IV. DISCUSSION REGARDING SCOTTY'S HOME MARKET REQUEST FOR RELOCATION ASSISTANCE
Recently, the Village of Mount Prospect was approached by Scotty's Home Market regarding their desire
to relocate their business from Lake Zurich to the Kensington Business Center. Scotty's Home Market is
a direct-to-home grocery shopping service that has been in existence since 1991. Due to growth in the
business, Scotty's is seeking a location for a new, expanded warehouse/distribution facility to service their
Chicagoland market area.
Presently, Scotty's Home Market provides customers with the opportunity to shop for approximately 7,600
assorted grocery-type items including beer and wine and tobacco products. At the February 2 Village
Board meeting, the Mayor and Board of Trustees considered an amendment to the Village Liquor Code
creating a new License classification that would allow home delivery of beer and wine under tightly
regulated circumstances. That original amendment is currently being redrafted based on direction from
the Village Board. Regulations regarding the delivery of tobacco products will also be included.
Additionally, Scotty's Home Market was seeking Property Tax relief in the form of a Class 6B Certificate
from Cook County. There is currently some question whether the Scotty's operation fully qualifies for the
Class 6B designation. To the extent that it does not, Scotty's is seeking financial assistance from the
Village of Mount Prospect in the form of a limited Sales Tax Rebate Agreement that would put Scotty's in
the same economic position as if they received a complete Class 6B Certification.
In the past, the Village has expressed a clear willingness to cooperate with businesses in securing
Class 6B Certifications. The Village has not, however, previously granted a Sales Tax rebate to an existing
or potential business. The last time the Village Board formally discussed the concept of Sales Tax rebates
was in 1994 when Target approached the Village about constructing a facility at the Lake Center Corporate
Park. At that time, the Village Board voted 4-3 against providing such an incentive.
In this particular case, Scotty's request for Sales Tax relief is more narrowly drawn and based on the
parameters of the Class 6B Property Tax designation. Staff feels that the instant fact pattern warrants
serious consideration by the current Village Board. The attached information package provides details of
the Scotty's proposal and the impact on the Village. Scotty's representatives along with appropriate staff
will be in attendance to answer questions and facilitate discussion.
