CALL TO ORDER
Mayor Krause called the meeting to order at 8:05 P.M.
INVOCATION
The invocation was given by Trustee Richardson.

Trustee Minton, seconded by Trustee Murauskis, moved to
approve the minutes of the regular meeting held

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
June Kerstein, C~airman of the Blood Program~ and
Mayor Krause presented the following One Gallon Blood
Donor Awards:

The following residents received awards for donating two

Ms. Violet Rutkowski, 320 S. George
William H. Muhlenfeld, Executive Director of the Northwest
Municipal Conference, gave a brief presentation relative
to Conference activities. Trustee Richardson requested
the Conference to research the possibility of mutual
participation of member communities in physical exams for
Fire and Police personnel in an effort to reduce costs.
Trustees Floros, Wattenberg, and Murauskis requested the
Conference to make an effort to reduce costs.

MANAGER'S REPORT
Village Manager Eppley presented a 2 year renewal contract with
Pinner Electric for traffic signal maintenance°
Trustee Richardson, seconded by Trustee Wattenberg, moved
to authorize the Mayor to sign the renewal contract with
Pinner Electric. --

Mr. Eppley presented an MFT Resolution authorizing $20,000
of MFT funds to be applied to improvements on the "S" curve.

passage of Resolution No. ll-?8 (MFT)

The Village Manager requested direction of the Board relative
to a request from the Mount Prospect Bible Church to waive
the Zoning Board's fee.
Trustee Murauskis, seconded by Trustee Wattenberg, moved to
call the question for a vote relative to waiving the ZBA fee.

Motion failed.
Mro Eppley reported that t~e potholes in Route 12 and 83
had been patched by the State and that resurfacing
programs were scheduled for Route 12 in 1980 and Route 83'
in 1979°
It was requested by the Village Manager that, pursuant
to the action taken by the Village Board at the budget
hearing, the hiring freeze be lifted in order to hire a
police assistant in order to return a police officer to
regular duty.
Trustee Minton, secondedby Trustee Murauskis, moved to
lift the hiring freeze in order to hire a police assistant.

The Village Manager then reported that the part-time
vacancy in the Senior Citizen's Center had been filled
temporarily by Public Information Officer Dolores Haugh
on a voluntary basis.
MAYOR'S REPORT
Mayor Krause stated that the Village of Mount Prospect
was concerned over the proposed use of Lions Park for
a professional softball team known as the Chicago Storm,
as announced by the Mount Prospect Park District.

Following discussion, Mayor Krause suggested a three member
Ad Hoc Committee be formed to communicate with the Park
District Commissioners relative to the proposed use of
Lions Park.
Mayor Krause gave a status report on the progress of
the Elk Grove Rural Fire Protection District's study into
alternate methods of providing protection when the current
contract between the Village of Mount Prospect and the
District expires. The Mayor stated that it is the position
of the Village that if the Elk Grove Rural District has
any recommendations~or proposals involving the Village,
the Trustees of the District were invited to present such
to the Village Board.
Trustee Wattenberg, seconded by Trustee Murauskis, moved to
inform the Trustees of the Elk Grove Rural Fire Protection
District that the Village of Mount Prospect is not
participating in negotiations with the District and the
contract has been terminated as of December 31, 1978.

COMMITTEE REPORTS
BUILDING COMMITTEE
ZBA 46-Z-77, 47-V-77
Trustee Hendricks reported on the Building Committee's
recommendation relative to a request made by the Mount
Prospect Plaza for certain variations.
Bernard Lee, attorney for the petitioner, gave a presentation
on the requested variations, to allow for a building to be
constructed on the outer edges of the Plaza.
Trustee Floros expressed concern relative to new buildings
on the extremities of the shopping center.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Zoning Board of
Appeals and the Building Committee and grant the request
under ZBA 46-Z-77.

to concur with the recommendation of the Zoning Board of
Appeals and the Building Committee and grant the requested
variation under ZBA 47-V-77.

The Village Attorney was requested to draft the necessary
ordinances for a first reading at the March 21st meeting
of the Village Board.
FINANCE COMMITTEE
Trustee Floros reported on the February 23rd meeting of
the Finance Committee.
Trustee Floros, seconded by Trustee Richardson, moved to
concur with the recommendation of the Finance Committee
and grant a Class "R" liquor license to the Scanda House
Restaurant, Mount Prospect Plaza.

concur with the recommendation of the Finance Committee

with the recommendation of the Finance Committee and grant

105 S. Main Street.

Mayor Krause.noted the various options regarding the
subject of the elected Library Board and the possibility
of an appointed Board, holding a referendum relative to
the subject, or the creation of a Library District.
The Mayor suggested that a seven member citizens committee
be formed to look into the matter and a report would be
submitted to the Village Board with recommendations.
Mr. Sam Hess, 509 S. Wa Pella, member of the Mount Prospect
Public Library Board, complimented the Mayor on the
suggested course of action.
Trustee Wattenberg, seconded by Trustee Minton, moved
to form a seven.member citizens committee to study the
issue relative to the present Library Board system.

FIRE AND POLICE COMMITTEE
Trustee Minton, seconded by Trustee Richardson, moved to
waive the rules in order to bring a matter to the floor
not listed on the agenda, the subject of which was the
recently passed ordinance enacting strict control over
conflict of interest.

Motion carried.
Trustee Minton expressed concern over the subject ordinance
stating he felt it would place certain restrictions on him
as an attorney, and requested the Village Attorney to review
the ordinance as to its constitutionality. Discussion on
the subject took place by ail members of the Board.
Trustee Murauskis returned to the meeting.
Trustee Minton, seconded by Trustee Richardson, moved
to direct the Village Attorney to review the conflict of
interest ordinance as recently passed relative to any
modifications or amendments relating to its conSti.tutionality.

PUBLIC HEALTH AND SAFETY COMMITTEE
The report of the February 9, 1978, meeting of the Public
Health and Safety Committee.
Trustee Floros, seconded by TruStee Minton, moved t° concur
with the recommendation of the Public Health and Safety
Committee and post "No Parking" signs on certain streets in
the Sunset School area.

concur with the recommendation of the Public Health and
Safety Committee to eliminate certain signs posted during
the "S" curve improvement.

A proposed ordinance recodifying Chapter 20 was referred
back to Committee for minor revisions.

(Traffic Code Amendments)

Various proposals were discussed relative to bids to be
let for scavenger service. The Village Attorney would
draft the necessary bid proposals for consideration by
the Village Board at the March 21st meeting of the Board.
PUBLIC WORKS COMMITTEE
No report
OTHER BUSINESS
Trustee Richardson, seconded by Trustee Wattenberg, moved
to authorize the Mayor to sign and Clerk to attest the
Winkelman's Plat of Resubdivision, subject to the posting
of public improvements bonds, if necessary.

to authorize the Mayor to sign and Clerk to attest the
