INVOCATION Trustee Wattenberg gave the invocation ROLL CALL Present upon roll call: Teichert Floros Hendricks Rhea Richardson Wattenberg Absent: Minton Special meeting of the Mayor and Board of Trustees of the Village of Mount Prospect called by Mayor Teichert on Thursday Oct. 21, 1976 pursuant to Chapter 2 "The Board of Trustees", Section 2.103 "Meetings", as specified in the Municipal Code of Mount Prospect. This meeting was called due to the cancelled Nov. 2, 1976 meeting because of the General Election. APPROVAL OF THE MINUTES OF OCTOBER 19, 1976 Trustee Richardson, seconded by Trustee Rhea moved for approval of the minutes with the following corrections: 1. Pg. 5, Last paragraph, item #1, change from "Five shift Commander positions" to "Four". 2. Pg. 5, Single line, to be placed after items 1, 2, & 3, change from ~'$6,174 per ~ear" to '~$7,000 annually" 3. Pg. 5, Last paragraph, item #3, change from "The salar~ of the position" to "35% above police officer.". 4. Pg. 6, Paragraph 1, line 4; change from "~detective bureau members" to "7" & "$4,500 annually" to "$5,250." 5. Pg. 6, Paragraph l, Line 3; change "pay to police officers who remain qualified" to "pay for those police officers who are presently qualified." 6. Pg. 6, Second to last paragraph, line 3; change from "was carried over to the next board meeting" to "was referred to the Fire & Police Committee." COMMUNICATIONS & PETITIONS -- CITIZENS TO BE HEARD Norma Murauskis, Chairwoman of the Sureblood Program, presented 1 Pg. 1. 11-3-76 gallon blood donor awards to Herbert H. Aspen, 311S. Emersonand Arthur John Korn, 301N. William. David Creamer, Director of Public Works, gave a presentation on the water crisis in Mt. Prospect. The presentation was followed by a lengthy discussion. Mayor Teichert stressed the importance of maintaining our present wells, as it takes a great deal of time to obtain Lake Michigan water. Trustee Rhea, seconded by Trustee Richardson, moved to authorize expenditures of monies for the proposed well site # 17 including the storage & pumping station capacities at the estimated cost of $465,010.00. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Trustee Rhea, seconded by Trustee Richardson, moved to authorize the administration to make the recommended expenditures as outlined on wells #5,6 & 16 in the estimated cost of $131,000.00. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. MANAGER'S REPORT Proposals for installing 4000 lineal feet of sidewalk along Kensington R. between Newberry Ln. & Burning Bush Ln. were received and opened on Oct. 27, 1976. The following are proposals that were received: Capital Cement Co. $ 39,657.00 Provencal Builders 37,457.30 D. Malin Constr. Co. 33,679.00 DeGioia & Sons 27,788.50 G & V Constr. Co. 26,474.00 "K" Koncrete Co. 25,900.00 Trustee Richardson, seconded Dy Trustee Wattenberg, moved to concur with the recommendation of the Manager & the Engineer to request the low authorized bid of the "K" Koncrete Co. in the amount of $25,900 and to authorize the Mayor & Clerk to sign the necessary contracts and return un-needed bid checks as defined. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. The manager stated that this work would proc6ed immediately and be completed this fall. Trustee Wattenberg, seconded by Trustee Richardson, moved to authorize the Mayor & Clerk to sign and thereby accept the grant of sidewalk easement from River Trails School Dist. 26 for the installation of sidewalks as previously authorized by the board. Upon roll call: Ayes: Flor~ Hendri:ks Rhea qichardson Wattenberg Motion carried. The manager recommended the need for a census in the summer of 1977 at the estimated cost of $20,000. Pg. 2 11-3-76 Trustee Rhea moved, seconded by Trustee Wattenberg, for authorization of the census fo~ the summer of ~977. The manager stated that our present population as of the last census is 48,975. He also'explained the benefits which could be received with a population in excess of 50,000. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg 'l''~ Motion carried. MAYOR'S REPORT The Mayor proclaimed the week of November 7 - 13 as Law Enforcement Week. Trustee Wattenberg, seconded by Trustee Richardson, moved for a waiver of the rules for the purpose Of bringing before the Board a proposed resolution of congratulations to the Prospect High School Golf Team. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg. Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Resolution #27-76: A RESOLUTION OF CONGRATULATIONS TO THE PROPSECT HIGH SCHOOL GOLF TEAM Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg. Motion carried. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Rhea, seconded by Trustee Richardson, moved for passage of Ordinance #2671: AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY LOCATED AT THE NORTHWEST CORNER OF LONNQUIST BOULEVARD & BYRON COURT (Martha Placko - 55-V-76) Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Chester Cross, attorney representing Mrs. Placko, spoke in behalf of his client & submitted the Larson's plat of resubdivision to the board. Trustee Richardson, seconded by Trustee Wattenberg, moved for a waiver of the rules for the purpose of acting on the resubdivision plat for the parcel just under consideration for zoning. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. ,,, Trustee Rhea moved, seconded by Trustee RichardSon, to authorize the Mayor & Clerk to sign and attest Larson's resubdivision subject to approval by the appropriate agencies of the Village of Mount Prospect administration as well as the Planning Commission and subject to post- ing of public improvement bonds, if any. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Pg. 3 11-3-76 oe Bach, representative for Red Lobster Inns, spoke before the board regarding their zoning board case. Trustee Wattenberg, seconded by Trustee Richardson, moved the board concur with the recommendation of the Zoning Board of Appeals for the granting of the variation set forth in case 49-V-76. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion~carried FINANCE COMMITTEE Liquor license request for property located at 1GO3 W. Algonquin Rd. Class A liquor license deferred to the next meeting~ Trustee Floros, seconded by Trustee Richardson moved for concurrence of the recommendation of the Finance Committee and accept for Ist reading the submitted ordinance regarding conflict of interest. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Nays: Wattenberg Motion carried. PUBLIC WORKS COMMITTEE Trustee Rhea, seconded by Trustee Richardson, moved for a waiver of the rules for the purpose of bringing before the board a resolution authorizing a permit application to the Illinois Department of Trans- portation for the stabilization of the banks of Weller Creek. Upon roll call: Ayes: Floros~ Hendricks Rhea Richardson Wattenberg Motion carried. Trustee Rhea, seconded by Trustee Richardson, moved for approval of Resolution 28-76: A RESOLUTION AUTHORIZING A PERMIT APPLICATION TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION DIVISION OF WATER RESOURCES FOR 'STABILIZATION OF THE BANKS OF WELLER CREEK BETWEEN ELMHURST AVENUE & WILLIAM STPEET Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. COMMITTEE ANNOUNCEMENTS Fire & Police -- Nov. 9 Public Health & Safety -- Nov. l0 Judiciary Committee -- No Meeting Public Works -- Nov. 18 Finance -- Nov. 24 FOR INFORMATION ONLY Mayor Teichert, the Manager and Assistant Manager met with Mayor Bolek of Des Plaines and discussed the proposed improvement of Rand & Central Roads. The Village Manager announCed the computer vehicle license check was complete with revenue of $13,212 and that 600 letters had been sent to residents who had ignored the ordinance calling for trailer licenses. He announced he would be making a staff recommendation on trailer licenses in the near future. ADJOURNMENT Trustee Hendricks, seconded by Trustee Richardson, moved the meeting be adjourned.
