HomeMy WebLinkAbout06/28/1977 VB minutes MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND BOARD OF TRUSTEES June 28, 1977 CALL TO ORDER Mayor Krause called the meeting to order at 8:06 P.M. INVOCATION Trustee Murauskis lead a moment of silent prayer for Leonard A. Kaiser. ROLL CALL Present upon roll call: Krause Floros Hendricks Murauskis Richardson Absent: Minton Wattenberg HEARING ON THE REPORT OF FLETCHER ENGINEERING COMPANY ANALYSIS AND RECOMMENDATIONS RE: WATER AND SEWER RATE STRUCTURE. Mr. James Mutdowney, of Fletcher Engineering Company, gave an oral report on the Final Study submitted by Fletcher Engineering. It was noted that the report was based on the meter size of 5/8" with the ratio of other size meters being indicated which would put all users on the same equivalent capacity. The report indicated the minimum quarterly usage should be raised from 10,000 gallons to 22,000 gallons which would reflect a cost increase from $16.50 to $35.~00, per quarter. For those users exceeding the minimum usage, Mr. Muldowney recommended a surcharge be instituted based on each 1,000 gallons-in excess of the minimum --- rate. Trustee Richardson expressed his concern over the recommended increase and suggested a possible 7,500 gallon per quarter minimum at $1.25 per 1~000 gallons noting that with the recommended increased minimum uaage there would be no incentive to conserve water. It was the unanimous opinion of the attending Board that t-hey concur with an incentive to conserve water theory. Finance Director Dick Jesse noted that 25% oflthe present users in the Village use less than the present t0,000 per quarter minimum. Trustee Floros suggested the possibility of establishing a special taxing district, whic~ suggestion was to be placed on the next Village Board agenda to be referred to the Finance Committee. Finance Director, Dick Jesse, stated sufficient funds must be produced by this increased rate to replenish the bond reserve account and depreciation, improvement, and extension account as required by the bond ordinances. The following residents approached the Board expressing their concern for a lower minimum rate in order to offer an incentive to conserve water: Charles Barborow, Forest Cove Management Charles Reith, 202 S. Pine Pg.1 6-28-77 Discussion did take place on the fact that multi-family dwelling units may have one main ~ervicing many families which would raise their rates if the surcharge was instituted. Mr. Muldowney explained the fact that taking those units into consideration would reflect no substantial increase in the quarterly rate. Mayor Krause requested Mr. Muldowney to submit a report in time for the July 5th Village Board meeting reflecting a 7,500 gallon per quarter minimum also a report reflecting the effect of no minimum charge. ANNOUNCEMENT Mayor Krause announced there would be a Committee of the Whole meeting June 30th, at 8:00 P.M. for the purpose of discussing construction problems involved w±th the MSD deep tunnel project. EXECUTZVE SESSION The Village Board went into Executive Session at 10:00 P.M. to discuss litigation. The Village Board re-convened at 10:10 P.M. ?resent upon roll call: Krause Floros Hendricks Murauskis Richardson Trustee Richardson, seconded by Trustee Floros~ moved that the Village Attorney be and he is hereby authorized to accept the McHugh Construction Company offer of June 22, 1977, $30,000 cash as a complete settlement of all the Village's claims against the McHugh Construction Company and the District in reference to the loss of Well No. 10.
