DECEMBER 13, 1976
CALL TO ORDER
Mayor Teichert called the meeting to order at 8:00 P.M.
INVOCATION
Trustee Hendricks gave the invocation.
Special meeting of the Mayor and Board of Trustees of the Village of Mt.
Prospect called by Mayor Teichert on Tuesday 3ecember 7, 1976, pursuant
to Chapter 2" The Board of Trustees," Section 2.103 "Meetings," as
specified in the Municipal Code of Mt. Prospect.
This meeting was called to consider approval of a contract so J. P.
Miller, Co., for Well #17 and pump and to hear a presentation by James
Muldowney, Fletcher Engineering Co. on the Village's water system and
rates.
APPROVAL OF WELL CONTRACT
Director of Public Works, Creamer made an extensive presentation for
awarding the contract to J. P. Miller, Co.
The Board felt in View of the amount of money involved ,seeking
competitive bids may be the best route~to undertake.
Trustee Richardson, seconded by Trustee Minton, moved so waive going to
bids and award the contract to J. P. Miller, Co.
Upon roll call: Ayes: Richardson Teichert
Nayes: Floros Hendricks Minton Rhea Wattenberg
Motion failed
WATEE SYSTEM REPORT
James Muldowney, Fletcher Engineering Co., presented a preliminary report
to the board.
Mr. Muldowney defined the scope of the report as:
1. Analyze the present rate structure.
2. Determine what method of water usage billing would be equable
to all classes of users.
2. Determine what the wa:er charges should be to provide for
operation, maintenance, bond ana debt service, and depreciation
of the existing water system which serves approximately 75% of
the Village.
4. Determine what the water charges should be to provide for
operation, maintenance, bond and debt service, and depreciation
of the future water system which would serve approximately 75%
of the Village.
5. Determine what the water charges should be to provide
for operation, maintenance, bond and debt services, and
depreciation of the future water system which would serve
100% of the Village.
Mr. Muldowney suggested the Board ~mplement a formula to compute
the rate fee based on the assumption the Village will receive a Lake
Michigan water allocation and pay ~ts portion of the share + 3 pipe-
line should the Village join Share + 3.
The Board instructed Mr. Muldowney to develop properly this proposed
rate formula for implementation May 1977.

hil 5uriegi, Gladstone Realtors and Richard Cohen, Huntington Commons,
both asked for clarification on present billing.
The Board stated the alreaay agreed to interim rate of .90 per 1,O00
gallons would be in effect until the finalized rate was adopted, and
instructed the Finance Director to issue credit to those billed at --
the escalating rate of over 50,000 gallo~s, from May 1, 1976.
The Village Attorney was instructed to draft an ordinance to that
effect.
No further business on the agenda - Trustee Richardson, seconded by
Trustee Wattenberg moved for adjournment. Unanimous. Time 10:55 P.M.
