MAYOR AND BOARD OF TRUSTEES
August 3, 1976
CALL TO ORDER
Village Clerk called the meeting to order at 8:00 P.M.
Trustee Floros nominated Trustee Rhea to be chairman of the Board of
Trustees Unanimous.
INVOCATION
Trustee Hendricks gave the invocation.

APPROVAL OF MINUTES OF REGULAR MEETING OF JULY 20, 1976
Trustee Hendricks, seconded by Trustee Floros, moved to approve
the minutes of the regular meeting of July 20, 1976.

APPROVAL OF BILLS
Trustee Floros, seconded by trustee Wattenberg, moved~for approval
of bills in the following amounts:

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Kenneth Monahan, 1023 Grace, questioned the'Board about the
mi~n~mum water rate fee structure. Trustee Rhea clarified the matter
by stating the minimum fee was established to allow the administration
to cover the costs of processing the billing procedure.
George Flaherty, 319 S. George commented to the Board about having
the Mayor, Village Manager and Village Attorney on vacation simul-
taneously. Trustee Rhea assured Mr. Flaherty all matters were being
disposed of properly through the Assistant Village Manager's Office.
MANAGER'S REPORT
The Assistant Village Manager requested the Board authorize the
Deputy Clerk to'purchase up to 50 voting machines at the cost of
$25.00 each.
TrU~stee Wattenberg, seconded by Trustee Floros, moved to authorize
the Deputy Clerk to purchase up to 50 voting machines.

The Assistant Manager,then reported enforcement has begun on the
lawn sprinkling ordinance. Thus far, one citation has been written.

Lastly, the Assistant Manager stated the Village's Community Band
has completed it's summer schedule. It was a large success and will
continue next year.

Chairman Rhea read the Resolution of appreciation of service by Mayor
Behrel of Des Plaines, Illinois.
Trustee Floros, seconded by Trustee Wattenberg, moved for approval
of Resolution ~23-76:

HERBERT H. BEHREL, MAYOR OF THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS

Motion carried.
After some discussion Trustee Hendricks, seconded by Trustee Wattenberg,
moved to continue discussion and action to the regular Board meeting
of August 17, 1976. Re: Mayor's memo on Unity Savings & Loan at
Old Orchard.

of Resolution #24-76:

COMMITTEE CHAIRMAN REPORTS
BU-ILDING COMMITTEE
In v]e~ of the absence of Chairman Minton items on the agenda
were passed over to a future date.
FINANCE COMMITTEE
Trustee Floros reported on Red Lobster Inns of America request for
a liquor license for an establishment to be constructed on Elmhurst
Road, just North of the Colony Apartments.
Richard S. Clark of Red Lobster Inns of America, Orlando, Florida
spoke on behalf of bis company mentioning the company would apply
for a Special Use permit so as not to be in conflict with the zoning
requirements of the site.
Trustee Floros, seconded by Trustee Hendricks, moved for the approval
of the creation of a class 5 liquor license.

Motion carried.
Next, Trustee Floros reported on a l~quor license request from
the Scoreboard Lounge, 421 Euclid. Robert Moore, 315 N. Wheeling,
spoke on behalf of the Lounge. He asked the board to defer action on
this case until the zoning difficulties can be straightened out.
Moore reminded the Board this case would shortly go before the
Zoning Board of Appeals for a definite ruling.
Jim Jacobs, Chairman of the Prospect Christian Church, and
Clarence Dyer, 603 Greenwood, spoke against granting the Liquor
license to the lounge due to its close proximity to the Church.
Trustee Rhea asked the Clerk to advise the Church when this case
would go before the Zoning Board of Appeals.

ith there being no motion on the floor on this case, the Board deferred
action until a later date.
OTHER BUSINESS
Trustee Wattenberg, seconded by Trustee Floros, moved for approval
of Keljik's Subdivision.
Upon roll call: Ayes: Floros Hendricks Rhea Wattenberg
Motion carried.
There was no motion for reconsideration of cases 5-V-76 and 25-V-76.
Trustee Floros, seconded by Trustee Hendricks, moved to waive the
rules requiring a second reading of ordinance #2649.

Motion carried.
Trustee Floros, seconded by Trustee Hendricks, moved for approval
of Ordinance #2649.
