INVOCATION Trustee Minton requested a moment of silence for Mr. & Mrs. Donald W. Goodman due ~o the recent loss of their daughter. ROLL CALL Present upon roll call: Krause Floros Hendricks Minton Murauskis Richardson Wattenberg APPROVAL OF MINUTES OF REGULAR MEETING, MAY 3, 1977 Trustee Richardson, seconded by Trustee Hendricks, moved for approval of the minutes of the regular meeting held May 3, 1977, as submitted. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg M~$ion carried. APPROVAL OF BILLS Trustee Floros, seconded by Trustee Richardson, moved for the approval of the following bills: General $309,769.57 Capital Imp. & Repair Repl. 33~617.03 Parking System Revenue 2,500.46 Motor Fuel Tax 2,894.59 General Obligation Bd.& Int. 6,697.55 Waterworks & Sewerage Dept., Impr., & Ext. 18,613.13 Operation & Maintenance 53,186'02 $427,278.35 Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Floros, seconded by Trustee Richardson, moved for approval of the Financial Report of April 30, 1977, subject to audit. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Richardson commended the administration for being under their projected budget noting that the financial report was the best he had seen in many years. COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD Trustee Murauskis presented awards to the following blood donors for being the newest members of the One Gallon Donors. Mrs. Dorothy McGurn, 302 E. Hiawatha Rober~ Back, 201 N. Main Melvyn Both, 1735 Verds Drive John C. Busenhart, 623 Prospect Manor Mayor Krause and Firefighter Len Kaiser presented awards of Certification of Completion to 19 graduating Fire Cadets~ following their successful completion of that course. Pastor Ben Leonard, Northwest Assembly of God Church, requested waiver of permit fees for new construction To be undertaken au 900 N. Wolf Road. Pastor Leonard also requested the sidewalk required along Wolf Road be waived. Since the Church had previously dedicated land to the Village for improvements, Pastor Leonard asked that that fact be considered when deciding to waive the required sidewalk or not. Trustee Wattenberg asked that the Board of Local Improvements look into this matter since sidewalks are one of their concerns. Village Manager Eppley noted that o~ previous occasions, matters of this kind had bee~ handled on a 50/50 basis. Ben Scola, 1823 Palm Drive, spoke on this subject as a member of the Safety Commission~ stating that Cook County had cot yet determined what they had planned in that area as far as the possibility of widening Wolf Road and if sidewalks were installed it might be a waste of money since the County would not be liable for replacing them~ Trustee Richardson, seconded by Trustee Hendricks, moved to waive permit fees for Northwest Assembly of God Church and to waive the required sidewalks along Wolf Road subject to the determination of the administration on a year to year basis as to whether construction has taken place by Cook County, at which time a 50/50 arrangement would be implemented between the Church and the Village. Mr. Calvin Hebenstreit,1714 Martin Lane, spoke to the Board regarding the operatio~ of the Maple Street -- parking lot noting that he objected ~o thc way the meter violations are enforced. Mr. Hebenstreit stated that he had been ticketed on 5 occasions because ~£ meter malfunctions and requested another form of checking me~ers be instituted, instead of the commuters having to call and repor~ a malfunction. The Board took no action. Mr. Kaufman~ Surety Homes Corporation, bein~ one of the contract purchasers of property commonly known as the Preuter property, located on the west side of Elmhurst Road~ east of Algonquin, approached the Board for direction as to whether the Board would approve Carboy Road as a thru street ~o Etmhurst Road or a cul-de-sac which would allow access for~emerge~cy vehicles. Following discussion, a poll of the Board resulted in the following recommendations: Trustee Floros - a thru street Trustee Minton - a cul-de-sac Trustee Murauskis - refer to Building Committee Trustee Richardson a cul-de-sac Trustee Hendricks - a thru street Trustee Wattenberg a cul-de-sac -- Mayor Krause - a cul-de-sac Since a majority of the Board recommended a cul-de-sac, Mr. Kaufman will use that as the direction of the Board. Village Manager Eppley brought the Tree Farm Subdivision, located north of Euclid Avenue betwean Burning Bush and River Road, to the attention of the Board relative ~o that subdivision acquiring waver. The previous Village Board had approved construction of a deep well on that site, however the developer would need waver sooner than the Village could provide therefore their alternative was to acquire their water from Citizens Utilities, which they will do. Pg. 2 5-17-77 Trustee Hendricks, seconded by Trustee Wattenberg, moved to delete the $200,000 previously allotted for construction of a deep well on the Tree Farm Subdivision. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Richard Nogawski, It0 Bobby Lane, approached the Board regarding water conservation. Mr. Nogawski felt that the minimum water usage should be lowered since those using less than the minimum were charged the minimum rate even though the actual msage was less. Trustee Richardson mentioned that the water rates are due for a revision. Will Baas, 601 Crestwood, requested additional lighting be provided at Clearwater Park. Village Manager Eppley pointed out that the ~e¢~eation area on that site was Park District property and that a letter to that effect would be forwarded to the Park District. MANAGER'S REPORT Village Manager Eppley presented his reco~mmendation to the Board relative to the sanitary sewer connection to the MSD interceptor at Oakton Street. The. i~stallation of this connection would be made on an easement granted the Village by Lincoln Properties. Trustee Wattenberg, seconded by Trustee Richardson, moved to amend the budget by $70,000 for the purpose of installing a sanitary sewer connection at Oakton Street and Elmhurst Road. MAYOR'S REPORT Mayor Krause read proposed Resolution No. 19-77 "A RESOLUTION EXTENDING CONDOLENCES TO THE DONALD W. GOODMAN FAMILY ~HEREAS, Donald W. Goodman has served his community as Village Clerk since May 1, 1969; and WHEREAS, the personal sacrifices made by one who is involved in public office are shared by all in his family~ and WHEREAS, the~family of Donald W. Goodman has recently experienced the untimely passing of Marilyn Goodman, daughter of Mr. & Mrs. Donald W. Goodman; and WHEREAS, the tragedy and passing of Marilyn Goodma~ has saddened the hearts of the many friends of the Donald W. Goodman family as well as all of the residents of the Village of Mount Prospect. