to approve the minutes of the regular meeting of the Village
Board held August 15, 1978.

cOMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Hal Predovich, Chairman of the Business District Development
and Redevelopment Commission, presented the annual report of
that Commission. Mr. Predovich noted that downtown parking
was one of the main concerns of that Commission as well as the
Ad-Hoc Commission. It was also noted that a new draft of
the ZoninE Ordinance had been prepared and is presently
before the Zoning Board of Appeals for consideration.
Mr. Dan Dokupil, representing residents of a six block area
bounded by Lincoln to the Magnus Farm southern boundaries,
Meier to Douglas, requested consideration for that area to
be annexed to the Village. Mayor Krause authorized the
Acting Village Manager and Village Attorney to mee~ ~ith
Mr~ Dokupil for further discussion.

Lennart Lorensen, 118 Wimbolton, spoke on behalf of the home-
owners association of the Old Orchard Country Club relative
to the Village having the right of first refusal on a narrow
piece of property abutting the townhouses in that subdivisi0~,~!
The residents would like to purchase it with the intentions
of having it as open space. Mayor Krause directed the
Village attorney to draft an agreement between the Village
and that Homeowners Association regarding the use and
maintenance of that parcel.
MANAGER'S REPORT
Acting Village Manager Geick requested direction relative
to the subject of circuses within fire limits. This subject
was referred to the Public Health & Safety Committee.
The subject of obtaining the Kennioott property (Lonnquist
Blvd.) for right-of-way was referred to the Public Works
Committee.
Mr. Geick presented a Resolution for consideration relative
to holding Cook County harmless as specified in the contract
for C.E.T.A. programs.

passage of Resolution No. 22-78.

CONNECTION WITH THE RAND ROAD/CENTRAL ROAD/MOUNT
PROSPECT ROAD INTERSECTION IMPROVEMENT

Commons was put over until the next meeting of the Village
Board.

MAYOR'S REPORT
Mayor Krause presented a Resolution for consideration in
recognition o~ Miss Nancy Rae Busch, 907 S. Maple, being
crowned Miss Illinois Teenager of 1978.
Trustee Hendricks, seconded by Trustee Richardson, moved
for passage of Resolution No. 24-78.

Mayor Krause proclaimed September 5, 1978, as SCHOOL'S OPEN
DAY in Mount Prospect.
September 8, 1978, was proclaimed NATIONAL CANCER DAY by
Mayor Krause.
A proposed Risk Management Study was distributed to the
Board for review with discussion to take place at a later
date.
The subject of a traffic signal proposed for the intersection
of Burning Bush Lane and Euclid~ Avenue was discussed.
Mr. Albert Grasso, Chairman of the area association, requested
the Board take measures to have such a light installed.
Trustee Hendricks, seconded by Trustee Richardson, moved
to authorize the Mayor~to sign a letter submitted by IDOT
relative to concurring with the recommendation to install
a traffic signal at Euclid and Burning Bush Lane, with the
Village to share in expenses in the amount of $6,000.

BUILDING COMMITTEE
Trustee Hendricks presented the August 16~ 1978, report

ZBA 37-V-78, 310 Stratton Lane
Trustee Hendricks, seconded by Trustee Murauskis, moved
to concur with the recommendation of the Zoning Board of
Appeals and the Building Committee and granted the
requested variation in ZBA 37-V-78.

Appeals and the Building Committee to grant the requested

would run wi'th the present owners and not the land.

An Ordinance Granting a Variation for Property Commonly
Known as 500 502 Hill Street would have its second
reading September 19th.
Trustee Hendricks, seconded by Trustee Richardson, moved'
to authorize the Mayor to sign and Clerk to attest her
signature on the ~ill Street Plat of Subdivision provided
that before signing all bonds for public improvements
have been posted, and that in addition the plat be
corrected so far as additional certificates of owners
be added so plat will be ready for recording.

Bernard Lee, attorney for the petitioner, gave a brief
presentation on the proposed request to permit a parking
lot.
Hal Predovich, Chairman of the Business District Development
and Redevelopment Commission, and Bart Keljik, member of
that Commission, spoke in favor of the proposal.
Following discussion, Trustee Hendricks, seconded by
Trustee Minton, moved for passage of Ordinance No. 2814

FINANCE COMMITTEE
Trustee Floros, Chairman of the Finance Committee, presented
that Committee's report of the meeting held August 24, 1978.
Trustee Floros, seconded by Trustee Murauskis, moved to
concur with the recommendation of the Finance Committee to
approve the ordinance authorizing the 1978 tax levy.

MUNICIPAL CODE

concur with the recommendation of the Finance Committee
to amend Chapter 13 to establish a procedure whereby in
cases of ownership changes, the liquor license is
automatically cancelled, and the new owner must re-apply.

and Finance Committee to authorize the administration to
set up a meeting with the auditors soon after the audit
has been completed and management letter received.

to reject the recommendation of the Finance Commission
to eliminate the practice_of issuing free vehicle stickers.

concur with the recommendation of the Finance Committee
to authorize the administration to investigate cost and
availability of firms that could review and evaluate the
Village's entire insurance program.

The Finance Committee had discussed the possibility of
selling the annex building (110 E. Northwest Highway)
presently being used to house the Youth Services of Elk
Grove Township, the Officer Friendly Program, and the traffic
meter repair shop.
The following people spoke in favor of maintaining the
building for its present uses:

Following discussion, the administration was directed
to investigate the costs involved with maintaining the
building but no direct action to sell the property would
take place at this time.

JUDICIARY COMMITTEE
No report.
PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Murauskis, Chairman of the Public Health & Safety
Committee, presented the first readin~ of an Ordinance
the Traffic Code, the second reading would tak~

place at the September 19th meeting.
PUBLIC WORKS COMMITTEE
Trustee Richardson presented An Ordinance Amending the
Plumbing Code for first reading, with the second reading
to take place September 19th.
OTHER BUSINESS
Trustee Richardson, seconded by Trustee Hendricks, moved
to authorize the Mayor to sign and Clerk to attest her
signature on the Trade Service Publications Plat of
Subdivision provided first that the proper bonds for
and all public improvements, if any, be posted with the
Village of Mount Prospect.

to authorize the Mayor to sign and Clerk to attest her
signature on the Marathon Oil Plat of Subdivision
provided that first they deposit with the Village of
Mount Prospect any bonds necessary for public improvements.

The subject of revenue bonds, single family mortgages, was
referred to the Finance Committee.
COMMITTEE ANNOUNCEMENTS
Trustee Hendricks noted the Building Committee would meet
September 13, to discuss ZBA 49-Z-78 and ZBA 51-SU-78.
EXECUTIVE SESSION
No Executive Session was held, since the Board was in
agreement on the course of action.
Trustee Richardson, seconded by Trustee Murauskis, moved
to authorize outside counsel Marlin Smith to file an
appearance on behalf of the Village of Mount Prospect and
protect the Villages's interest in the pending law suit
filed by the Metropolitan Sanitary District of Greater
Chicago against the Village.
