Chairman Busse called the meeting to order at 6:04 p.m.
Roll Call: George Busse, Chairman
James Powers, Commissioner
Michaele Skowron, Commissioner
Absent: Charles Bennett, Commissioner
Hank Friedrichs III, Commissioner
Also Present: John Malcolm, Deputy Fire Chief
Michael Semkiu, Deputy Chief of Police
APPROVAL OF MINUTES
A motion was made by Commissioner Skowron and seconded by Commissioner Powers to accept the
minutes of the September 8,2009, Open Meeting.
Voice Vote: Ayes: Busse, Powers, Skowron
Nays: None Motion Carried
Chairman Busse read Section 2.06 (c) of the IlIinQis Open Meetings Act 51L.CS 120 which states that the
verbatim record may be destroyed without notification to or the approval of a records commission or the
State Archivist under the Local Records Act or the State Records Act no less than 18 months after the
completion of the meeting recorded with the approval of the public body. Commissioner Skowron would
like to see a list of the audio meeting dates presented to the Board for their approval. The Chairman
asked for a motion to defer this item to another meeting.
A motion was made by Commissioner Skowron and seconded by Commissioner Powers to defer this
item.

Ayes: Busse, Powers, Skowron
Nays: None Motion Carried
Further discussion was held in regards to maintaining the closed session minutes and the Board agreed
to ask Mr. Hill, Attorney for the BOFPC, to provide written direction regarding this matter.
FIRE DEPARTMENT UPDATE
Deputy Chief Malcolm reported they received over 200 applications for the new hire test and the
application deadline is December 4th. The written test will be conducted December 12th at 9:00 a.m. at
both Prospect High School and Malcolm X. The Board requested an e-mail listing all of the dates for the
new hire test. The #1 candidate on the current Paramedic/Firefighter Eligibility List has been hired.
The Fire Lieutenant Promotional List will expire next year and a new promotional process will be
scheduled after the first of the year.

POLICE DEPARTMENT 2010 RECRUITING EVENTS
POLICE DEPARTMENT 2010 RECRUIT TEST (CANCELLED)
Deputy Chief Semkiu reported the police department initially budgeted for a recruit testing process in
2010, which would run approximately $25,000. Based on the current number of officers and the
anticipated retirements, Chief Dahlberg and the Village Manager discussed postponing the testing
process until 2011. This will reduce both the 2009 and 2010 budgets accordingly. Funds will still be
available for BOFPC training, some minor recruiting and maintenance of the recruitment web page.
Attorney Hill was also contacted and he indicated there is no legal issue with postponing the test.
Deputy Chief Semkiu extended an invitation from the Chief to all commissioners to attend Officer
Roscop's retirement party. It will be held at Manzo's on Friday, November 20th. Officer Mark Bechtold will
be assigned to Crime Prevention, with Officer Roscop's retirement.
OTHER BUSINESS
The Chairman requested an e-mail sent to all Commissioners asking their availability for a November 3rd
meeting and to include a list of dates for the fire department new hire test.
CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Powers to go into
Closed Session under personnel51LCS 120/2 (c)(1) at 6:36 p.m.

Nays: None Motion Carried
The Board reconvened at 6:41 p.m. with everyone present.
Commissioner Skowron asked for an update on the new fire station, which Deputy Chief Malcolm
provided.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Skowron to adjourn at 6:54 p.m.
