INVOCATION The invocation was given by Trustee Hendricks. ROLL CALL Present upon roll call: Mayor Krause Trustees Hendricks Minton Murauskis Richardson Wattenberg Absent: Trustee Floros APPROVAL OF THE MINUTES Trustee Wattenberg, seconded by Trustee Richardson, moved to approve the minutes of the regular meeting of the Mayor and Board o~ Trustees held February 6, 1979. APPROVAL OF BILLS AND FINANCIAL REPORT Trustee Richardson, seconded by Trustee Murauskis, moved to approve the following bills: General 292,857.96 Capital Imp. & Repair Rep. 1,208.55 Parking System Revenue 956.10 Motor Fuel Tax 17,392.49 Corporate Purposes Const. 1973 29,496.64 General Obligation Bd. & Int. 10,765.70 Waterworks & Sewerage Fund 41,855.79 394,533.23 Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg ' Nays: None Motion carried. Trustee Richardson, seconded by Trustee Murauskis, moved to approve the financial report dated January 31, 1979, subject to audit. COMMrSNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Jed Peeler, 309 Hawthorne Circle, Apt. 1, spoke to the Board relative to the recent towing of several vehicles from the Hawthorne Apartment complex on Dempster by Century Towing. Mr. Peeler requested the Village to look into the boundary lines specified in the PUD ordinance for the Hawthornes since the shopping center to the east stated the easterly boundary presently being used as parking for the apartment complex was a part of the shopping center. Mayor Krause stated the administration would look into the problem. MANAGER'S REPORT Village Manager Burghard presented the Manager's Report. At the request of Mr. Burghard, Tom Murphy, Director of Community Development, presented a status report on the Community Development Block Grant Program. Mr. Murphy stated that several public hearings had been held for citizens participation. The programs being considered for the $365,000 grant fund are: senior citizen housing site acquisition; removal of handicap barriers; administration planning surveys; and weatherization - insulation assistance. Mr. Burghard stated that the 1979-80 proposed budget would be distributed to ~--~ the Board on Friday, February 23, with the first budget hearing to take place Monday, February 26th at 7:30 P.M. in the Board Room. Police Chief Ralph Doney announced that the Mount Prospect Police Department had made several arrests over the weekend of criminals being sought by neighboring communities for violent crimes. MAYOR'S REPORT No report. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Hendricks presented the Building Committee report of the meeting held February 14, 1979. ZBA 4-Z-79, Lake Briarwood Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2874 Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. ZBA 83-Z-78 and ZBA 84-V-78, 1823~ East Euclid Avenue Trustee Hendricks gave a status report on the subject case. These cases will be discussed at the regular meeting of the Building Committee in March when the petitioner will present a site plan indicating parking spaces and landscaping. ZBA 1-SU-7~, 2010 Camp Mac Donald Road' Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Zoning Board of Appeals and the Building Committee to grant an amendment to Ordinance No. 2778. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. At the request of the petitioner's attorney, Trustee Hendricks, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance relative to ZBA 1-SU-78. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Hendricks, seconded by Trustee wattenberg, moved for passage of Ordinance No. 2875 (ZBA 1-SU-7~) AN ORDINANCE AMENDING ORDINANCE NO. 2778 Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried ZBA 2-Z-79 and ZBA 3-V-79 Trustee Hendricks presented a status report on the subject case which case will be held in Committee pending various requirements being fulfilled. ZBA 53-V-78, Day Care Homes The following people spoke in favor of allowing day care homes in the Village: Mrs. Bosold, 205 S. Louis Debbie Buelow, 221 S. Louis Betty Ekman, 401 S. Emerson Marian Schoenbeck, 120 S. George Marian Horka Mrs. Nipper, 1216 E. Meadow Lane Sam Lispopad, 107 N. Westgate Kathy Munn Mr. William Wegner, 308 N. William, spoke in opposition to allowing day care homes. Following discussion on the subject by the Board, Trustee Hendrieks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Building Committee tO deny the request under ZBA 53-V-78 to allow day care homes. Upon roll call: Ayes: Hendricks Nays: Minton Murauskis Richardson Wattenberg Krause Motion failed. Trustee Richardson, seconded by Trustee Murauskis, moved to concur with the recommendation of the Zoning Board of Appeals to allow day care homes as a special use With a hearing fee of $25 and the installation of smoke detectors. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Krause Nays: None Motion carried. BUILDING CODE UP-DATE Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Building Committee to allow the administration to up-date the Building Code. Upon roll call: Ayes: Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. FINANCE COMMITTEE No report. -- FIRE AND POLICE COMMITTEE Trustee Minton presented the Committee report of the February 12, 1979, meeting, at which meeting the subject of raising the drinking age from 19 to 21 years of age was discussed. p(~. ~ ?-?N-Tq Trustee Minton, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Fire and Police Committee and keep the drinking age at 19. Trustee Richardson, seconded by Trustee Murauskis, moved to table the motion to the March 20, 1979 meeting, when a full Board would.be in attendance. Upon roll call: Ayes: Henclricks Murauskis Richardson Wattenberg Nays: Minton Motion carried. JUDICIARY COMMITTEE No report. Trustee Minton left the meeting for a short time at this point. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis presented the Committee report of the meeting held January 22, 1979. Trustee Murauskis, seconded by Trustee Richardson, moved to concur with the recommendation of the Public Health and Safety Committee and amendment the refuse ordinance to stipulate garbage be placed at the curb for pickup any time after 4:00 P .M. the day before the regular pickup; and to provide, for the cleaning of dumpsters to take place during specified months, instead of the present requirement of every three months. Upon roll call: Ayes: Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Murauskis left the meeting at this point. The subject of posting parking restriction signs on south Pine Street between Milburn and Elmhurst was held over to the March 6th Board meeting. Trustee Minton returned to the meeting. Trustee Richardson, seconded by Trustee Hendricks, moved to amend the Traffic Code to include the traffic restrictions presently existing in the newly annexed areas. Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: None Motion carried. ~-~ PUBLIC WORKS COMMITTEE Trustee Richardson, seconded by Trustee Hendricks, moved to adopt Ordinance No. 2876 (acquisition of Prospect Meadows Water Co.) AN ORDINANCE PROPOSING ESTABLISHMENT OF A SPECIAL SERVICE DISTRICT IN THE VILLAGE OF MOUNT PROSPECT AND PROVIDING FOR PUBLIC HEARINGS AND OTHER PROCEDURES IN CONNECTION THEREWITH Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Krause Nays: None Motion carried. THER BUSINESS Trustee Wattenberg, seconded by Trustee Richardson, moved to waive the rule ~equiring two readings of an or~linance reIative to the 1979 Election Ordinance Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg ' Nays: None Motion carried. Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2877. 1979 REGU~R ELECTION ORDINANCE FOR.THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by TruStee Hendricks, moved to authorize the Mayor to sign and Clerk to attest her signature on the Agreement with Cook County for the rental of Vote-A-Marie machines for the April 3, 1979 election. Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to authorize the to and Clerk to attest her the Wille's Plat of Mayor sign signature on Reconsolidation (Aldi's at Northwest Highway & Wille Street), provided that any and all bonds for public improvements have been posted with the Village of Mount Prospect. Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: None Motion carried. The Forest City Plat of Subdivision and Alg~)nquin - Dempster Plat of Subdivision' were held over to the March 6, 1979 meeting. ITEMS TO BE REFERRED None. COMMITTEE ANNOUNCEMENTS None.
