BQARD OF TRUSTEES
February 15, 1977
CALL TO ORDER
Mayor Teichert called the meeting to order at 8:05 P,M.
INVOCATION
Trustee Flores gave the invocation.

APPROVAL OF MINUTES
Trustee Richardson, seconded by Trustee Hendricks, moved to
approve the minutes with the following corrections: P. 4,
Line 1 change "moved" to "seconded".

APPROVAL OF BILLS
Trustee Flores, seconded by Trustee, Richardson, moved for
approval of bills in the following amounts:

approval of the January 31, 1977 Fi. nancial Report, subject

COMMUNICATIONS & PETITIONS -- CITIZENS TO BE HEARD
~;eorge Anderson, representing Cen'~ral Village, requested
approval of ~he Public Improvements on the site in as much as
a letter of credit for funding has been received and,the
eng'ine~ing plans have been al)proved,

the public improvement plans.

Motion carried.
Bart Keljik, Keljik's Carpets, addressed the Board regarding
the continued increased cost of maintenance for one yard garbage
containers borne by fellow merchants and himself. He suggested
not all containers required such maintenance and therefore
inappropriate to be charged for such costs. ~
His concern was referred to the Public Health & Safety Committee
for further discussion.
Lincoln/ Dr. Daniel Hoeg, '313 S. Elmhurst Ave., requested the Board
Rt. 83 reconsider the adopted traffic plan for the Lincoln/Rt. 83 inter-
intersect-section.

After an extended discussion on the subject, Trustee Minton
moved to reconsider the Lincoln/Rt. 83 intersection plan. Motion
failed for lack of a second. It was noted a before and after
traffic study would be undertaken to evaluate the effectiveness
of the Plan.
George Gustisson, property owner - south of Foundry and the Soo
Line Rail Road, sought Board consensu~ about possible annexation
of his property to the Village.
The general feeling of the Board was to consider only annexation
of the entire block where the prope'rty is located rather than in-
dividual requests for annexation as per Mr. Gustisson~s request.
MANAGER'S REPORT
The Village Manager reported work on Well #17 has begun. The
remodeling of the old library is going smoothly with possible ~ I
relocation commencing aroun~ March 7, 1977. ~
MAYOR'S REPORT
Trustee Richardson, seconded by Trustee Hendricks, moved to
waive the'rules requiring two readings'of an 6rdinance.

Downtown The Mayor now proceeded to discuss the Downtown Development Plan. ~-~
Development
Bart Keljik, Keljik's Carpets, expressed his concern over tke pro-
posed use pertaining to the Main St. triangle.
The Mayor responded the Plan is simply a policy statement to serve
as a guideline for possible development.
Trustee Floros addressed the dissenting minority opinion Of the
Planning Commission in as much as it appeared not all questions
were fully aired.
Marie Caylor, Planning Commission member, responded that all

Trustee Rbba, seconded by Trustee Richardson, moved to accept
the recommendation of the Planning Commission and approve the
Do~wntown Development plan as an amendment to the Comprehensive
Plan.

Trustee Minton, seconded by Trustee Richardson, moved to approve
the attorney's fees for former Village Mayor Daniel Congreve
incurredduring his official capacity as Mayor.

COMMITTEE REPORTS
BUILDING COMMITTEE
Trustee Minton, seconded by Trustee Hendricks, moved to concur
with the Building Committee's report-and grant all variations
requested. (ZBA-2-V-77)

Trustee Minton, seconded by Trustee Ricardson, moved to authorize
the Mayg¢ to sign and the Clerk to attest the plat of subdivision
for J & R Subdivision, subject to posting of public improvement
bonds. (2-V-77)

After an exhausting discussion with Robert Gondon, Attorney for
Poppin Fresh Pies, Leo Willie, Traffic Consultant to Poppin Fresh
Pies, Mike Pekala,'Village Traffic En.gineer , and the Board
centering around-traffic on the proposed area and consequential
effect on an established PUD; Trustee Minton, seconded by Trustee
Rhea, moved to modify the existing PUD and allow the establishment
of a Poppin Fresh Pies restaurant.

PUBLIC HEALTH & SAFETY
Trustee Hendricks, seconded by Trustee Richardson, moved to concur
with the recommendation of the Administration and approve the
expenditure of $458 to FY 78 budget for repainting the Bicentennial
Logos on sidewalks in the business area with "No Bicycle Riding".

The traffic sign'repo~t was accepted as a report with a directive
to the administration to pursue by all possible means an acdept-
able method to solicit the opinoins of the residents of an area
where a stop sign is proposed to be eliminiated.
OTHER BUSINESS
Burke's Trustee Richardson, seconded by Trustee Rhea, moved to authorize
Resub the Mayor to sign and the Clerk to attest the plat for Burkes
Resubdivision subject to posting of public improvement bonds.

authorize the Mayor to sign and Clerk to attest the plat for
Dempster Trails subdivision.
