CALL TO ORDER
Mayor Krause called the meeting to order at 8:07 P.M.

The invocation was given by Trustee Floros

APPROVAL OF MINUTES
Trustee Richardson, seconded by Trustee Floros, moved
to approve the minutes of the regular meeting held
November 7, 1978, with correction noted.

APPROVAL OF BILLS AND FINANCIAL REPORT

Arthu? Braband and Robert Ehtert were advised to present
their proposal for the Mount Prospect Library building
to the Library Board for their consideration.
Gsorge Van Geem of the Bralen Townhome Association
req_~.ested a~_r~ctzon as the pe,~o_~ng construction problem
and law suit. ~,ayo~ Krause directed Mr Van Geem to
have his attorney consult With the Village counsel on

MANAGER'S REPORT
Village Manager Burghard presented his report. ·
Having discussed the downtown tree planting program with
- the Chamber of Commerce and downtown merchants,
Mr. Burghard requested the Board to permit this program
to proceed.
Trustee Richardson, seconded by Trustee Floros, moved
to authorize the administration to resume the downtown
tree planting program immediately.

Mr. Bmrghard announced that arrangements had been made
between the Mount Prospect Public Library and the
Village to allow Village emPloyees to park under the
building and have access to the elevator during the
early morning hours.
Trustee Richardson, seconded by Trustee Floros, moved
to put a hold on the proposed construction of a new
stairway exiting onto Main Street and to commend the
Library Board for their cooperation in this matter.

A request received from Korn Ferry International for
reimbursement of $215.47 over the contract price of ~'~
securing a Village Manager was presented by the
Village Manager.
Trustee Floros, seconded by Trustee Richardson, moved
to reimburse Korn Ferry International an additional
$215.47, provided an itemized statement for that amount
be submitted.

Motion failed.
Trustee Richardson, seconded by Trustee Hendricks, moved
to concur with the recommendation of the Engineering
Director and Village Manager to approve the ~ngineering
plans for the Hill Street Development.

The subject of the 1973 Flood Control Bonds was referred
to the Finance Committee for review.
~he Village Manager announced the new ambulance would go
into service the following day, and that the vehicle and
dog license forms would be mailed to residents the next
day.
MAYOR'S REPORT
Mayor Krause proclaimed the week of December' 3 - 11, 1978
as Christmas Seal Week.
Mayor Krause co~,mended the Forest View High School for
their athletic achievements and presented two Resolutions
for Board consideration.

Motion carried.
Bill Beckman, Athletic Director of Forest View High School,
accepted the Resolutions.
Trustee Wattenberg, seconded by Trustee Hendricks, moved
to authorize and direct the administration to proceed and
to have discussion with the Elk Grove Rural Fire Protection
District to work out a reasonable interim backup service
while the District is setting up their own fire department
and to have the administration report back to the Board
when such an agreement has been worked out.

COMMITTEE REPORTS
BUILDING COMMITTEE
Trustee Hendricks presented the Building Committee report
of the November 8th meeting.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
for passage of Ordinance No. 2835 (ZBA 72-Z-78)

THE. ZONING ORDINANCE

to concur with the recommendation of the Building Committee
and send this matter back to the Zoning Board of Appeals

concur with the recommendation of the Building
Committee to ~efer these cases back to the Zoning Board
of Appeals.

Due to a defect in the legal description, this case was
referred for a new hearing before the Zoning Board of
Appeals after which hearing this matter would come back
to the Village Board directly.

This matter was held indefinitely since the petitioner
would change the original request.
FINANCE COMMITTEE
Trustee F!oros, seconded by Trustee Richardson, moved
to waive the rule requiring two readings of an ordinance
relative to creating an additional Class "V" liquor
license for Kyota Corp.

for passage of Ordinance No. 2836

FIRE AND POLICE COMMITTEE
Trustee Wattenberg presented the Fire and ~olice Committee
report of the November 20th meeting.
Upon the Traffic Engineer reviewing a complaint on
parking on Wimbolton Drive, it was the decision of the
Committee and Traffic Engineer that no action was
necessary.
The Village Attorney was requested to draft an ordinance
regulating burglar alarm fees for false alarms for the
Committee's review.
The subject of raising the drinking age in Mount Prospect
would be discussed at the next FiPe and Police Committee
meeting on December 18th.
JUDICIARY COMMITTEE

PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Richardson, seconded by Trustee Floros, moved for
passage of Ordinance No. 2837
