II1. REVIEW OF PHASE lB DOWNTOWN DEVELOPMENT PROPOSALS
On April 27, 1999, the Community Development Department received three development proposals
for the Downtown Phase 1B Redevelopment site (area generally bounded by the Village Hall Parking
Lot on the north, Northwest Highway on the south, Emerson Street on the east and Main Street on the
west). These proposals were in response to a Request for Proposals (RFP) issued by the Village on
March 12, 1999 (attached). Insignia Homes, Wellington Partners and Norwood Builders submitted
proposals and copies of those proposals were routed to members of the Downtown Strategic Plan Ad
Hoc Committee and Village Board. Part of that process included a chance for each of the Committee
members to complete a numerical tally sheet, rating each of the proposals on a scale of 1 to 5 based
on criteria drawn from the Downtown Plan and Phase 1B Request for Proposals. A summary sheet
showing the scores of those members who completed the forms is attached.
At their meeting on May 4, 1999 (draft minutes are attached), the Ad Hoc Committee members
discussed the strengths and weaknesses of each proposal. Based on that discussion, the Committee
decided to express to the Village Board its clear preference for the size, height, pedestrian scale and
architectural style that is reflected in the Norwood Builders' proposal, and recommended that the
Village Board interview Norwood Builders and Wellington Partners as a next step in the plan
implementation process. The Committee raised a series of questions for each developer to address
at their interview. Those questions have been forwarded to Wellington and Norwood. The Committee
members felt that the Insignia Homes' proposal did not warrant further consideration because it did not
provide sufficient detail or reflect the vision for downtown described in the Downtown Plan and
developer RFP.
Wellington Partners and Norwood Builders have been invited to present their proposals at the Special
Committee of the Whole meeting on May 15, 1999. Each company will be given approximately fifteen
minutes to present their proposal and address questions raised by Village Board members and the Ad
Hoc Committee. Approximately one-half hour has been allotted for questions. Members of the
downtown Ad Hoc Committee will be in attendance and available to participate in the questioning and
any discussion conducted regarding selecting a preferred developer.

With time being of the essence, the goal of the interview and discussion session should be the
identification of a preferred developer for Phase 1 B. Thereafter an appropriate Resolution would be
offered at the June 1 Village Board meeting formalizing preferred developer status and authorizing
staff to enter into negotiations for a Developer Agreement.