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE~ That the sympathy of the Village of ~ount Prospect be and the same is here~y expressed to the family of Marityn Goodman and that the Mayor and Board of Trustees of the Village of Mount Prospect extend condolences to Mr. & Mrs. Donald W. Goodman. SECTION TWO: That this Resolution be spread across the minutes of the Board of Trustees of the Village of Mount Prospecv and that a copy hereof be forwarded ~o Mr. & Mrs. Donald W. Goodman. Trustee Murauskis, seconded by Trustee Minton, moved to waive the rule requiring two readings of an ordinance. Trustee Richardson, seconded by Trustee Murauskis, moved for passage of Ordinance No. 2714 (Restricting Maple Street Parking Lot to Mount Prospect residents.) AN ORDINANCE AMENDING THE TRAFFIC CODE OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Wattenberg, seconded by Trustee Minton, moved to ratify the action taken by Mayor Krauss in accepting Permit No. 77 for allocation of Lake Michigan water. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Mayor Krause set May 19, 1977, at 8:00 P.M. in the Trustees' Room of the Village Hall for a Committee of the Whole for the purpose of discussing the request from Share + 3 regarding the feelings of the various communities in creating a joint ~entdre relative to the plans necessary to obtain the Lake Michigan water allocations. Mayor Krause proclaimed the week of May 21 28, 1977, as Water Awareness Week. Trustee Richardson~ seconded by Trustee Hendricks, moved to concur with Mayor-Krause's appointment of Gil Basnik as Chairman of the Zoning Board of Appeals. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenbarg Krause Motion carried. Pg. 4 5-17-77 Trustee Richardson, seconded by Trustee Murauskis, moved to concur with Mayor Krause's appointment of Jack Ronchetto as Chairman of the Finance Commission. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. COMMITTEE REPORTS Since none of the CoFffaittees had met, there were no reports. OTHER BUSINESS Trustee Floros, seconded by Trustee Murasukis, moved that the tabled motion "That no newly created positions be filled without prior approval of the Board" be brought to the floor. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Floros stated that with 2 new members on the Village Board, these new members should be given the opportunity to review any additional personnel. Trustee Richardson noted that the police eligibility list has bee~ exhausted and that the administration should be given some guidelines since the testing process for this list takes approximately 6 months. Marie Caylor, 1308 Pima Lane, spoke in support of the new personnel. Col. Arthur, t314 S. Hiawatha, spoke in favor of the freeze on hiring. Trustee Murauskis requested an opportunity to review the 77-78 budget with the possibility of making some revisions. Village Attorney Zimmermann recommended that a resolution be drawn to amend the budget relative to the discussion on the floor, but by passing the motion on the floor would be taking away the power of the Village Manager as set forth in Article V of the Illinois Revised Statutes. Trustee Minton spoke in support of the Village Attorney's recommendation. Trustee~ Richardson recapped the fact Shat 29 additional employees had been requested which the Board had r~duced in total to 15~ additional employees. Mayor Krause called a Special Meeting of the Village Board for May 31, 1977, in the Board Room at 8:00 PfM. for the purpose of discussing additional personnel with the department heads to be present to explain their needs. Trustee Floros, seconded by Trustee Richardso~moved to authorize the Mayor to sign and Clerk to attest the Arthur Street Plat of Dedication (Muttigraphics). Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Pg. 5 5-17-77 Trustee Floros, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest the Druhot Subdivision Plat. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Hendricks~ moved to authorize the Mayor to sign and CZerk to attest the 410 E. Northwest Highway Plat of SMbdivision. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Richardson, Seconded by Trustee Wattenberg, moved for passage of Resolution No. 20-77. A RESOLUTION ESTABLISHING AN INTENT RELATIVE TO TO FUNDING THE ACQUISITION OF CITIZENS UTILITIES COMPANY OF ILLINOIS SEWER AND WATER SYSTEM. ITEMS TO BE REFERRED The 1977-78 budget was referred to the Finance Committee for possible revisions. Revision of ZBA fees was.referred to the Building Committee. Publid Health & Safety Committee will meev the 2nd Thursday starting in June. Public Works Colnmittee will not meet since a Committee of -- the Whole meeting was scheduled for that night. Building Committee will meet the 2nd Wednesday. Judiciary Committee will meet the 2nd Monday Police and Fire Committee has not set a meeting date. FOR INFORMATION ONLY Mayor Krause announced that the Rob Roy Preservation Committee would be meeting Saturday~ May 21, stating that she would attend.
