CALL TO ORDER
Mayor Teichert called the meeting to order at 8:05 P.M.

APPROVAL OF THE MINUTES OF REGULAR MEETING OF JUNE 15, 1976
Amend sentence to read: "Trustee Richardson, seconded by Trustee Minton,
recommended the additional $12,000 to cover overtime in Fire Department
be referred to the Finance Committee.'~ Delete paragraphs 3, 4, & 5.
Trustee Richardson, seconded by Trustee Minton, moved to approve the
minutes of the regular meeting of June 15, 1976 as amended.

APPROVAL OF MINUTES OF THE SPECIAL MEETING OF JUNE 22, 1976
Trustee Minton, seconded by Trustee Richardson, moved to approve the
minutes of the Special Meeting of June 22, 1976 as submitted.

COMMUNICATIONS AND PETITIONS -CITIZENS TO BE HEARD
Anthony Brown of the N.W. Suburban Center for Transcendental Meditation
spoke on "The Ideal Society." He felt through T~M. one could better
cope with life's problems, thus enabling one to contribute more to society.
Society, in turn, will receive the maximum benefit from the individual.
Mr. Brown asked the Board for some official action of endorsemen%,
Mayor Teichert explained a proclamation would be presented at the next
Board Meeting endorsing T.M. and its goals.
Trustee Rhea, seconded by Trustee Richardson, moved for Mayor Teichert
to write a letter to Bob Vehe, Jr., of Mt. Prospect wishing him the
best & congratulating him on his selection to the United States Olympic Team.

MANAGER'S REPORT
The Village Manager reported the response from the newsletter questionnaire
was very good. Reminded people to respond by the August 15 deadline or sooner.
Construction nas been started on the sidewalk repair program. It does not
seem possible for the "S" curve improvement to be completed by November.
The Village Manager recommended the Board award the tree maintenance con-
tract to the low bidder, A. J. Davis Company.
Trustee Wattenberg, seconded by Trustee Richardson, moved to accept the
low bid of A. J. Davis Company.

MAYOR'S REPORT
Mayor Teichert reported on the status of the Tamarack & Palm consent decree.
A thorougq discussion of the entire matter in which all Board members par-
ticipated, took place.
Mayor Teichert requested the Board to approve the agreement worked out by
Mr. DiMucci and the Village Staff. (Mayor's Memo)
Trustee Wattenberg, seconded by Trustee Hendricks, moved that the proposal
agreed to by Mr. DiMucci and the Village Staff be approved.

COMMITTEE CHAIRMEN REPORTS
BUILDING COMMITTEE
Trustee Minton, seconded by Trustee Hendricks, moved for approval of
Ordinance.=2643:
AN ORDINANCE GRANTING VARIATIONS FOR SENIOR CITIZEN HOUSING TO BE LOCATED
UPON HUNTINGTON COMMONS

FINANCE COMMITTEE
Trustee Floros offered his thanks to all of those involved in Mt. Prospect's
Bicentennial Celebration for making it such a huge sucess. He the~ moved,
seconded by Trustee Rhea, that some permanent form of recognition be established
for the Bicentennial Commission.

Trustee Floros, seconded by Trustee Rhea, moved the Board concur with the
recommendation of the Finance Committee to create a Class E liquor license
for a banquet hall at 1803 Algonquin Road.

Trustee Floros read his committee report on the Real Estate Transfer Tax.
No action was taken.
Trustee Floros read his committee report on the Mount Prospect Library .
He asked Mr. Eppley if the Village's Public Works Dept. was helping in the
landscaping contract. Mr. Eppley responded by saying that as time permitted,
all Village Depts, were coordinating with the library.
Trustee Floros questioned the way administrative salaries are determined.
He suggested the Village Manager present recommendations to the Village
Board for each Dept. Head. After considerable discussion, it was felt
the Board was not in a position to review individual Dept. heads salaries
since it would involve appraising their day to day job functions and this
is a direct responsibility of the Village Manager.
Trustee Floros then withdrew the matter for the time being.
FIRE AND POLICE COMMITTEE
Trustee Richardson read his committee report. There was considerable
discussion on the traffic problem at John Jay School. Throughout the
discussion, it was felt School Board District 59 would not be able to
fund the necessary $19,800 to complete a proposed horseshoe drive to
eliminate the congestion.
Mr. Bernard Scola, Secretary of the Safety Commission, 1823 Palm Drive, spoke on
this matter. ?~e thought after attending ~istrict 59 meetings on the subject,
the School Board was agreeable to crossing guards to be funded by the Village
of Mount Prospect.
Mayor Teichert finally suggested a special Fire & Police sub-committee meet
with the School Board in the hope of resolving this problem. Mayor Teichert
will contact the School Board by letter expressing this wish.
Trustee Richardson, seconded by Trustee Minton, moved to concur with the
recommendation of th ~ Safety Commission, Traffic Engineer, and Fire &
Police Committee to approve No Parking -- South side of Lonnquist Blvd.
between Elmhurst Road and 100 ft. of stop bar.

Trustee Richardson reported further that:
Sunday parking-North Main Street; vandalism ordinance; residency ~equi~e~entsr
Police & Fire personnel; exempt persons - Police Dept.; Price Signs- Gasoline
Stations--no action was taken. Traffic Code enforcement contract-Colony
Country involved citizen participation: Mr. Jack Rogers, 107 Dover Place,
in Colony Country spoke about the need for better traffic enforcement by the
Police Dept.
Mr. Eppley explained the area in question has a private road thus restricting
enforcement powers of the Police Dept. He informed Mr. Rogers the Village would
look again into the problem from a traffic engineering point of view with costs to be
borne at the complex's expense.
JUDICIARY COMMITTEE
Trustee Wattenberg, seconded by Trustee Minton, moved the Village purchase
Civil Rights Insurance for all employees & elected officials. The annual
cost to the Village is $7646 with a $500 deductable, $100,000 limit.

UBLIC WORKS COMMITTEE
Trustee Rhea gave a report on Huntington Commons Condominiums water
rate schedule.
Trustee Rhea introduced the lawn sprinkling ordinance. Discussion
on the enforcement provisions followed. After a thorough discussion
the Village Attorney was instructed to add the words "Public Utility
Wells" in Section 23.111, B., line 2. Enforcement in full would
commence August 1, 1976. Prior to that date the Village, through
various methods, will notify the residents of the ordinance.
Trustee Rhea, seconded by Trustee Minton, moved for the first reading
of an ordinance amending Section 23.111 and Section 23.112 to the Municipal
Code--Lawn Sprinkling.

ITEMS TO BE REFERRED
Cases 19-V-76 and 20-V-76 Rezone Northeast corner of Meier & Lonnquist
from R-X to R1 and to grant variations were referred to Building Committee.
The proposal for the Northwest Opportunity Center was referred to the
Finance Committee.
Trustee Rhea, seconded oy Trustee Wattenberg, moved the Board concur with
the recommendation of the Safety Commission to undertake a sidewalk
program within the Village not to exceed $30,000.
