CALL TO ORDER
Mayor Krause called the meeting to order at 8:07 P.M.
INVOCATION
The invocation was given by Trustee Hendricks

APPROVAL OF MINUTES
Trustee Wattenberg, seconded by Trustee Richardson, moved
to approve the minutes of the regular meeting of the Village
Board held July 18, 1978.

APPROVAL OF BILLS
Trustee Floros, seconded by Trustee Murauskis, moved to approve
the following bills:

Parking System Revenue 115.71

COMMUNICATIONS AND PETITIONS - CITIZEN~ TO BE HEARD
Public Information Officer, Dolores Haugh, announced that
Jane Strasser has arranged a "Walk For Books Walk-athon"
to take place September 2~th between 7:00 A.M. and l:00 P.M.
along with other money raising events. All monies raised
will be turned over to the Libary for purchase of books.
Mayor Krause presented the first "Mayor's Award for Bravery"
~to Sandra Pifer, who saved the life of a student at Prospect
High School.
The subject of a fence along Weller Creek, between Owen and
Williams Streets was discussed by the Board.
The following residents spoke in favor Of such a fence:

Mr. Hysell, 800 S. William
John Greene, 807 S. Owen
Trustee Floros, seconded by Trustee Richardson, moved to approve
the necessary expenditure to erect a fence proposed along
Weller Creek between William and Owen Streets.

Arthur Braband, 11 N. Pine, expressed appreciation to the Board
for putting him in touch with Dolores Haugh relative to his
suggestions for raising money to purchase books at the librarY.
The matter of landscap{ng the area along Weller Creek in
cQnjunction with the installation of the fence was referred
to the Public Works Committee.
MANAGER'S REPORT
Acting Village Manager Geick presented the following report.
Bids for a wrecker body were opened July 28th, with the
following results:
Aetna Truck Parts Holmes 500 (10 ton) $7,835.00
B & B Industries Challenger 6050 (15 ton) $9,845.00
B & B Industries Challenger (10 ton) $7,390.00
Trustee Floros, seconded by Trustee Richardson, moved to
concur with the recommendations of the Public Works Director
and Acting Village Manager to accept the low bid of $7,390.00
submitted by B & B Industries.

On July 28th, bids were opened for the purchase of a front end
loader tractor with the following results (detailed sheet
attached to these minutes):

Trustee Richardson, seconded by Trustee Hendricks, moved
to concur with the recommendation of Public Works Director
Weeks and the Acting Village Manager to accept the low
bid submitted by Howell Tractor & Equipment of $35,100.00
for the purchase of a front end loader tractor.

Mr. Geick announced that bids were opened to sell three
variable speed booster pumps however, since the bids were
too loTM it was recommended the bids be rejected and alternate
methods of disposing of these pumps be explored.
Trustee Richardson, seconded by Trustee Murauskis, moved
to concur with the recommendations of the Acting Village
Manager and Public Works Director and rejected all bids
received for three booster pumps and authorized the return
of all bid checks.-

It was announced by Mr. Geick that an instructional session
on Zero Based Budgeting will be offered by Touche Ross for
elected officials ~rom Mount Prospect and Arlington Heights
on September 28th. Time and place will be determined at a
later date.

MAYOR'S REPORT
Mayor Krause requested direction from the Board members
relative to a vote to be taken at the AUgust 2nd meeting of
Share +3 as to whether member communities would support
further feasibility studies to obtain Lake Michigan water.
Following discussion, TruStee Floros, seconded by Trustee
Murauskis, moved to auth6~ize the Mayor to vote the Venture
group (Share +3) has explored sufficient feasibility studies
and they should have no more.

An ordinance was presented for Board consideration as to
whether Arlington Heights would be permitted to become a
member of Venture (Share +3).
Trustee Richardson, seconded by Trustee Hendricks, moved to
waive the rule requiring two readings of an ordinance.

Trustee Richardson, seconded by Trustee Hendricks, moved
for passage of Ordinance No. 2806
AN ORDINANCE CONSENTING TO THE VILLAGE OF
ARLINGTON HEIGHTS BECOMING AN ADDITIONAL
MEMBER OF THE NORTHWEST SURBURBAN WATER SYSTEM
VENTURE

Mayor Krause announced a Special Meeting of the Village
Board had been called for August 22, 8:00 P,M.~ Trustees'
Room in order to have the representative from Korn Ferry
present their list of applicants for the position of
Village Manager.

ZBA 17-Z-78, Southwest corner of Meier & Lawrence

to waive the rule requiring two readings of an ordinance.

ZBA 4-Z-78, Revision of ZBA fees
Village Attorney Zimmermann presented a brief recollection
of the proposed changes to the fees charged for hearings
before the Zoning Board of Appeals.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
for Board concurrence with the recommendations of the
Zoning Board of Appeals and Building Committee and grant
the proposed changes in filing £ees before the Zoning
Board of Appeals.

for passage of Ordinance No. 2809
AN ORDINANCE CHANGING THE FEES FOR HEARINGS BEFORE
THE ZONING BOARD OF APPEALS

Trustee Hendricks requested Cases ZBA 29-Z-78 and ZBA 30-V-30
be placed on the ~ugust 15th agenda of the Village Board.
FINANCE COMMITTEE
Trustee Floros discussed the parking problems in the Village
noting the Mount Prospect Public Library has available parking
spaces which could be utilized by Village employees.
Trustee Floros, seconded by Trustee Richardson, moved to
authorize the Mayor to communicate with the Library Board for
Village employees to park in the lot located beneath the
library.

FIRE AND POLICE COMMITTEE
Trustee Wattenberg presented the report of the July 17th
meeting.

to concur with the recommendation of the Fire and Police
Committee to allocate $500 to relocate and increase the
height of the antenna presently used by the STOP program.

to concur with the recommendation of the Fire and Police
Committee to authorize the Mayor to give 30 day nOtiCe that
the Lake Briarwood area would be eliminated from the Mount
Prospect police patrolled area,

for Board concurrence with the recommendation of the Fire
and Police Committee to eliminate all written guidelines
and that henceforth, the Village of Mount Prospect would be
known as an Equal Opportunity Employer.

Trustee Wattenberg stated that an ordinance would be drafted
to allow for a fee to be charged for burglary false alarms.
PUBLIC HEALTH AND SAFETY COMMITTEE
An Ordinance Amending the Traffic Code had its first reading.
JUDICIARY COMMITTEE
No report.
PUBLIC WORKS COMMITTEE
Trustee Richardson presented the July 24th report of the
Public Works Committee.
Trustee Richardson, seconded by Trustee Floros, moved to
concur with the recommendation of the Public Works
Committee to waive the rule requiring residents who have
their own well to tap on to Village water relative to
Mr. & Mrs. Peter Oda, 8 S. Busse Ro~_d.

to concur with the recommendation of the Public Works
Committee to amendment the Plumbing Code.

OTHER BUSINESS
Trustee Richardson, seconded by Trustee Wattenberg, moved
to authorize the Mayor to sign and Clerk to attest her
signature on the Geisel's Plat of Subdivision (south Busse
Road).
