CALL TO ORDER
Mayor Teichert called the meeting to order at 8:05 PM.

APPROVAL OF MINUTES OF APR~L 6, 1976
Pg.3 regarding property at the southwest corner of Central
Road and Cathy Lane, the proposed development was for persons
55 .years of age. Pg. 4 Ordinance #2617 deleted Danny's Barn
and added Barone's and Alvees. Pg. 8: delete "Trustee ~inton,
seconded ~y Trustee Richardson, moved to reject the four
bids for carpeting, shelving, furniture and millwork and re-
turn the bid checks to the bidders." Pg. 9: Roll call on
motion for Millwork should be: "Ayes: Minton Richardson

C~OMMUNICATIONS AND PETITIONS - CITIZENS TO BE~HEARD
Mr. George Anderson, 1005 W. Isabella, Mr. Dick Graham,
20 N. Prospect Ave., and attorney Robert Bush appeared
before the Board to further advise the Board on the pro-
posed development of property at the southwest corner of
Central Road and Cathy Lane, to be known as Central Village.
Certain exhibits were displayed and an opinion submitted by
attorney Busn stated age restrictions may be placed on the
land by a condominium decla~ation. After discussion, it
was agreed a draft ame~dmen:t to the Consent Decree for the
former klein property would be presented for review.
Mr. John Parsons, President of the Mount Prospect ~ibrary
Board gave a status report on the construction of the new
library as to the expending of funds. Mrs. Marie Caylor,
1308 Pima Lane, objected to the additional funds requested
and felt the Library Board should consider its own library
district and own taxing body and remo~e the responsibility
from the Village Board.
Mr. Rudolph Ver§in, 19 N. Pine, requested the Board to have
a referendum.
MANAGER'S REPORT
Public improvement plans for Colony Country II at Old
Orchard, The Colon~ apartments Phase III and Sakowicz
First Addition were presented.
Trustee Wattenber§, seconded by Trustee Hendricks, moved
to approve the Sakowicz plans for public improvements at
Mt. Prospect Road and Prospect Avenue as recommended by the
Director of engineering and approved by the Village Manager
in the April 15, 1976 memorandum.

to approve the Colony Apartments Phase III plans for public
improvements on Oakton Street as re:ommended by the

accept the recommendation from the Director of Engineering and
approve the awards to the eight low biddersas outlined above.

The Village Manager reported on H. R. 10210 now on the Floor
of the House, which would permanently extend unemployment
benefits to all municipal employees. According to a bulletin
from the Illinois Municipal League, the Village Manager sug-
gested action by the Board to request our Congressman to
sponsor an amendment maintaining local government exclusion
from the Federal Unemployment Compensation Tax.
The Village Manager was requested to supply the Board with
copies 6f the report so that they, may make recommendations.
MAYOR'S REPOR~T
The Clerk wasrrequested to place on the agenda of the fim~t
regular meeting in May the water supply contract with Citizens
Utility.

Mayor Teichert proclaimed the week of May 1 through May 8 as
Fire Service Recognition Week.
Mayor Teichert proclaimed Saturday, May 1, 1976; as Law Day USA.
Trustee Wattenberg, seconded by Trustee Richardson, moved to
authorize attorney R. Marlin-Smith as outside counsel to
represent the Village in a law suit with the Chicago and
Northwestern Railway to defen~ the Village interest in the
1974 tax levy in Case 75-36.

CASE ZBA-49-V-75 Dr. Paul Heck, 435 W. Pros~ecttAve.:
Petition for variation to allow construction and occupation
of an addition to a med~.cal building without installation
of a fire protection sprinkler system. No recommendation
was forthcoming from the Zoning Board of Appeals. The
Committee recommended denial of the petition.. Trustee Hendricks,
seconded by Trustee Flores, moved the Village Board concur
with the committee recommendation-and deny the pe~i~ion in
Case ZBA-49-V-75.

CASE ZBA-20-V-75 Village of Mount Prospect - 435 W. Prospect
Petition to grant a variation for a medical building in an
R-3 zone. Trustee Hendricks, seconded by Trustee Flo~os, moved
to concur in the recommendation of the ZBA and the Building
committee to grant the variation.

The Village Attorney was requested to dm~ft the apProPriate
ordinance for the next regular meeting in May.
CASE ZBA-8-SU-76 Village of Mount Prospect Citgo fence

concur ~ith the recommendation of the Bui~lding Committee to
amend Sec. 1 of Ordinance 2572 regarding an existing fence.

Under discussion, Trustee Richardson, moved to amend the
library budget to $447,745.
The motion f~led for lack of second.
Trustee Rhea, seconded by Trustee Richardson, moved tha. t
the amount in the 1976-77 budget for the library ~B57,100
be amended to read $391,845 which would cover the operating
budget as submitted by the Library Board, But m~ke no pro-
vision for purchase of books, tapes, or any new items.

FIRE AND POLICE COMMITTEE
An ordinance amending the Traffic Code to provide for a 2-way
stop sign east and westbound on Memory Lane at the inter-
section of Fairview Avenue was read for first reading and
the Clerk was requested to place it on the May 4th agenda.
PUBLIC WORKS COMMITTEE
Trustee Wattenberg requested the Finance Commi'ttee study
insurance for civil rights, error and omissionF and vandalism
coverage.
OTHER BUSINESS
Trustee Hendricks, seconded by Trustee Richardson, moved to
authorize the Mayor to sign and the Clerk to attest the
Agreement with Barton-Aschman for certain studies and plans
for downtown Mount Prospect.

PUBLIC HERRING RE ANNEXATIO~ OF WESTGATE GARDENS
Attorney Robert Moore representing Loras, Inc. stated there
are 15 acres of property involved, 10 of which are already
within the Vill.~§~ limits, and 5 abutting Meadow Lane which
his client ~as petitioned ~he Board to annex. The petitioner
proposes to develop the property for duplex housing, with lots
37 to 42 reserved for development of senior citizen con-
dominiums on a cul-de-sac as proposed by the Dell Corp. of
North~rook under HUD.
Trustee Hendricks, seconded by Trustee =loros, moved the
Village Board concur with the recommendatio~ of the Building
Committee and Zoning Board of Appeals and deny the p~<~oner's
request for R-3 zoning in Case No. ZBA-39-Z-75.

Village Board concur with the recommendation of the Building
Committee and grant R-2 zoning for the subject property
in Case ZBA-39-Z-75.

Discussion followed regarding the impact of the propesed
development on westgate. It was the Building Committee
recommendation to the Village Board that MFT funds be made
available for imoroYement of West§§eeeRoad. Trustee Hendricks,
seconded by Trustee Floros, moved the Village Board concur
with the recommendation and place this matter as t6p priority
for the improvement of Westgate Road as a four-lane roadway
through the use of MFT funds - Central north to the South
line of the property to be known as Westgate Gardens.
Trustee Hendricks, seconded by Trustee Floros, moved to amend

Mr. W. T. Ciofani, 7 N. Westgate, hoped Westgate Road would
be improved within a reasonable time and questioned the use
of MFT funds.
Mr. William Draper of the Dell Corp. of Northbrook, Ill. dis-
cussed the proposed development of Lots 37 through 42 for
senior citizens and adjustment of the configuration of Lot
43. It was agreed the subdivision plat of Westgate
Gardens would be amended and presented to the Board at a
later date.

discussion creating a library district
Mayor Teichert called an executive session of the Board,
meeting ~ias a Committee-of-the-Whole for discussion of
police wage negotiation status, following adjournment.
