INVOCATION ~ The invocation was given by Trustee Murauskis. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD O_~ Assist0.nt Village Manager Edward Geick introduced Ronald Pavlock, P_Q~F the new Chief of Police, Chief Ralph Doney having retired, and the PAVLOCK Clerk administered the Oath of Office to Chief Pavlock. MAYOR'S REPORT ELEANOR ROHRBACH Mayor Krause expressed the sympathy of the Village on the recent death of Bertha Eleanor Rohrback, City Clerk of the City of Des Plaines. Trustee Murauskis, seconded by Trustee Farley, moved RES. NO. 30-8~[ for passage of Resolution No. 30-81 A RESOLUTION EXPRESSING CONDOLENCES TO THE FAMILY OF ELEANOR ROHRBACH Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Krause Nays: None Motion carried. S_U_~NCAKE An Ordinance Amending Chapter 13 of the Municipal Code, HOUSE to increase the number of Class "R" liquor licenses for the I~ Sunrise Pancake House, 903 East Rand Road, had its first reading and will be presented September 1, 1981 for second reading. , p Mayor Krause presented an ordinance that would create LIQUOR LICENSE a Class "W" liquor license for the Godfather's Pizza establishment, to be located within the Mount Prospect Plaza. The President of Godfather's explained that the lease on the Plaza property was contingent upon receiving approval for a liquor license and requested the Board to waive the second reading. Trustee Floros, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance for Godfather's Pizza. NO. 3130 Trustee Floros, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3130 AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE (creating a Class "~V" for Godfather's) Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. OLD BUSINESS E~~ Trustee Farley, seconded by Trustee Murauskis, moved ~-~ for passage of Ordinance No. 3131 AN ORDINANCE AMENDING SCHEDULE VI OF CHAPTER 18 (TRAFFIC CODE) OF THE MUNICIPAL CODE Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. NEW BUSINESS An Ordinance Authorizing the Sale of Personal Property August 18, 1981 Page Two An Ordinance to Re-Affirm and Adhere to the Taxes Levied RE-AFFIRM TAX LEVY Pursuant to An Ordinance Authorizing the LeVY and Collection of Taxes for the Corporate and Municipal Purpose of the Village of Mount Prospect for the Fiseal Year Beginning May 1, 1981 and Ending April 30, 1982 was presented for first reading and will be presented September 1, 1981 for second reading, following the public hearing on the subject. It was also noted that passage of this ordinance is required due to recently passed State Legislation. It was agreed that notice of the public hearing will be placed PUBLIC HEARING SET in the Mount Prospect Herald and Suburban Trib. It was the wish of the Board to also place the notice in the Mount Prospect Journal, however, that being a weekly newspaper, the required deadline could not be met. An Ordinance Amending Chapter 21 (Building Code) of the Municipal Code was presented for first reading. This Ordinance deals with a revised fee schedule for building permits by increasing the fees. Trustee Farley, seconded by Trustee Floros, moved to exempt residential remodeling and/or additions from the increased fees. Upon roll call: Ayes: Farley Floros Miller Nays: Murauskis Wattenberg Krause Motion failed. The proposed ordinance amending Chapter 21 will be presented September 1st for second reading. An Ordinance to Amending Chapter 21 (Section 21,613) was presented for first reading and will be presented September 1 for second reading. An Ordinance Amending Section 21.609 of Chapter 21 was AMEND__~L~19_ presented for first reading and will be presented at the next meeting, September 1st, for second reading. An Ordinance Amending Chapter 22 (Water, Sewer and Flood Plan Regulations) was also presented for first reading and will be presented September 1 for second reading. An Ordinance Amending Chapter 16 (Development Code) was AMEND CH. presented for first reading and will be presented September 1 for second reading. I~ANAGER'S REPORT Assistant Village Manager Edward Geick presented the report, inasmuch as Village Manager Burghard was on vacation. AMEND M~D ~.~ Mr. Geick presented a Resolution that would authorize an CENTRAL & BUSSE SITE agreement relative to permitting recreational equipment at the MSD retention site at Central and Busse Roads. Trustee Miller, seconded by Trustee Murauskis, moved for passage of Resolution No. 31-81 RES, NO, 31-81 A RESOLTUION AUTHDRIZING EXECUTION OF AN AMENDMENT TO THE MSD AGREEMENT (Central & Busse Site) Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. NO. 32-81 A RESOLUTION OF INTENT TO DEVELOP AND IMPLEMENT A SEWER USER CHARGE (Design SteplI ) Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Mr. Geick presented the following bids results: BIDS: The following companies submitted bids for a 60 H.P. ENGINE 60 H.P. engine: Power Source Engine Rebld. Inc. $3,485.70 Hillsman Equipment Company $3,375.00 }IILLSMAN EQUIP.CO. Trustee Farley, seconded by Trustee Miller, moved to concur with the recommendation of the administration and accept the low bid submitted by Hillsman Equipment Company in the amount of $3,375.00 for a 60 H.P. engine. PEDESTRIAN BRIDGE: The following bids were received for a pedestrian bridge at School Street and Lonnquist Blvd, over Weller Creek: J.S. Drew Constr. 42,340.00 Continental Custom Bridge Co. 33,356.00 Nagel Excavating 39,450.00 Illinois Contractors Corp. 35,191.00 Needham Construction Co. 36,400.00 DeBourgh Mfg. Co. 24,155.60' *Bid on materials only, no installation TOM Trustee Floros, seconded by Trustee Miller, moved to BRIDGE CO. concur with the recommendation of the administration and accept the Iow bid submitted for materials and installation of the pedestrian bridge by Continental Custom Bridge Co. in the amount of $33,356.00. An item Hsted on the agenda for Fire Department radios was listed in error, since that item was for the disposal of outdated radios, approved at a prior Board meeting. MAC. NINI!S~T OF ANY OTHER BUSINESS .~ Trustee Wattenberg, seconded by Trustee Murauskis, 705 E_. Rand Road moved to authorize the Mayor to sign and Clerk to attest her signature on the Magnini's Plat of Subdivision, 705 E. Rand Road, subject to the posting of any necessary August 18, 1981 Page Four bonds for pubIic improvements. Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Miller, seconded by Trustee Farley, moved to accept KENSINGTON CENTER the public improvements installed in Phase I of Kensington PHASE I - PUBLIC Center. IMPROVEMENTS Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. It was noted that the sidewalk previously discussed on Wheeling Rd. just south of Kensington Road will be installed by Rauenhorst Corp. Trustee Wattenberg, seconded by Trustee Miller, moved that FRIVOLOUS LAW SUITS the Northwest Municipal Conference be requested to look into the subject of frivolous law suits, to take a position on that subject, and to seek an amendment to the State Statutes that would require notice of intent to be served on the municipality being the subject of a law suit. Mr. David Shine stated that with the Flood Plain Ordinance FLOOD PLATN ORDFNANC~ proposed to be revised, it could result in lower flood insurance rates for residents in certain areas.
