Mayor Krause called the m~eting to order at 8:06 P.M.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
George Anderson, President of the Chamber of Comme~ce,
introduced Mr. George Nicholi who w%D1 be the lias0~
between the Chamber and the Village.
MANAGER' S REPORT
Village Manager complimented the Public Works Department
on their fine Job of plowing the streets following the
heavy snow .fall.
Mr. EpPleY brought up the fact that in many areas of the
Village the snow has been deposited in the parkway which
obstructs vision and it was pointed out that such practice
was in violation of the local codes.
The Manager stated that Mount Prospect has been
eom_mended for the handicapped programs offer~ed by v~rious
training projects.

A Resolution relative to paying non-grant costs for work
to be done on rehabilitation of the Village's sewer system
was presented.
Trustee Richardson, seconded by Trustee Wattenberg, moved
for passage of Resolution No. 6-78.

Mr. Eppley gave a status report on the Share + 3 meeting
stating that a final vote on membership in that group
would take place June 1st.
MAYOR'S REPORT
Mayor Krause requested comments from the Board relative
to the proposed budget submitted by the Northwest Municipal
Conference. It was noted that the proposed budget for
1978-79 indicated an increase from member communities
from $5,850 to $6,500 which was unacceptable to the Board.
Trustee Richardson, seconded by Trustee Rendricks, moved
to support the Conference with the same amount as last
year.

Mayor Krause requested concurrence with the appointment
of Gerald L. Farley to fill the vacancy on the Planning
Commission, which term would expire May 1, 1979.
Trustee Murauskis, seconded by Trustee Floros, moved
to concur with the appointment Of Gerald L. Farley to
the Planning Commission.

COMMITTEE REPORTS
BUILDING COMMITTEE
Cases ZBA 46-Z-77, 47-V-77, were continued to the
March 7th meeting.
Trustee Hendricks, seconded by Trustee Richardson, moved
to reconsider the vote taken on the concurrence with
the Building Committee report relative to ZBA 54-Z-77,
55-SU-77, 56-V-77.

Trustee Hendricks, seconded by Trustee Richardson, moved
to table the motion concerning ZBA 54-Z-77, 55-SU-77,
56-V-77 until the March 21st meeting.

The said cases were referred back t~ the Building
Committee for further discussion.
Trustee Hendricks presented ZBA ~9-V-77, 109 S. Busse Ro~d.
Following discussion, Trustee Hendricks, seconded by Trustee
Wattenberg, moved to concur with the recommendation of _
the Building Committee and Zoning Board of Appeals and
grant the requested variation in ZBA ~9-V-77.

The Chamber of Commerce requested a vote on the proposed
ordinance increasing the fees before the Zoning Board of
Appeals be continued to the February ~lst meeting.
Trustee Floros, seconded by Trustee Hendricks, moved to
bring a matter__to the floor not listed on the agenda.

Trustee Floros noted that the Finance Commission had
made a recommendation to fill any vacanies from within
and place a freeze on hiring until ~he 1978-79 bud~e~
has been adopted.
Trustee Floros, seconded by Trustee Wattenberg, moved to
concur with the recommendation of the Finance Commission
and place a freeze on hiring until adoption of the 1978-79
budget, exceptions which the Village Manager deems
necessary, should be approved by ~he full Village Board
during this period.

JUDICIARY COMMITTEE
Trustee Wattenberg presented the proposed Ordinance to
amend the Ethics Ordinance. Trustee Wattenberg, seconded
by Trustee Murauskis, moved to amend the proposed
ordinance, Section 8.111, subsection B to reflect the
wording "Whoever, having served on the Village Board or
as a Department Head of the Village of Mount Prospect..."

for passage of Ordinance No. 2?69
AN ORDINANCE ENACTING STRICT CONTROLS OVER CONFLICT
OF INTEREST
Trustee Richardson, seconded by Trustee Hendricks, moved
to table the above motion until a full Board was in
attendance.

Marie Caylor, 1308 Pima Lane, and Barbara Rogers,
211 Withorn Lane, spoke in opposition to the proposed
ordinance.

and Bernard Kerstein, 1815 Apache, spoke in favor of the
proposed ordinance.

PUBLIC WORKS COMMITTEE
Trustee Richardson reportedi0n She January 25th meeting.
Trustee Richardson, seconded by Trustee Hendricks, moved
for Board concurrence with the Public Works Committee's
recommendation to adopt an ordinance relative to
Recapture Agreements.

An Ordinance Establishing Procedures for Sewer and Water
Main Recapture Agreements had its first reading.
OTHER BUSINESS
A public hearing was held relative to the pre-annexation
agreement proposed for the Laich property.
Trustee Floros, seconded by Trustee Hendricks, moved for
passage of Resolution No. 7-78

ANNEXATION.AGREEMENT REGULATING THE ANNEXATION
OF PROPERTY LOCATED ON MAP ~9-S OF THE ZONING
ORDINANCE OFT HE VILLAGE OF MOUNT PROSPECT

Mayor Krause presented the annual agreement With the Elk
Grove Run~l Fire Protection District stating that upon the
expiration of the proposed agreement, the Village would
terminate service to that District.
Trustee Murauskis, seconded by Trustee Richardson, moved
for passage of Resolution No. 8-78
A RESOLUTION AUTHORIZING THE EXECUTION OF AN
AGREEMENT WITH THE ELK GROVE RURAL FIRE
PROTECTION DISTRICT

Tom Murphy, Community Development Coordinator, presented
proposed applications for grants. Discussion took place
relative to housing for senior citizens as outlined in
the grant application, as well as handicapped persons.
Jean Meyer, Cook County Legal Assistance Department,
spoke relative to the procedures involved with a grant
application.
Trustee Wattenberg, seconded by Trustee Richardson,
moved.to direct the D~rector of Community Development
to file application for Federal ~ssistance with the
Department of Housing and Urban Development.

to authorize the Mayor to sign and Clerk to attest the
MMG Plat of Subdivision subject to-releases being given
the Village by the subdivider relative to the existing
structure within the right-of-way.__

The Tamarack-Thornwood Park Plat of Subdivision was
referred until such time as the proper wording was noted
on the plat relative to the open space being donated to
the Village, in accordance with the Consent Decree.
Trustee Wattenberg, seconded by Trustee Richardson, moved
to authorize the Mayor to sign and Clerk to attest the
Nor-Em Plat of Subdivision subject to posting of any
bonds if necessary.

COMMITTEE ANNOUNCEMENTS
Trustee Hendricks requested ZBA 61-Z-77 be removed as
a charge to the Building Committee since that case ~ad
been withdrawn by the petitioner. It was also noted
that the Building Committee would meet February 8th.
Trustee Mura~skis announced the Public Health and Safety
Committee would meet February 9th and would discuss
recodification of Chapter 20 (anti-defecation) and
the scavenger contract.
Trustee Richardson announced the Public Works Committee
would meet February 16th.
Mr. Joe Moore, 616 Prospect Manor, spoke relative to
the condition of Route 12. The Mayor and Village Manager
assured Mr. Moore that every effort was being made to
have the State of Illinois repair that road.
Trustee Wattenberg, seconded by Trustee Richardson, moved
to adjourn themeeting.
