COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD SWEARING IN
William Warner, Chairman of the Fire and Police Commission, and POLICE OFFICERS
Allen Beckstrom, member of that Commission, administered the
oath of office to the following new Police Officers:

MANAGER'S REPORT
MAPLE STREET Village Manager Burghard explained the recent response to a
CROSSING questionnaire relative to grant monies. Mr. Burghard explained
that the survey requested areas where grant money could be
used, if available, relative to transit. One of the projects listed
was the Maple Street crossing, however, it was just a response
and not a request.
Trustee Floros requested the members of the Board go on record
as to whether they would pursue grant monies for the Maple
Street crossing, stating that it was his feeling that the Board i~
had defeated the motion to have that crossing due to the cost to I
the Village and if grant money was available for that purpose I
would the Village Board support such a project. It was determined
that such a vote would be taken by the Board at the first meeting
where all members were present.
Mayor Krause requested the Manager to explore the various
areas involved with such grant money such as regulations,
purpose, etc.
Col Arthur, 14 W. Hiawatha, and John Pope, 400 S. Maple,
expressed concern with any further consideration of creating a
railroad crossing at Maple Street.
~MFT APPROPRIATIO} The Village Manager presented a Resolution appropriating $450,000
RES. 44-79 from MFT funds for salt, traffic signals and energy for those signals,
street patching materials, maintenance and other areas.
Trustee Wattenberg, seconded by Trustee Murauskis, moved
for passage of Resolution No. 44-79.

DEPT. OF Mr. Burghard presented an ordinance creating the Department
MANAGE~IEN.T of Management Services for a first reading.

Trustee Floros, seconded by Trustee Murauskis, moved to
remove certain sections from the ordinance.

Trustee Floros explained that he was opposed to the creation of
the new position. --~
Richard Hendricks, 1537 Emmerson Lane, spoke in opposition
to the creation of the new department head and effect it might
have on the present personnel in that department.
This ordinance will be presented at the January 2, 1980
Board meeting for 2nd reading.
RE-SCHEDULED The Village Manager announced that due to the fact that the
BOARD MEETING next regularly scheduled meeting of the Village Board fell on
DATE New Year's Day, the meeting would be held on Wednesday,
January 2, 1980.

Mr. Burghard presented a proposal received from the scavenger SCAVENGER
service for the Village, Browning Ferris, relative to a suggested SERVICE
change in the pick up dates and requested the proposal be referred
to the Public Health and Safety Committee. The Chairman of that
Committee stated he would take that matter up at the next meeting
of the Committee.

SUSPENSION OF
Mayor Krause presented a resolution for Board consideration REZONING
relative to suspending rezoning requests until a revised
Comprehensive Plan for the Village has been established.
Idl Nipper, 12t6 E. Cardinal Lane and Hal Predovich,
200 E. Lonnquist, spoke in favor of the proposal.
Trustee Murauskis, seconded by Trustee Wattenberg, moved
to refer the Resolution Authorizing A Temporary Suspension
in the ReclassificatiOn of Zoning Districts to the Zoning Board
of Appeals for their meeting on January 24, 1980.

A RESOLUTION OF APPRECIATION FOR THE SERVICE
EXTENDED BY DONALD W. GOODMAN
WHEREAS, DONALD W. GOODMAN has devoted his time, experience,
knowledge and dedication as Village Clerk of the Village of
Mount Prospect from May 1, 1969 to December 31, 1979; and
WHEREAS, during these three terms of public service, DONALD
W. GOODMAN continually and unselfishly performed the functions
of the Office of Village Clerk with diligence and unswerving
integrity; and
WHEREAS, our local government and its citizens, elected officials
and emploYees have all benefitted from the leadership and expertise
of DONALD W. GOODMAN.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR A_ND BOARD
OF TRUSTEES OF THE VILLAGE OF MouNT PROSPECT, COOK
COUNTY, ILLINOIS:
SECTION ONE: That while Donald W. Goodman's resignation
as Village Clerk of the Village of Mount Prospect is met with sincere
regret by all of us in Mount Prospect, we wish to express our
acknowledgement and lasting gratitude for his faithfu! and constructive
service these 'e~fex}e}{ ~ears.

