CALL TO ORDER
Mayor Krause called the meeting to order at 8:12 P.M.

APPROVAL OF MINUTES OF REGULAR MEETING, JULY 19, 1977
Trustee Floros, seconded by Trustee Wattenberg, moved to'

APPROVAL OF BILLS

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Mr. Stuerhoff, 10~ N. Pine, commented on the new traffic
signs due to the "S" curve construction, in particular
the sign located on Emerson at Central permitting.
right turn.only. Mr. Stuerhoff had received a ticket
for violating the traffic sign. and requested the Mayor to
void all tickets issued local residents due to the
new traffic signs. Mayor Krause explained that once a
ticket is issued it comes under the Jurisdiction of the
court and the Board cannot void any tickets.
MANAGER' S REPORT
Village Manager Eppley recommended acceptance of the low
bid of $178,21B.06 submitted by Arrow Road ConstruCtion Co.
for the current years resurfacing program.
Trustee Wattenberg, seconded by Trustee Minton, moved to
authorize the Mayor to sign and Clerk to attest the contract
for resurfacing with bid checks to be returned to the 2nd
and Brd low bidders.

Motion carried.
Mr. Eppley announced that a tentative census count
reflected 51,979 residents in the Village, noting that
when the Bureau of the Census issues a certification of
the count, additional taxes and MFT funds will be
received.
Mr. Eppley also noted that the contractor will begin to
pour concrete at the "S" curve construction the following
week.
MAYOR'S REPORT
Mayor Krause proclaimed August 15 - 22, 1977, as Junior
Clubwoman Week.

for passage of Resolution No.

Motion carried.
Mayor Krause brought the proposed Consent Decree relative
to Case No. 69 L 2B77 to the attention of the Board.
Village Attorney Zimmermann noted that the amounts for
public improvements would be inserted following review
b~ the Engineering Department. The Village Engineer,
Ben Hemmeter, had issued a memorandum stating that the
park area should have sidewalks surrounding it, and that
three fire hydrants should be provided within the park
area. It was noted that since the revised plans had
been submitted the day before the Village Board meeting,
various departments had not had adequate time to give a
complete review of the plans.
Mayor Krause stated that she would favor notification
of the residents that action will be taken by the
Village Board before authorization to sign the 0onsent
Decree was granted. Trustee Floros expressed his
desire to allow the administration adequate time to
review the revised plans. Trustee Murauskis favored
the Mayor's and Trustee Floros position.
Trustee Minton noted that when this matter was in his
Committee, some time ago, discussion did take place on
the subject of sidewalks surrounding the park site, and
it was the desire of the Committee and area residents
that sidewalks would not be installed.
Following discussion with the representatives of the
developer, it was the decision of the Mayor and Board
of Trustees to schedule this matter to be heard at the
next regular meeting August 16, 1977, following
notification to the residents within the general area
of Tamarack and Palm Drives.
COMMITTEE REPORTS

FINANCE COMMITTEE
Trustee Floros reported b~ their July 28th meeting. It
was reported that a taxi-cab fare increase had been
requested by Bur~e's Transportation Company. The
proposed increase would be from 55~ plus ?0~ permile
to ?0~ plus 10~ per 1/8 mile thereafter, and $8.00 per
hour for waiting time. It was noted that'the present
rate for senior citizens of $1.45 would remain the same.
Trustee Floros, seconded by Trustee Murauskis, moved for
concurrence with the recommendation of the Finance
Committee to grant the requested taxi-cab fare increase.

The Village Attorney was directed to draft an ordinance
reflecting such taxi-cab fare increase for the next
meeting of the Village Board.
Trustee Floros reported that a request had been made to
allow ~_proposed restaurant to obtain a liquor license
permitting liquor to be served until 4:00 A.M. without
having liye entertainment. The Finance Committee
recommended that this matter would be investigated
further before a recommendation would be forthcoming.
Trustee Floros also noted that a request had been made
for the Village to donate $1,000 to the Clearbrook
Aftercare program. Upon review by the Finance Committee,
it was their recommendation that the Village would deoline
the request.
FIRE AND POLICE COMMITTEE
Trustee Minton reported on the July 20, 1977 meeting
of the Fire and Police Committee. Upon review of the
policy which allowed the 'Targeteers' to use the firing
range located in Fire Station 2, Trustee Minton reported
that the Fire and Police Committee recommended that no
group other than the Mount Prospect Police Department
be permitted to. use the firing range.
Trustee Minton, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Fire and Police
Committee.

