CALL TO ORDER ·
Mayor Krause called the meeting to order at 8:04 P.M.~

APPROVAL OF MINUTES OF REGULAR MEETING, JULY 5, 1977
Trustee Floros, seconded by Trustee Richardson moved
to approve the minutes of the regular meeting held
July 5, 1977.

APPROVAL OF BILLS

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Trustee Murauskis, as Chairman of the Blood Donor
Program, and Mayor Krau~e presented awards to the
newest members of the One Gallon Donor program.
Those donors are as follows:

Upon awarding the plagues, Mayor Krause expressed
appreciation to Trustee Murauskis for her dedication
to the Blood Donor program noting that without her
dedication the program would not have met with the
success experienced. Trustee Murauskis had resigned
from that position earlier that week.
Mayor Krause presented a Certificate of Merit to
Robert Fa Moore for his service to the communit, y as
Chairman of the Board of Local Improvement. Mayor
Krause introduced State Representative Eugene
Schlickman. Rep. Schlickman was present to present
Building and Zoning Director Buell B. Dutton with a
Resolution adopted by the Illinois House of:Repre-
sentatives commending him for his years of dedicated
service as Building Director and for receiving the
Albert Baum Award from B.O.C.A., that organization's
highest honor.
Robert D. Teichert, representing GAF Associates,
presented a proposal relative to condominiums on
property abutting Northwest Highway south of Meadows
Park. It was the desire of GAF Associates to obtain
a preliminary verbal poll of the Village Board
relative to the concept of their plans. Upon the poll,
it was the feeling of those expressing opinions, that
they were not opposed to the concept but would wait to
see the recommendations of the Zoning Board of Appeals
and the Building Committee before voicing final
decisions on the matter.
John Priola, ?10 S. Emerson, requested further action
by the Village Board and administration to enforce
safety regulations on Emerson due to the ~excess traffic
using Emerson as a detour to Elmhurst Road "S" curve
construction. Mr. Priola asked that a sign be
installed stating "Police Enforced" hoping that measure
would deter speeding and some of the volume of traffic.
Police Chief Doney noted that additional police
officers have been assigned to that area and all
possible measures are being taken. Mr. Spitz, 411 S.
Emerson, suggested that traffic be one way on Maple
and Emerson. Chief Doney noted that with Maple being
a 2 block~ street, that suggestion would not be
functional.
Trustee Floros noted that he had looked into the situat4on
on Emerson and felt p~rhaps the citizens were over-
stating the situation. Trustee Richardson stated he was
in favor of posting the sign "Police Enforced" requested
by Mr. Priola, in an effort to deter speeding and the
volume of traffic.
The following citizens also spoke relative to the
problem on Emerson:

Trustee Floros stated that he would also be in favor of
posting the sign requested by Mr. Priola.
Jane Collins, ll01 E. Alter, spoke in support of
Trustee Floros and the effort and interest he has shown
towards this problem.
Village Manager Eppley stated that he would, in an
effort to make all attempts to alleviate the problem,
be in favor of posting signs stating "Police Enforced"
along the detour route.

Ed Stevens, 805 S. Emerson, spoke to the Board relative
to the steps being taken by MSS and damage done by
the blasting and those homes that could be effected by
future blasting. Mayor Krause mentioned that the MSD
Board meeting was later that w~k ~n~ that matter would
be discussed at that time.
Joe Kubeck, 802 S. Elm, also spoke relative to the MSD
blasting and the possible damage that could be done to
the wells~in that area.
John Priola, ?10 So Emerson, then addressed the Board on ~
the subject of the blasting donG'by MSD and possible
recovery of claims for damage.
Trustee Floros questioned Chief Doney relative to a
barricade' recently setup on Emerson at Central, stating
"Right Turn 0nly". Chief Doney stated that this was to
deter traffic from making a left turn onto Central Road.
MANAGER'S REPORT
Mr. Eppley requested the Village Board to approve the
public improvement plans submitted by Tree Farm Estates.
Trustee Wattenberg, seconded by Trustee Richardson,
moved to approve the public improvement plans for
Tree Farm Estates~

The Village Manager requested Board authorization for
the Manager and Attorney to proceed with the advertised
sale of the property known as Well #10 and Well #14.
Trustee Richardson, seconded by Trustee Wattenberg, moved
to authorize the Village Manager and Village Attorney to
proceed with the sale of Well #10 and Well #14 property.

