INVOCATION TrusTee Wattenberg gave the invocation. ROLL CALL Present upon roll call: Teichert Hendricks Rhea Richard- son Wattenberg Absent: Minton Floros APPROVAL OF MINUTES OF APRIL 20, 1976 Trustee Richardson, seconded by Trustee Hendricks, moved the minutes of the regular meeting of the Mayor and Board of Trustees held April 20, 1976 be approved as submitted. APPROVAL OF MINUTES OF APRIL 27, 1976 Trustee Wattenberg, seconded by Trustee Richardson, moved t'he minu~es of the special meeting of the Mayor and Board of Trustees held April 27, 1976 be approved as submitted. Resnick, sp6ke about the need for sidewal~s in various sections of the Village and suggested an ~d hoc committee be created to stuOy the situation, esoecially in the "New Town" area where they are essential, and to further con~ider the possibility of a traffic signal at Burning Bush and Euclid. Mr. Resnick was requested to send copies of work already ac'complished on this ~udy made by the Board of Local Improvements and on any other pertinent material so the Public Works Committee could review, and Mr. Resnick was invited to attend the meeting on May 20th for further discussion. Mrs. Martha Hopkins spoke before the Board regarding the library and pleaded for a compromise. Pg. 1 5?4-76 Mr. John Parsons, President of the Library Board, talked about the need for furnishings and equipment and read a letter from Charles T. Cedarholm, Architect, dated May 4, 1976, recommending awarding of a contract to Office Equipment Co. of Chicago, for furnishings, in the amount of $147,688. It was further reeommended that a contract be awarded for an Inter-Communications System to Scan-Am Company, in the amount of $6,248.75. Trustee Richardson, seconded by Trustee Rhea, moved the Village Board approve the expenditure of funds, under total funds now existing and without additional funds, for the purpose of approving the qualified low bid of Office Equipment Co. of Chicago in the amount of $147,688, for furnighings, and the low qualified bid of Scan-Am Co. for a communications system in the amount of $6,248.75. Upon roll call: Ayes: Rhea Richardson Teichert Nays: Hendricks Wattenberg Motion failed oecause the motion reouired a two-third vote. Trustee Richardson advised he would make a motion at the next regular meeting to reopen the matter for consideration. Mrs. Marie Caylor exoressed disappointment at the two nay votes for the expenditure for furniture and equipment which was wit~6~mt~ebounds of the bond issue, and funds are available. Robert Nordli, a member of the Library Board, stated some furniture now in the library will be moved to the new location. Mr. Bill R~ddle, one of thev~endors, warned of the rise in costs as time progresses. Neal Swett, an affiliate of the Black Christian Nationalist Church, Inc. requested permission to solicit small donations in designated shopping areas within the Village. The matter was referred to the Village Manager. VILLAGE MANAGER'S REPORT~ A request was receiveo from Walter Daniels Construction Co. for extension of a building permit ~A-2858 dated Dec. 3, 1975, for construction of a Sign of the Beefeater Restaurant, to be located on the Randhurst Shopping Center property. A soil condition delayed erection of the restaurant. Trustee qendricks, seconded by Trustee Richardson, moved to authorize the extension of the building permit as requested and direct the Building and Zoning Director to honor the same for a period of 30 days from today. Upon roll call: Ayes: Hendricks Rhea Richardson Wattenberg Motion carried. The Village Engineer recommended the low bid of Pinner Electric Company in the amount of $1,270.00 a month for traffic control signal maintenance be accepted. The Village Manager concurred. Trustee Richardson, seconded by Trustee Hendricks, moved to concur with the above recommendations and authorize the Mayor to sign and the Clerk to attest the contract with Pinner Electric Company at $1,270.00 a month. Pg. 2 5-4-76 MAYOR'S REPORT The water supply contract with Citizens Utility was de- ferred to the next regular meeting, awaiting an opinion~ from outside counsel. A request was received from the Mount Prospect Lions Club for a waiver of fees except for out-of-pocket Village expenses for the 4th of July celebration. Upon roll call: Ayes: Hendricks Rhea Richardson Wattenberg Motion carried. Mayor Teichert proclaimed May 8, 1976 as Mount Prospect Jaycees Plae Dae, on behalf of mentally retarded children. Mayor Teichert proclaimed the week of May 16 to May 22 as Mount Pmospect Volunteer Week. Mayor Teichert proclaimed the week of May 9 through May 15, 1976 as Police Week and Sunday, May 15 as Peace Officers' Memorial Day. Trustee Richardson, seconded by Trustee Hendricks, moved to waive the rules to consider a matter not on the agenda re- garding Citizens Utility ra~e hearing. Upon roll call: Ayes: Hendricks Rhea Richardson Wattenber§ Motion carried. Trustee Wattenberg,,seconded by Trustee Richardson, moved to authorize outside counsel to eDgage the services of an expert witness in the matter of the Citizens Utility rate hearing, sharing the cost with the Village of Bolingbrook. Trustee Richardson, seconded by Trustee Hendricks, moved to waive the rules requiring two readings of a liquor license ordinance which would reduce Class A (KennesSey Gourmets) by one, Class E (Prospect Caterers~ by one--eliminating all licenses in that category, and adding one Class B to add Papa Napoli (formerly Kennessey Gourmets). Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Ordinance #2624: AN ORDINANCE AMENDING SECTION 13.~07~ OF THE MDNICIPAL CODE Upon roll call: Ayes: Hendricks Rhea Richardson Wattenberg Motion carried. COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE An ordinance granting a variation from the Zoning Ordinance under Case No.20-V-75 for operation of a medical and professional office building within R-3 District, known as 435 W.Prospect Ave., was read for first reading and the Clerk was requested to place it on the agenda of the next regular meeting for final passage. A resolution extending the annexation agreement with Unity Ventures was to be placed on the agenda for the meeting to be held May 18, 1976. EXECUTIVE SESSION MaYor Teichert called the Board into Executive Session at 10:25 P.M. for the purpose of discussing the Police Department contract. The meeting reconvened at 10:59 P.M. present upon roll call: Teichert Hendricks Rhea Richardson Wattenberg Trustee Wattenbeeg, seconded by Trustee Rhea, moved to authorize the Mayor to sign and the Clerk to attest the two-year contract with the Police Department.
