CALL TO ORDER
Mayor Krause called the meeting to order at 8:04 P.M.

to approve the minutes of the May 16, 1978, meeting of the
Mayor and Board of Trustees.

approve the minutes of the Special Meeting of the Mayor

COM~iUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Officer Friendly, Ernest Dettmar, Public Information Officer
Dolores Haugh, and Mayor Krause presented awards to the 22
participants in the 1979 Vehicle Sticker Design Contest. The
top third winners were:

Mr. Friedrichs, representing the Mount Prospect Lions Club,
requested waiver of the fees connected with the Lions Club
Carnival to be held June ~0 thru July 5th.
Trustee Richardson, seconded by Trustee Minton, moved to waive
the ~icensing fees as well as out-of-pocket expenses involved
with!iii~the Mount Prospect Lions Club Carnival.

Since a representative of Campus Life was not in attendance
at the meeting, their request for waiver of licensing fees
was referred to the June 20th meeting of the Board.
Mayor Krause requested that the Mayor's Report be moved up
on the agenda.
MAYOR'S REPORT
Mayor Krause proclaimed June 9 12, 1978, as the Third
Annual Thillens Days.
Trustee Floros, seconded by Trustee Murauskis, moved to
waive the rules for the purpose of reconsidering the question
of hiring outside consultants re new Village Manager
recruitment.

Trustee Floros, seconded by Trustee Richardson, moved to
authorize the Mayor to sign the contract with Korn Ferry
International for the purpose of recruiting a new Village
Manager, subject to the Village Attorney's review, with
a limit of $2,000 on expenses; and with the contract to
include wording that Mr. Roberts give the final report in
person and that final payment not be made unless a new
Village Manager was hired.

Trustee Minton, seconded by Trustee Murauskis, moved to
authorize Burke and Burke Ltd. to file a law suit on behalf
of the Village of Mount Prospect individually and as a
member of a class against the Metropolitan Sanitary District,
McHugh Construction Company, and others, arising out of
damage to Village owned property and other property in the
class as a result of the deep tunnel project.

At the request of William Muhlenfeld, Director of the
Northwest Municipal Conference, Mayor Krause requested
discussion regarding ~he Conference membership enlarging
to include several North Shore communities.
Trustee Minton, seconded by Trustee Richardson, moved to
direct the Village's representative at the Northwest
Municipal Conference meeting to ~ote in favor of admitting
the North Shore communities to the~Conference.

Trustee Richardson had to leave the meeting at this point.
MANAGER'S REPORT
Acting Village Manager Geick presented his report.
Trustee Wattenberg, seconded by Trustee Minton, moved to
accept the low bids from WLV Sign & Stamping, Fas¢o
Fabricators, Inc, and Vulcan Sign & Stamping relative to
sign material, which bids were opened May 31, 1978. (Bid
sheet attached to minutes)

accept the low bid from Arrow Road Construction Company
of $2B3,154.42 as opened May 31, 1978, for street

accept the low bid submitted by Alexander Chemicals
Division.at $15.44 per CWT for liquid chlorine, which

accept the low bid of $10,110 submitted by Vermeer-..~
Illinois for the purchase of a stump cutting machine,
which bids were opened May 18, 1978. (Bid results

Acting Village Manager requested Board concurrence with
the recommen~dation of the Public Works Director to sell,
by advertising for bids, three water pumps.
Trustee Murauskis, seconded by Trustee Wattenberg, moved
to waive the rule requiring two readings of an ordinance
relative to authorizing certain Village owned property
to be sold.

for passage of Ordinance No. 2792
AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN
PERSONAL PROPERTY OWNED BY THE VILLAGE OF
MOUNT PROSPECT

Trustee Minton, seconded by Trustee Hendricks, moved to
concur with the recommendation of the Village Engineer
and accept jurisdiction for that portion of Mount Prospect
Road which l~es within the area being improved under the
Rand-Central-Mount Prospect Road (FAUS) project.

