F. 2nd reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
This Ordinance deletes the Class "A" (Retail package and consumption on
premises) liquor license currently issued to Deelyn, Inc. d/b/a Mrs. P and
Me Restaurant, 100 East Prospect Avenue. The Ordinance also increases
the number of Class "S" (Restaurant with a lounge) liquor licenses by one (1)
for Mrs. P Acquisition Corporation d/b/a Mrs. P and Me, 100 East Prospect
Avenue. (Exhibit B)
G. Request from the new owners of Riva Bella Italian Restaurant, formerly
Mandarin Way, 1716-1718 E. Kensington Road, to continue operation under
the existing Class "R" (Consumption at dining tables only) liquor license.

Roads.
1. PUBLIC HEARING (Continued from September 1, 1998): This Public
Hearing called pursuant to proper legal notice having been published on
August 3, 1998 is continued the for the purpose of considering an
Annexation Agreement to allow for the development of a congregate
care facility (CareMatrix) and Walgreen's drive-through facility at the
southeast corner of Wolf and Kensington Roads.
2. 2nd reading of AN ORDINANCE AUTHORIZING EXECUTION OF AN
ANNEXATION AGREEMENT FOR PROPERTY AT THE SOUTHEAST
CORNER OF WOLF AND KENSINGTON ROADS (Exhibit C)

of Wolf and Kensington Roads
This Plat subdivides one lot into two lots of record. The Plan Commission
recommended approval by a vote of 6-0.
B. ZBA 27-97, Insignia Homes Duplex Development, 3032-3034 W. Algonquin Road
1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP WITH
RESPECT TO THE ZONING OF CERTAIN PROPERTY FROM R-X TO R-2:
3032-3034 W. ALGONQUIN ROAD
This Ordinance allows for the rezoning of the subject property from R-X (Single
Family Residence) to R-2 (Attached Single Family Planned Unit Development),
for the construction of twenty-two attached single family homes. The Zoning Board
of Appeals' motion to approve the request failed due to a lack of four concurring
votes (3-3). Therefore, adoption of an Ordinance requires a super-majority vote by
the Village Board. (Exhibit F)
C. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF
THE VILLAGE CODE
This Ordinance amends the Village Code to install YIELD signs on eastbound
Tower Drive and westbound Emerson Street at Country Lane. The Ordinance
also amends the Village Code by prohibiting parking at any time along both sides
of Carboy Road and the south 233 feet of Nordic Road north of Carboy Road in
order to be consistent with the current parking restriction signs. The Safety
Commission recommended these amendments by a vote of 7-0. (Exhibit G)

IX. NEW BUSINESS
A. A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT
BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE MOUNT
PROSPECT PUBLIC LIBRARY ALLOWING THE VILLAGE TO EXTEND A
LINE OF CREDIT TO THE MOUNT PROSPECT LIBRARY
This Resolution authorizes the Village to extend a line of credit for purposes of
covering short term cash flow problems caused by the late issuance of property
tax bills. (Exhibit H)
B. ZBA 15-98, Borders Book Store, 999 North Elmhurst Road
The Petitioner is requesting an amendment to a Planned Unit Development (PUD)
to allow Randhurst Shopping Center to construct a 26,500 square foot book store
on property which was formerly occupied by Hacienda Restaurant. The Zoning
Board has recommended approval of the PUD by a vote of 6-0.
X. VILLAGE MANAGER'S REPORT