SEC. TION TWO: That on behalf of all the residents, officials and
employees of the Village of Mount Prospect, we extend to Donald
W, Goodman and his family our heartfelt appreciation for their
past contributions and our wish for their continued happiness
and enjoyment as they leave public service.
SECTION THREE: That as a perpetual memento a copy of this
Resolution be spread upon the minutes of the Board of Trustees
of the Village of Mount Prospect, and that a certified copy of
same be suitably engraved upon parchment and presented to
Donald W. Goodman.
SECTION FOUR: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

Trustee Miller presented the Finance Committee report of the
meeting held December 12, 1979.
Trustee Miller, seconded by Trustee ~attenberg, moved to BALAKA FOODS
concur with the recommendation of the Finance Committee to LIQUOR LICENSE
grant the request for a Class "R" liquor license for Balaka 15 W. Prospect
Foods, Inc. 15 W. Prospect Avenue.

General Counsel was d{rected to draft an ordinance reflecting
an increase in the Class "R" licenses for the January 2nd Board
meeting.
Trustee Miller presented Fran Eisenman, Senior Citizen Center
Coordinator, to explain the employment counselor program offered SENIOR CITIZENS
by the Village. Ms. Eisenman explained that the position had EMPLOYMENT
been funded with C .E .T .A. funds through September, 1979 and C. OUNSELOR -
additional funds were requested from the Village in order to Expenditure
maintain the position through April 30, 1980. ' It was also noted
that OPERATION ABLE had agreed to fund the position through
September, 1980.
Trustee Miller, seconded by Trustee Wattenberg, moved to
authorize the expenditure of $86.00 per month through
April 30, 1980, to fund the position of Employment Counselor
for the Senior Citizen Center.

Ms. Eisenman then explained the outreach program noting that OUTREACH
it was a support program for those senior citizens in need of WORKER -
companionship,emotional and medical assistance not provided Expenditure
by relatives or other agencies. It was noted that this program
had also been funded by C ~E .T .A. and in order to fill the
position on a full time basis, an additional $1,500 was requested
from the Village through April 30, 1980.
Trustee Miller, seconded by Trustee Wattenberg, moved to
authorize the expenditure of $1,500 to fund a full time position
of Outreach worker at the Senior Citizen Center.

Health Services, Patrick Luehring. DIRECTOR
Trustee Miller presented an ordinance abating specified funds ABATEMENT -
explaining that this proposed abatement was a result of the Personal property
recent personal property replacement.tax, replacement tax

waive the rule requiring two readings of an ordinance.

FIRE AND POLICE COMMITTEE
.FALSE ALARMS Trustee Murauskis presented An Ordinance Relating To and
Regulating the Use of Privately Owned Electronic Burglary
and/or Robbery Alarm Systems and Prescribing Fees, Penalties,
and Removal of certain Alarm Systems From Police Department
Facilities for False Alarms and Other Related Operational
Offenses for a 2nd reading.
The following businessmen or representatives explained the
difficulty experienced with alarm systems and the fact that the
proposed ordinance regulating false alarms could cause a
hardship on them.

of Mount Prospect
Mr. Herad, Security Officer, Countryside Bank
Police Chief Doney explained that the Police Department had
experienced numerous false alarms many of which were from
faulty equipment and the proposed ordinance could encourage
offenders to repair defects in their systems.
Following discussion, it was determined that the matter would
be referred back to the Fire and Police Committee for further
study at the January 28th Committee meeting, with the input
from the various businessmen invited.

An Ordinance Amending the Mount Prospect Traffic Code
(restricting speed limit to 25 MPH on Nordic Road) had its
first reading and will be presented January 2, 1980 for
2nd reading.
PUBLIC WORKS COMMITTEE
Trustee Farley presented the Public Works Committee report of
the meeting held December 6th.
A status report was given on the following subjects:
Church directional signs
Proposed traffic light, Council Trail and Route 83
Wailer Creek tree replacement
Lake Briarwood drainage
Trustee Farley, seconded by Trustee Wattenberg, moved to
acknowledge and accept the sewer system evaluation survey
prepared by Donahoe & Associates and to authorize the
administration to contact the necessary Federal agencies and
submit the studies for their approval and consideration.