Trustee Hendricks arrived at the meeting at 9:00 P.M.
The matter of the overnight parking in the Boxwood area
was reported on by Trustee Minton. Following review of
this matter, the Committee recommended the Village
Ordinance prohibiting overnight parking be amended in
order to exclude that area. Village Attorney Zimmermann
noted that i~ was his recommendation that instead of
amending the Traffic Code to reflect this use, authorization
could be given the Village Manager to direct the Chief of
Police not to enforce the present ordinance in that
· particular area (Boxwood Drive and Dogwood Lane between
Boxwood and Wheeling Road).
Trustee Minton, seconded by Trustee Wattenberg, moved to
authorize the Manager to direct the Police Chief not to
enforce the Ordinance in the area commonly known as
Boxwood Drive and Dogwood Lane between Boxwood and
Wheeling Road.

Discussion was directed as to whether Wheeling Road was
meant to be included on the no enforcement policy.
Trustee Wattenberg withdrew h~s second, and Trustee Minton
withdrew his motion~noting that this matter would be
placed on the agenda for the next Board meeting, August 16th,
so that matter could be investigated further.
Mayor Krause introduced Commissioner Foster from the NSD
and requested her to make a few comments relative to a
status report on the problems being experienced by local
residents with damage to their homes.
Commissioner Foster stated that the MSD had adopted the
policy that they were not responsible for damage to
homes. She then reported that she had approached the
States Attorney's Office in order to assist the homeowners
in the area, stating that that Office indicated to her
they would become involved with the problem if and when
the residents filed a law suit. Commissioner Foster
further reported that she had been in contact with the State's
Department of Insurance noting that she had set uD a meeting
between the State Insurance Department and Bituminous
Insurance Company, the carrier for the contractor, noting
that it was her hope that something would be accomplished
since so many claims have been turned down by that
insurance company. Commissioner Foster stated that she
would be available to assist anyohe who needs help in-this
matter.
PUBLIC WORKS ~COMMITTEE
Trustee Floros, in the absence of the Chairman of the
Public Works Committee, presented that report on the
meeting held July 20, 1977. Following discussion
relative to the proposed water rate increase, it was
recommended that a schedule be established of $1.~0 per
thousand gallons with no minimum usage. This figure
would include the sewer charge which was previously
itemized on the water bill. Mr. Muldown~y of
Fletcher Engineering Company was present to answer
questions POSed by the Board.
Ben Nadell, 454 Rand Road, asked who pays for the water
used in fires and hydrant flushing. ~illage~Manager Eppley
explained the residents are not charged for such use.
James Stevens, ~01 W. Russell, proposed a flat rate charge
to equal the present rates might be considered. Mayor
Krause explained that the conservation program is
successful however,~ with the drop in usage homes the
drop in revenue.
Irene Stephens, 218 So William, spoke to the Board
relative to the proposed water rates.
Charles Barbough, Forest Cove Apartments, complimented
the Board on their concern on the subject and a~tion
contemplated to be taken by the Board in adopting the
new proposed water rate.
Trustee Floros, seconded by Trustee Minton, moved for
adoption of a water rate of $1.~0 per thousand gallons,
with those residents using the Village sewer having
their own wells to pay $?.50 per quarter, also,
customers outside the Village using Village water to
pay double the established rate.

to authorize the Mayor to sign and Clerk to attest in
approving the De Leo Subdivision Plat, subject to the
insertion of the wording "Property owners do hereby
waive their right to object to a special assessment"
is placed on the plat before recordation.

sixth anniversary with the Village.
