CALL TO ORDER
Mayor T6ichert called the meeting to order at 8:05 P.M.

APPROVAL OF MINUTES OF DECEMBER 16, 1976
Correction pg. 3, 2nd para. Correct zoning to read "RX to
B3" in Case ZBA-42-Z~75. Typo last pg. Public Works meeting
January 15, 1976. Pg. 4 Public Health & Safety report to
read "Community Center" instead of "Senior Citizens Center"

approval of the minutes of D~eember 16, 1975 as corrected.

MAYOR'S REPORT
In a proclamation, Mayor Teichert commended the Wheeling High
School Band for excellence in music and contributions to the
~nterchange of ideas and lifestyles between the States of our
country and those of the countries of South America.
Mayor Teichert reported that Bill Norris had resigned as a
member of the Finance Commission and named Ted Friedl, 800
South Lancaster, as a member to fill the unexpired term to
May 1, 1980, and request~ed Board concurrence. Trustee Wattenber9,
seconded by Tru~ee Richardson, moved to concur in the Mayor,s
appointment.

Mayor Teichert referred the Mount Prospect-Arlington Heights
boundary agreement back to the Public Health ano Safety
Committee for review and report back to the Board for the
second meeting in January.

Trustee Hendricks, seconded by Trustee Richardson, movec
for passage of Ordinance #2604:

(Case BBA-46-Z-75 B-3 to B-4 1509 S. Busse)

Trustee Hendricks, seconded by Trustee Richardson, moved to POPPIN
concur with the Zoning Board of Appeals and Building CommitteeFRESH
to deny the petition of R. Georgen, 306-14 W. Rand Road,
for rezoning property in the Wedgewood Terrace area from
B-3 to B-4 for the purpose of construction of a Po~pin Fresh R.

restaurant and Pie Shop on the premises.

Mr. J. Herbst, Manager of real estate for ~illsbury, 2416
Estes, Elk Grove Village, appeared before the Board mo
present a map, plot plan, exnibims, photographs, showing
proposed landscaping, screening, fencing, and bicycle path.
Trustee Hendricks stated new material, not previously pre-
sented to the Zoning Board of Appeals and the Building Committee
was submitted at this time.

jectors ~o the proposed rezoning, citing problems of in-
creased traffic, flooding, lack of need of the facility.
Yr. Ben Najdl, 454 W. Rand, Mrs. Lorraine Gun~her, 450
W. Rand, Mr. Lou Ton, 600 W. Rand, all were of the opinion
that the property was not suitable for single-family resi-
dential development.

FINANCE COMMITTEE
The ~inance Committee recommended a charge of $4.29 Der unit
be established for residential property garbage service in
new or recently annexed nomes until the time those propertiesGARBAGE
are on the tax rolls. Trustee Rhea, seconded py Trustee SERVICE
Floros, moved to concur with the above recommendation COST
and for approval of a first reading of such a~ ordinance.

Trustee Rhea gave a status report on discussion of fees to
be charged for business licenses.
JUDICIARY COMMITTEE
Trustee Minton gave a status report on the petition of
Thomas Doy!e, involving property located across from
Randhurst, which came into the Village involuntarily.
The matter will remain in Committee until the proper
filing of petitions and p~&ns are completed.
I I PUBLIC WORKS COMMITTEE
! ~ The Public Works Committee recommended approval of an
ordinance increasing'water rates and Trustee Wattenberg,
seconded by Trustee Richardson, moved to concur in the
recommendation of the Public Works Committee and Waive
the rules requiring two readings of an ordinance.

Mayor Teichert commended members of the Police Department
who were responsible for apprehending those persons who ~ ~
vandalized the Gregory School.
