic Asso-
ciation, River Trails Civic Association and Prospect Heights
Improvement Association presented petitions containing 3,875
signatures objecting to rezoning and special use of the
property for a planned unit development.
Mayor Teichert ruled the meeting would not be open to public
debate because of the opportunities for open discussion at
previous meetings.
Trustee Hendricks, seconded by Trustee Anderson, moved to
appeal the ruling of Mayor Teichert to not open the meeting
to public debate.
Upon roll call: Ayes: Anderson Hendricks Caylor
Nays: Scholten Gustu~ Richardson
Motion tied.
Trustee Caylor gave a recap of proceedings leading up to
this meeting, and talked oni~flooding, tax base, signaliza-
tion, water and sewer lines, ~pen space, effect on neighbor-
ing homes, and the proposed planned unit development.

uestions were directed to Mr. Roy Gottlieb, of Kenroy, Inc.
regarding the proposed development by members of the Board.
A transcript of the hearing is available in the Office of
the Village Clerk for study during regular office hours.
After considerable discussion and review of the proposed pre-
annexation agreement, Mayor Teichert called for reconsidera-
tion of the motion to cease negotiations for a pre-annexation
agreement for property commonly known as Rob Ray Golf Course.
Upon roll call: Ayes: Anderson Gustus Hendricks
Nays: Caylor Richardson Scholten Teichert
Motion failed.
The chair ruled that it would require 5 votes for the motion
to carry.
ADJOURNMEMT
Upon motion of Trustee Anderson, seconded by Trustee Richardson,
the meeting was adjourned. Time: 10:10 P.M. Unanimous.