Mr. Geick presented a proposal by Fire Chief Pairitz
relative to entering into an agreement with Arlington
Heights and Elk Grove Village to share reserve fire
apparatus.

to authorize the execution of agreement with Arlington
Heights and Elk Grove Village to initiate the use of
a reserve fire apparatus.

It was reported by the Acting Village Manager that the
auction held by the Police Department June 3rd of unclaimed
bicycles enabled the contribution of $1,886.50 to the
Police Pension Fund.
COMMITTEE REPORTS
Trustee Hendricks presented the Building Committee report.

An Ordinance Granting Certain Variations for Property

to waive the rule requiring two readings of an ordinance
relative to ZBA 15-Z-78 and ZBA 16'SU-78.

Attorney Bernard Lee requested 2nd reading of An Ordinance
Granting Certain Variations for Property Located at
101 S. Maple Street take place at the July'5th meeting of
the Board.
FINANCE COMMITTEE
Trustee Floros presented the May 31, 1978, report of the
Finance Committee.
Trustee Floros, seconded by Trustee Minton, moved to
concur with the recommendation of the Finance Committee
to create a Class "B" liquor license to be issued to a
restaurant proposed for 1904 S. Elmhurst Road.

concurrence with the recommendation of the Finance
Committee to create a Class "R" liquor license for the
Honey Bee Restaurant, 702 E. Rand Road, subject to petitioner
being ~ble to meet the residency requirement.

concurrence with the recommendation of the Finance Committee

with the recommendation of the Finance Committee and create
a Class "V" liquor license for Kyota Corp., a grocery
store located in the Countryside Court.

Trustee Floros then discussed the subject of real estate
transfer tax noting that since there was not a full
Board, and the fact that Trustee Minton would not be
in attendance at the next meeting, this subject would
not be called for a vote until the July 5th meeting of
the Village Board.
Trustee Murauskis stepped out of the meeting at this point.
The Presidents of the Euclid Lake Homeowners Association
and Northwest Suburban Realtors spoke in opposition to a
real estate transfer tax.

PUBLIC HEALTH AND SAFETY COMMITTEE
The report of the June 1, 1978 meeting of the Public Health
and Safety Committee was presented.
Trustee Hendricks, seconded by Trustee Minton, moved to
concur with the recommendation of the Public Health and _
Safety Committee to amend the Traffic Code to include
"No Parking Anytime" signs along the south side of Prospect
Avenue from a point 560 ft. west of William Street to
Mount Prospect Road.

An Ordinance Amending the Mount Prospect Traffic Code had
its first reading.
PUBLIC WORKS COMMITTEE
Trustee Murauskis, seconded by Trustee Floros, moved to
authorize the Mayor to sign and Clerk to attest her
signature on the original linen known as the Plat of
Dedication for public street~and designated as the
dedication for additional right-of-way the east side of
Maple Street and the south side of East Prospect Avenue
upon payment by the Village of Mount Prospect of $38,958
to Arthur H. Boesche and Evelyn P. Boesche.

Ken Gross of t~e Northwest Municipal Conference, Government
Information Center, gave a brief presentation on the
functions of the Center.
In ~ine with Mr. Gross's request, Mayor Krause directed the
Clerk's Office to provide public documents to the Government
Information Center.
Trustee Minton, seconded by Trustee Floros, moved to accept
a settlement of $75 plus proof of purchase of a Village
vehicle sticker, of certain outstanding violation citations.

Trustee Minton requested the administration look into
various options, if any, of consolidating items listed
on the agenda.
The Public Works Committee would meet June 15, 1978.
There was discussion relative to the law firm of Ansel,
Glick representing the Village as a member of the
Northwest Municipal Conference, since that law firm is
representing parties presently having a suit against
the Village. Mayor Krause noted she would get back
to Mr. Muhlenfeld regarding this matter.
