POSTING OF THE COLORS The colors were posted by the 4-H Club, after which Donna Faye presented Mayor Krause with a paper weight in the form of the 4-H emblem. INVOCATION The invocation was given by Trustee Hendricks. ROLL CALL Present upon roll call: Krause Hendricks Minton Murauskis Richardson Absent: Floros Wattenberg APPROVAL OF MINUTES OF REGULAR MEETING, SEPTEMBER 20, 1977 Trustee Murauskis noted that the wrong Committee had been cited Under' the Public Health &'Safety Committee's report. With the corrections noted, Trustee Richardson, s~conded by Trustee Murauskis, moved for approval of the minutes of the regular meeting held September 20, 1977. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. APPROVAL OF BILLS Trustee Richardson, seconded by Trustee Hendricks, moved for approval of the following bills: General 260,157.85 Parking System Revenue 139.20 Motor Fuel Tax 36,077.14 Waterworks & Sewerage Depr., Impr., & Ext. 6,292.53 Operation & Maintenance 27~294.63 329,961.35 Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. MANAGER' S REPORT Mr. Eppley requested the Board to authorize the Mayor and Clerk to sign a ·sidewalM~ easement, agreement ~along Euclid Avenue %vest of Wolf Road between the Village and the River Trails Park District. Trustee Richardson seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest said sidewalk easement agreement. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. Village Manager Eppley then requested the Village Board to award the contract t6 complete the installation and wiring of the emergency generator to the Village Hall te Henry Newgard &.Company, This low bid was for $4,985.00. Trustee Richardson~ seconded by Trustee Murauskis, moved to award the said contract to Henry Newgard & Company. Mr. Eppley reported that the public auction conducted by the Northwest Municipal Conference on behalf of the participating northwest suburbs was a success. The Village of Mount Prospect had several vehicles in the auction, some of which were sold for more than the estimated value. The total received from the sale of Village owned property amounted to $3,550. It was then reported that Presiding Judge Geocaris had reported that of the surrounding suburbs, Mount Prospect had collected the greatest amount in court fines during the month of July, 1977, that amount being $14,702. The total amount collected in fines for the 7 months of 1977 was $80,592. Mr. Eppley complimented the Police Department and Prosecutor Zimmermann for thm increased amount. Mr. Eppley noted that a letter had been received from the MSD stating they bad'approved $44,000 towards the costs of the sanitary sewer study being conducted throughout the Village. Village Attorney Zimmermann noted that a meeting between the 23 municipalities in the northwest area and Judge Geocaris had taken place wherein Judge Geocaris suggested the other municipalities adopt the procedure set-up by Mount Prospect relative to parking fines. Mr. Zimmermann explained that Mount Prospect had authorized the Clerk of the Circuit Court to accept $15 plus $5 court costs in full settlement of the final Judgment entered against delinquent parking tickets set at $105. It had been indicated that due to the costs involved, a uniform settlement fee be established increasing the amount. Trustee Minton, seconded by Trustee Richardson, moved to authorize the Clerk of the Circuit_Court to accept $20 plus $10 costs in full accord and satisfaction of the Judgment that had been taken on any given parking ticket, which Judgment is usually in the amount of $100 and costs. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. Mr. Eppley noted that the first and second high bidders on Village owned property located at 309 N. William (former site of Well #10) had withdrawn their bids since they had anticipated building commercial rather than residential structures, as zoned. The third highest bid was for $8,900 and Mr. Eppley requested the Board to authorize the Village Attorney to draft the necessary documents to sell the property for $8,900. Trustee Richardson, seconded by Trustee Murauskis, moved to authorize the Village Attorney to draft the necessary documents in order to sell the property to Sheehan Builders for $8,900 Discussion took place relative to the appraised value of the property being $12,500 and whether the Village should settle for less than that amount. Upon a verbal poll of the Board, Trustee Murauskis withdrew her second and Trustee Richardson withdrew t~e motion, and the Board stated the property should be re-advertised in the spring of 1978. Pg. 2 10=4-77 MAYOR'S REPORT Mayor Krause honored the following exchange students: Lizbeth Larson from Denmark Ayse Ertekin from Turkey Edgardo Ariztia from Chile Allison Welles spent time in Brazil John Adams spent time in Turkey and presented them with Mount Prospect seal key ehalns. Mayor Krause proclaimed the ~eek of October 17 - 20, 1977, as Business and Professional Womens' Week in Mount Prospect, and the week of October 2 - 8, 1977, as Respect for Life Week. Trustee Hendricks, seconded by Trustee Murauskis, moved for passage of Resolution No. B6-77 A RESOLUTION CANVASSING THE VOTES CAST AT A SPECIAL REFERENDUM ELECTION HELD OCTOBER l, 1977, AND DECLARING THE RESULTS THEREOF Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. Trustee Murauskis, seconded by Trustee Hendricks, moved for passage of Resolution No. B?-?? A RESOLUTION OPPOSING THE REZONING OF THE ROB ROY CouNTRY CLUB Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Motion carried. Mayor Krause requested the Village Board to consider for a vote at the October 18th meeting the subject of renewing the Elk Grove Rural Fire Protection Service Contract. Mayor Krause brought to the attention of the Board a letter received from Robert D. Teichert in which he stated litigation was.being brought against the Village relative to Brickman law suit and reimbursement of legal fees expended by the Homeowners Association. Village Attorney Zimmermann requested the Board to authorize outside counsel to handle this litigation on their behalf and the Village's behalf. Trustee Murauskis, Seconded by Trustee Minton, moved to authorize the Village Attorney to secure outside counsel on behalf of theVillage and certain Village officials against a law suit.filed by Robert D. Teichert, 'et al. - Uponlroll call: Ayes: Hendricks Minton Murauskis. 'Richardson · Motion carried. COMMITTEE REPORTS BUILDING COMMITTEE - Trustee Hendricks reported the Building Committee had reviewed the fees charged for Zoning Board of Appeals hearings and would present a final recommendation at a later date. Pg. 3 10-4-77 OTHER BUSINESS Logan's Resubdlvision plat was presented for approval of the Board. Trustee Minton, seconded by Trustee Murauskls, moved to authorize the Mayor to sign and Clerk to attest the subject plat. Upon roll call: A~es: Hendricks Minton Murauskis Richardson Motion carried. A plat subdividing property known as Mack Cadillac Subdivision was presented for Board approval. Trustee Minton, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest. upon approval of the Planning Commission, Village Engineer, Village Collector, and the posting of any public improvement bonds that may be necessary, relative to the Mack Cadillac Plat of Subdivision. Jacque McDermott, 617 N. Maple Court, stated she was a~resident within 250' of the subject property and had not been notified of the pending ZBA Case No. Mayor Krause noted that a vote on the motion would take place upon ~erification that those property owners within 250' had been notified.- · An agreement between United Airlines and the Village of Mount Prospect was presented for approval to allow the Village to install~and maintain a public w~ning system. Trustee Minton, seconded by Trustee Murauskis, moved to authorize the Mayor and Clerk to execute the agreement between United Airlines and the Village of Mount Prospect providing for the erection of. a public warning system.
