Starck, 402 S. Wa Pella, presented a petition and requested the Village Board to provide landscaping along the Northwestern Ral]~oad right-of-way; and to improve and upgrade the downtown beautification Mayor Krause requested Mr. & Mrs. Starck to participate in a citizens group to study and investigate meth0~s~f- raising funds in order to provide further beautification. Arthur Braband, 11 N. Pine, requested the Village research the possibility of claiming the amounts paid for MSD water & sewer improvements on income tax. General Cousel, Marlin Smith, noted that the question had been referred to their law firm and an opinion would be forthcoming. The first bid was for paving material (MFT 79-00000-00-GM) which bids were opened May 30, 1979, bid results are attached to these minutes. Village Manager Burghard requested the Board to waive the bidding process in order to purchase A FFF foam from the 3-M Company, as required in the Annexation Agreement between the "Tank Farms" and the Village. Trustee Richardson, seconded by Trustee Murauskis, moved to authorize the Village Manager and Fire Chief to negotiate the purchase ofA FFF foam from 3-M Company at a cost not to exceed $5,000. Mr. Burghard presented the contracts between the Combined Counties Police Association and The Associaffon of Independent Municipal Employees (representing the Police Department and Public Works Departments, raspectively) and requested Board approval. Trustee Waltenberg, seconded by Trustee Floros, moved to authorize the Mayor to sign and Clerk to attest the Agreements Between the Village of Mount Prospect and the Association of Independent Municipal Employees and the Combined Counties Police Association. PAGE 6 6/5/79 The subject of insurance coverage tQ co. er the period from the time the G~E policy terminated and the new IR_MA policy became effective was referred to the Finance Committee. Mr. Burghard noted that the Village is cooperating with the conservation program relative to fuel, air conditioning, and heat; that the exchange of titles between the Mount Prospect Public Library and the present Senior Citizens Center is in the hands of Rosa, MarcHes law firm; that Kensington Road and Route SS, between Rand and Golf (exclusive of the "S" curve) are scheduled ~'~ for resurfacing by the State - bids are being let by the State this . month. Mr. Burghard also announced that the Rating Bureau has notified 'the Village that effective July I, 1979, the VillaEe of Mount Prospect will be classified as a Class 4 (formerly Class 5), notinE that there were only 18 points keeping the ViHaEe from receiving a Class 3 ratinE. MAYOR'S REPORT Mayor Krause proclaimed the 21 days be~Jeen Memorial Day and Independence Day as Honor America Days. The weekend of 3une 8 - 11, 1979, was also proclaimed by Mayor Krause, that weekend being Mount Prospect Baseball Association Thillens Days Weekend. The Mayor announced that the RTA intends to reduce the bus service on Elmhurst Road (RTA Route ~2), and requested the Board to consider a Resolution in opposition to that proposed reduction in service. Mayor Krause presented a Resolution approving the Consent Decree has entered by the Court relative to the law suit filed by the Bra]eh Townhome Association aEainst the development of a 6 unit building on Hunting'ton Commons Estates, a copy of that Consent Decree is attached to the subject Resolution,as well as the Manager's letter. Trustee Richardson, seconded by Trustee Murauskis, moved to amend the Murdcipal Code and change the name of the Judiciary Committee to Legislative/Judiciary Committee, and directed the attorney to clrai~ the appropriate ordinance.
