CALL TO ORDER
Mayor Krause called the m~ting to order at 8:07 P.M.
INVOCATION
The invocation was given by Trustee Richardson.

APPROVAL OF MINUTES
Trustee Wattenberg, seconded by Trustee Richardson, moved
to approve the minutes of the regular meeting of the Village
Board held April 4, 1978.

APPROVAL OF BILLS
Trustee Floros, seconded by Trustee Richardson, moved to
approve the following bills:

COMMUNICATION AND PETITIONS CITIZENS TO BE HEARD
John Parsons, President of the Mount Prospect Public Library
Board, commented on the recently appointed Advisory
Committee relative to the present Library Board system,
noting that Committee had met on April 8th but he was unable
to attend due~to~he door being locked.
The following people spoke in support of the Village employees
and Village Manager Eppley:

MAYOR'S REPORT
Mayor Krause made the following proclamations:
Holy Family Hospital Volunteers' Week - April 16 -
22, 1978
Law Day U.S.A. - May 1, 1978
Firefighters Recognition Week - May 7 - 13, 1978
Trustee Floros, seconded by Trustee Murauskis, moved for
passage of Ordinance No. 2781
AN ORDINANCE AMENDING SECTION 13.103A OF
CHAPTER 13 OF THE MUNICIPAL CODE (Alcoholic ~-~
Liquor Dealers)
Upon roll call: Ayes: Floros Hendricks Minton

Motion carried.
Terry Frakes, Chairman of the Insurance Commission, presented
that Commission's recommendation to increase the Village's
coverage from $500,000 to $1,000,000.
Trustee Wattenberg, sec6nded by Trustee Murauskis, moved to
concur with the recommendation of the Insurance Commission
and increase the liability limit to $1,000,000.

MANAGER'S REPORT
Village Manager Eppley presented a Resolution which would
designate Fire Chief Pairitz as the local agent iE a ~
Natural disaster should occur in the Village of Mount Prospect. ~
Trustee Richardson, seconded by Trustee Wattenberg, moved for
passage of Resolution No. 13-78
A RESOLUTION DESIGNATING FIRE CHIEF LAWRENCE A. PAIRITZ
AS LOCAL AGENT IN THE EVENT OF NATURAL DISASTER

Mr. Eppley presented the following bids opened on April 13, 1978,
for the cleaning and painting of WeI1 #12 - Tamarack & Thornwood)

Newman Co. Contractors, Inc. 4,845

Mr. Eppley requested concurrence with the recommendation of
Herb Weeks, Director of Public Works, in accepting the low
bid submitted by Jetco Ltd. in the amount of $2,600.
Trustee Richardson, seconded by Trustee Floros, moved to
concur with the recommendation and accept the low bid of
$2,600 submitted by Jetco Ltd.

AN ORDINANCE AUTHORIZING THE SALE BY AUCTION OF
AUTOMOBILES OWNED BY THE VILLAGE OF MOUNT PROSPECT

The Village Manager read a request from the Mount Prospect
Jaycees relative to waiving the fees for their upcoming
carnival.
Trustee Richardson, seconded by Trustee Murauskis, moved
to waive the fees for a carnival to be held by the Jaycees,
except for out-of-pocket expenses incurred by the Village.
BUILDING COMMITTEE
Trustee Hendricks presented ZBA 52-Z-77, 53-V-77, Mount
Prospect State Bank.
Mayor Krause addressed Bernard Lee, attorney for the
petitioner, noting that due to technical faults, the
petitioner might want to re-petition this particular case
in order to be in compliance with the Zoning Ordinance.
Following discussion, Mr. Lee stated that the petitioner
would re-file the request for a variation to allow a
parking lot at the southeast corner of Maple and Busse Ave.
Since the re-filing was due to technical difficulties,
it was determined that the cost of republishing would be
assumed by the Village.
ZBA 5-Z-78, 6-SU-78, 7-V-78, 3026' S. Busse Road
Robert D. Teichert, attorney for the petitione~, gave a
brief presentation on the requests.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
for Board concurrence with the Zoning Board of Appeals and
the Building Committee to grant the requested re-zoning,
special use and variations in ZBA Cases 5-Z-78, 6-V-78 and
7-V-78.

Ordinances relative to the above cases would appear on the
May 2nd agenda for 2nd readings.
ZBA 1-Z-78 and 2-V-78, 300 W. Golf Road, were continued
to the May 10th meeting of the Building Committee.
ZBA 12-V-78, 2 West Rand Road, was referred back to the
Zoning Board of Appeals under the same number.

Trustee Hendricks, seconded by Trustee Wattenberg, moved
for Board concurrence with the recommendation of the Zoning
Board of~ Appeals and Building Committee to grant the
requested special use.

FINANCE COMMITTEE
Trustee Floros, seconded by Trustee Murauskis, moved for
passage of Resolution No. 14-78

Trustee Floros, seconded by Trustee Minton, moved to
ratify the action taken by the Board relative to entering
into an agreement with the Police Department's wage
negotiations.

Motion carried.
Trustee Wattenberg commented on the passage of the proposed
budget expressing his concern relative to spending, and
expressed appreciation to the Finance Commission for their
efforts in reducing expenses.
Trustee Minton stated his opposition to a no-raise policy
and expressed support of Village M~nager Epptey.
Jim Grier, 103 E. Hiawatha Trail, questioned certain aspects
of the proposed budget.
Ralph Arthur, 14 W. Hiawatha Trail, expressed his
appreciation to the Village Board for their efforts in
reducing the proposed budget.
Trustee Floros, seconded by Trustee Wattenberg, moved for
passage of Resolution No. 15-78

PUBLIC WORKS COMMITTEE

passage of Ordinance No. 2784
AN ORDINANCE TO PROVIDE A REVISED WATER RATE
SCHEDULE

rustee Richardson explained that there was a bond issue
in 1959 by the MSD for Mount Prospect sanitary relief
sewer system. Monies have been accun~ulated by the-~District
through residents payments of service charges and it was
the belief of the Board that sufficient funds have__been
accumulated to call these bonds for payment.
Trustee Richardson, seconded by Trustee Murauskis, moved
to authorize the Mayor to sign and Clerk to attest the
MSD Maintenance Agreement commencing May 1, 1978, until
such time as sufficient monies have been accumulated to
call in those bonds, no additional funds will be paid for
any other purpose.

OTHER BUSINESS

to authorize the Mayor to sign and Clerk to attest the
Kensington Creek Pleat of Resubdivision (northwest corner
River and Kensington Roads), subject to any public improvement
bonds

Mayor Krause called an Executive Session at 10:12 P.M. for
the purpose of discussing personnel.
The meeting was reconvened at ll:18 P.M.

adjourn the meeting.
