APPROVAL OF FINANCIAL REPORT Trustee Richardson, seconded by Trustee Murauskis, moved to approve the Financial Report of April 30, 1978, subject to audit. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Four finalists for the Mount Prospect Kiwanis Club Scholarship gave presentations on having spent a day in various departments of the Village. Mary Pat Gering, Fire Department Kathleen Harvey, Police Department Richard J. Schoononer, Public Works Leslie Pankau, Engineering Department Pg. 1 5-16-78 MANAGER'S REPORT Acting ~illage Manager, Ed Geick, introduced Public Information Officer Dolores Haugh, to present the Illinois section American Water Works Association Commun±ty Relations Award to the Mayor and Board for the Village's water conservation program. Mrs,. Haugh also presented the Mount Prospect Water Conservation Certificate to the Northwest Cook County Girl Scouts Council for their efforts in conserving water. Mr. Geick announced the traffic signal modernizationhad been completed at Busse and Golf Roads. A status report on the fuel dispensing system in the Public Works Department was given by Mr. Geick, noting that the system was effectively monitoring fuel. Pursuant to Ordinance No. 2782, three Village vehicles were~ sold by auction at the Northwest Municipal Conference semi- annual auction. Acting Village Manager noted that $845.00 over the minimum acceptable price had been received. Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Resolution No. 20-78, appropriating $30,000 from MFT funds for pavement evaluation studies. A RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to accept the low bids from Allied Asphalt Co. $44,675.00, Superior Blacktop $1,250.00, Vulcan Material $13,206.00, for MFT maintenance materials. Acting Village Manager Geick presented the bids relative to tree trimming opened May ll, 1978. Trustee Richardson, seconded by Trustee Hendricks, moved to accept the low bid submitted by A. J. Davis in an amount not to exceed $85,000. (Bid sheet attached to these minutes) Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Geick also reported that Mount Prospect had received $46,866.60 in fines, as reported by the Third Municipal District Court, for the first 3 months of 1978, once again placing Mount Prospect in the lead for collection of fines. in the northwest suburban area. It was reported that the Mount Prospect Jaycees had sponsored another successful "Operation Sandbox". MAYOR'S REPORT Mayor Krause proclaimed the week of May 14 - 20, 1978, as Municipal Clerk's Week; and the week of May 21 - 27, 1978, as National Public Works Week. Pg. 2 5-16-78 Mayor Krause announced that a Special Meeting of the Village Board would be held at 7:.00 P.M. on May 31, 1978, in order to discuss participating with Share + 3 or DAMP, in the acquisition of Lake Michigan water. Discussion took place on the various ways of hiring a new Village Manager. The firm of Korn Ferry International was a possible source to secure candidates for the position. -- Trustees Wattenberg, Hendricks and Minton were in favor of the Village seeking out prospective candidates. Trustee Richardson, seconded by Trustee Murauskis, moved to authorize the Mayor to sign the contract, subject to the Village Attorney's review, with Korn Ferry International to secure a Village Manager. Upon roll call: Ayes: Murauskis Richardson Krause Nays: Hendricks Minton Wattenberg Motion Failed. This matter will be brought, up again at the June 6th meeting. By way of a memo from Trustee Floros, Mayor Krause requested discussion from the Board relative to the Mount Prospect Park District's decision to discontinue fireworks on the 4th of July. Mayor Krause stated that the Fire & Police Chiefs~ had stated the dangers involved with the display, crowds, etc., and could not dismiss their recommendation. Mr. Walter Sundblad, 501 E. Council Trail, pointed out various dangers and inconveniences to residents in the Lions Park area, urging the Board to support the dis- continuation of the fireworks display. Kate Anderson, 204 W. Sunset, spoke in favor of the display noting it has been a part of Mount Prospect for many years. Mayor Krause requested comments from the Board relative to the request of nine North Shore communities to Join the Northwest Municipal Conference. Following discussion, it was decided to look into the matter further. Trustee Murauskis, seconded by Trustee Richardson, moved to ratify the agreement entered into with the Fire Department Wage Committee. ~ Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Hendricks reported on the May 10, 1978, meeting of the Building ~ommittee ZBA 24-V-78, 42? Larkdale Lane Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Zoning Board of Appeals and the Building Committee and grant the requested variation. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Mrs. Car~, petitioner in Case ZBA 24-V-78, requested a waiver of the rule requiring.two readings of an ordinance due to the construction season being on hand. ZBA 19-V-78, 505 West Golf Road Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Zoning Board of Appeals and the Building Committee and grant the variation requested. Second reading of an ordinance relative to ZBA 19-V-78 would take place at the June 6th meeting of the Board. Trustee Hendricks, seconded by Trustee Richardson, moved to bring up a matter not listed on the agenda. Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Zoning Board of Appeals and the Building Committee and grant the continued use with no loading dock facilities. Trustee Hendricks, seconded by Trustee Minton, moved to concur with the recommendation of the Building Committee and grant the requested variation to reduce the number of parking spaces. Trustee Hendricks, seconded by Trustee Richardson, moved to concur with the recommendation of the Building Committee and grant the variationreducing the size of parking spaces from l0 x 20 to 9 x 18. ZBA 15-Z-78 and ZBA 16-SU-78, White Oak and Prairie Trustee Hendricks, seconded by Trustee Wattenberg, moved for Board concurrence in the recommendation of the Zoning Board of Appeals and Building Committee to grant the requested rezoning, subject to annexation, in ZBA 15-Z-78. FINANCE COMMITTEE An Ordinance Amending Chapter 13 of the MuniciD_al Code had its first reading. ~X~E AND~POLICE COMMITTEE No report. JUDICIARY COMMITTEE No report. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis reported on the April 13th meeting of the Public Health and Safety Committee, Trustee Murauskis, seconded by Trustee Richardson, moved to concur with the recommendation of the Public Health and Safety Committee to amend the Traffic Code to include the existing 25 MPH speed limit for westbound Isabella from Main to Forest Avenue. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Murauskis, seconded by Trustee Richardson, moved to amend the Traffic Code, as recommended by the Public Health & Safety Committee, to include "Yield" signs on Henry Street at Fairview Avenue. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. PUBLIC WORKS COMMITTEE No report. OTHER BUSINESS Trustee Hendricks, seconded by Trustee Minton, moved to authorize the Mayor to sign and Clerk to attest the Hewitt's Plat of Subdivision (3026 S. Busse Road), subject to posting any bonds for public improvements. Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: Murauskis Motion carried~ Trustee Hendricks, seconded by Trustee Richardson, moved to authorize the Mayor to sign and Clerk to attest the Kensington Commons Plat of Subdivision, 500 E. Trustee Minton, seconded by Trustee Richardson, moved to amend the minutes of the May 2, 1978, meeting relative to the acceptance of Browning Fermis Industries bid to include the wording "... for single family and multi-family dwelling units with an option for once a month pick-up of bulk items."