Mr. Eppley read a letter from Burke's Cab Company in
~which a cab fare increase (except for senior citizens)
was requested. Mayor Krause referred this matter to
the Finance CoMmittee.
MAYOR'S REPORT
Upon 2nd reading, Trustee Wattenberg, seconded by
Trustee Murauskis, moved for passage of Ordinance No. 2?22

Motion failed.
Attorney Gordon, representing Poppin' Fresh, asked the
procedure involved for reconsideration. Mayor Krause
explained that one of the prevailing (nays) side must
bring the matter to the floor for reconsideration.
Trustee Hendricks reported on ZBA ll-Z-77 noting that
the legal notice was incorrect and it would be necessary
for the petitioner to have a corrected legal notice
published, at which time the Zoning Board of Appeals would
recommend directly to the Village Board for action.
Trustee Hendricks reported that the petitioner was not
present at the Building Committee meeting relative to
ZBA 12-V-77 and the administration would determine if
in fact, the petitioner wanted to proceed with the
action~
ZBA 16-Z-77, 17-V-77, 18-SU-77 were deferred to the
August 16th meeting upon the request of the petitioner.
Trustee Hendricks reported that ZBA 20-V-77 had an
incorrect legal published which would be corrected and
referred to t~e Zoning Board of Appeals for review.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
for concurrence with the Building Committee in approving
the rezoning for propert~ located on'the west side of
Prairie, 174 to 250 feet north of Lincoln Avenue, upon
their annexation to the Village.

would be prepared when the petitioner has all documents
prepared.

Trustee Hendricks reported that ZBA 6-V-?? had an
insufficient legal notice and had to publish a'corrected
legal. Having completed the r~uirements, Trustee
Hendricks,.se¢0nded by Trustee Wattenberg, moved for
concurrence with the Building Committee's recommendation
to grant the requested variations.

Trustee Hendricks requested the Village Attorney to draft
the necessary ordinances for first reading at the next
Village Board meeting August 2, 1977.
PUBLIC HEALTH AND SAFETY_COMMITTEE
Trustee Murauskis reported that upon review, the Public
Health and Safety Committee recommends that the Village
Attorney draft the necessary ordinance to allow the
operation of self-service gas stations.
Trustee Murauskis, seconded by Trustee Hendricks, moved
for concurrence with the Public Health and Safety
Committee's recommendation to change the ordinance to
allow self-service gas stations to operate in the Village.

TO PERMIT THE IMPROVEMENT OF THE INTERSECTION OF
RAND, CENTRAL, AND MOUNT PROSPECT ROADS

JOINT PURCHASING AGREEMENTS

Trustee Richardson, seconded by Trustee Hendricks, moved
to authorize the Mayor to sign and Clerk to attest the
Elmhurst Road Plaza Subdivision Plat and thereby evidence
the approval of the Board of Trustees provided first there
has been a full signature on the plat by all owners of
record and parties in interest, signing of the plat by
the Planning Commission, and also that prior to the
Mayor's signing, all prorations for sewer and water mains
that have already been installed be 'paid in cash to the
Village, and that all public improvement bonds be posted.

ITEMS TO BE REFERRED
ZBA 26-SU-77 was-referred to the Building Committee
COMMITTEE ANNOUNCEMENTS
Public Works Committee announced the meeting would take
place July 20, at which time the PUD Ordinance and
water rate schedule would be discussed.
Judiciary Committee announced their meeting would be
August 8th.
The Building Committee would meet August 10th.
The Public Health and Safety Committee would be held
August llth.
The Finance Committee would meet July 28th.

FOR INFORMATION ONLY
Trustee Floros questioned the procedure involved with
the library holding the proposed referendum and if
the Village Board had control over the referendum.
Village Attorney Zimmermann stated that the Village
Board wo~ld be expending the money that would
finance such a referendum therefore the Village
Board would have control. Mr. Zimmermann stated that
he would research the subject and report on the matter
at a later date.
Mr. Eppley noted that the census being conducted was
on schedule and a preliminary figure would possibly
be announced July 26th.
