PRESENTATION: Chamber of Commerce Photo Contest winners C. 2nd reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT This Ordinance deletes the Class "A" liquor license currently issued to Deelyn, Inc. d/b/a Mrs. P and Me Restaurant, 100 East Prospect Avenue. The Ordinance also increases the number of Class "S" liquor licenses by one (1) for Mrs. P Acquisition Corporation d/b/a Mrs. P and Me, 100 East Prospect Avenue. THE PETITIONER REQUESTS THIS ITEM TO BE DEFERRED TO THE SEPTEMBER 15, 1998 VILLAGE BOARD MEETING. 1. PUBLIC HEARING (Continued from August 18, 1998): This Public Hearing called pursuant to proper legal notice having been published on August 3, 1998 is continued the for the purpose of considering an Annexation Agreement to allow for the development of a congregate care facility (CareMatrix) and Walgreen's drive-through facility at the southeast corner of Wolf and Kensington Roads. 2. 2nd reading of AN ORDINANCE AUTHORIZING EXECUTION OF AN ANNEXATION AGREEMENT FOR PROPERTY AT THE SOUTHEAST CORNER OF WOLF AND KENSINGTON ROADS (Exhibit B) 3. 2nd reading of AN ORDINANCE ANNEXING CERTAIN PROPERTY TO THE VILLAGE OF MOUNT PROSPECT, CAREMATRIX/WALGREEN'S DEVELOPMENT (Exhibit C) 4. 2nd reading of AN ORDINANCE TO REZONE LOT 1 OF CHARLES SUBDIVISION FROM R-X (SINGLE FAMILY RESIDENTIAL) TO R-4 (MULTI-FAMILY RESIDENTIAL) AND A CONDITIONAL USE TO ALLOW THE CONSTRUCTION OF A NURSING HOME/CONGREGATE CARE FACILITY, AND TO REZONE LOT 2 FROM R-X (SINGLE FAMILY RESIDENTIAL) TO B-3 (COMMERCIAL) AND A CONDITIONAL USE TO ALLOW THE CONSTRUCTION OF A DRIVE-THROUGH WALGREEN'S FACILITY (Exhibit D) 5. CAREMATRIX/WALGREEN'S PLAT OF SUBDIVISION, Southeast Corner of Wolf and Kensington Roads This Plat subdivides one lot into two lots of record. The Plan Commission recommended approval by a vote of 6-0. B. ZBA 32-97, PC 07-98, Friedrichs' Funeral Home, 320 W. Central Road 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP WITH RESPECT TO THE ZONING OF CERTAIN PROPERTY FROM R-A TO B-5 DISTRICT AT 7 NORTH RIDGE AVENUE This Ordinance is for the rezoning of the subject property from R-A (Single Family Residential) to B-5 (Commercial) to expand the existing parking lot at 320 W. Central Road. The Zoning Board of Appeals recommended approval by a vote of 6-0. (Exhibit E) 2. 1st reading of AN ORDINANCE GRANTING EXCEPTIONS FROM THE DEVELOPMENT CODE FOR PROPERTY LOCATED AT 320 WEST CENTRAL ROAD This Ordinance grants exceptions from the Development Code for the following: A. To reduce the required right-of-way on Elmhurst Avenue from sixty-six feet to fifty feet, B. to waive the required installation of public sidewalks on Elmhurst Avenue, C. to waive the required installation of curbs and gutters along Elmhurst Avenue, D. to waive the requirement of providing a rear utility easement, and E. to allow an existing paved parkway to remain. The Plan Commission recommended approval by a vote of 6-0. (Exhibit F) 3. FRIEDRICHS' PLAT OF SUBDIVISION, 320 West Central Road This Plat consolidates the subject property into one lot of record. The Plan Commission recommended approval by a vote of 6-0. IX. NEW BUSINESS A. Safety Commission recommendations: 1. Request by resident for YIELD signs at intersection of Tower Drive and Country Lane. The Safety Commission recommended approval of this request by a vote of 7-0. 2. Request by Mount Prospect Police Department for parking restrictions on Carboy Road and Nordic Road. The Safety Commission recommended approval of this request by a vote of 7-0. B. ZBA 27-97, Insignia Homes Duplex Development, 3032-3034 W. Algonquin Road The Petitioner is requesting the rezoning of this property from R-X (Single Family Residence) to R-2 (Attached Single Family Planned Unit Development), for the construction of twenty-two attached single family homes. The Zoning Board of Appeals' motion to approve the request failed due to a lack of four concurring votes (3-3). Therefore, it comes to the Village Board as a negative recommendation. X. VILLAGE MANAGER'S REPORT A. Bid results: 1. Demolition and removal buildings at 2-10 East Northwest Highway 2. Purchase of two new 35,000 lb. GVWR truck cabs and chassis 3.
