The Village 5Ianager stated that when the }~oard adopted the Northwest Joint Action ~.'ater Agency, formerly NORTHWEST JOINT VENTURE, Mayor Krause was designated as the representative ACTION WATER AGENCY on the P, oard of Directors, with Trustee Farley as the (VENTURE) alternate, and the Village M~nager as the representative Alternate Rep. on the Executive Committee, however, an alternate was not designated at that time for representatix~e on the Page 2 4/8/81 Executive Committee. It was requested by the Village Manager that the Assistant Village Manager be designated as the Village's alternate representative to the Executive Committee. WATER: Trustee Floros noted that at the last Village Board meetinM SELL TO PROSPECT the Resolution authorizing the Village to sell water to the HEIGHTS City of Prospect Heights was continued to 5~-ay § when a _ full Board would be present, however, due to the fact _ that Trustee Floros has reconsidered his original vote, _ which was in favor of selling water, he requested this matter 'be presented at this meeting. Ail those persons expressing an interest in the matter at the last meeting had been contacted to inform them that the subject would be discussed at this meeting. Trustee Richardson presented the Legislative/Judiciary EXECUTIVE SESSION ' Committee's recommendation on proposed State legislation }~iNUTES that would require minutes be kept of Executive Sessions, Concern was expressed relative to the proposal since th. is would include discussion on personnel matters. Trustee Richardson, seccnded by Trustee ~;attenberg, moved to concur %,ith the recommendation of the Legislative/Judiciary Committee to oppose the proposed requirement that minutes be kept of all Executive Sessions. Trustee Richardson, seconded by Trustee l~l~ttenberg, moved to concur with the recomn, endation of the Legislative/Judiciary Committee to a~end Chapter ll of the ~,~,unicipal Code regulating solicitation. Trustee Richardson presented the Committee recommendation BUSINESS REHAE LeAl to amend Ordinance No. 3060 (setting forth the Eusiness PROGRAM AMENDMEN~ Rehabilitation Program) and delete the $25.00 application TO ORD N Page 5 4/8/81 fee, due to the fact that such a fee could be considered as a program income and could cause a problem with HUD requirements. Trustee Richardson, seconded by Trustee lVattenberg, moved to concur with the recommendation of the Legislative/ Judiciary Ccmmittee to delete the $25.00 application fee for Business Rehabilitation Loan Program by a~nending Ordinance No. 3060. LITIGATION REPORT Trustee Richardson, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Committee _ to accept the pending litigation report submitted by Ross, Hardies, corporate counsel for the Village. PUBLIC HEALTH AND SAFETY COS~MITTEE .AMEND CHAPTERS Trustee Wattenberg presented the following ordinances 18, 20 & 12 for first readings: an ordinance amending Schedule IV of the Traffic Code; and ordinance amending Schedule XIB of the Traffic Code; an ordinance amending Section 20.204 of Chapter 20; and an ordinance amending Section 12.309 of Chapter 12. These ordinances will be presented April 21 for second readings. Trustee Wattenberg presented the Public Health & Safety Committee report of the meeting held March 26, 1981. ANNUAL REPORTS Trustee Wattenberg commended the various Village Deparlrnents on their annual reports. Trustee Farley arrived at the meeting at this point - 9:10 P .M. AMEND CH. 18 Trustee Wattenberg presented the recommendation of the Public Health and Safety Committee to regulate traffic movement in the alley behind the Roppolo condominiums on Central Road between Wa Pella and Hi Lust by providing for one-way traffic west bound only and to prohibit parking in the alley. Trustee Wattenberg, seconded by Trustee Richardson, moved to concur with the recommendation of the PubLic Health and Safety Committee to amend the Traffic Code to include "No Parking Anytime" and "One-Way - Westbound Only"in the alley behind the buildings fscing Central Road between Hi Lust and ~'a Pella. Upon roll call: Ayes: Farley Floros Murauski~ Richardson Wattenberg Nays: None Page 6 4/8/81 It was the recommendation of the Comm. ittee that a traffic TRAFFIC STUDY: survey be conducted on See C~wun, between Lincoln and SEE GWUN Golf to ascertain the volume of traffic, since residents of that area have expressed concern. The survey should then be submitted to tike Safety Committee for review and recommendation. NO. 3095 PERSONAL PROPERTY OWNED BY THE VILLAGE OF IV!CUNT PROSPECT (Parking Meters) Upon roll call: Ayes: Farley Floros Murauskis Richardso~ ~:sttenberg Krause Nays:' }lone Motion carried.- Trustee Floros requested the Board to consider a resolution WATER: SALE OF authorizing the sale of Village water to the City of Prospect TO PROSPECT HEIGHTS Heights, noting that he had reconsidered his xrote on the matter and would now vote in opposition to ti~e proposal ' due to the fact that such action could polarize the Village residents presently on the Citizen Utilities Water system. Trustee Farley expressed his opinion in favor of such a sale, noting that such a sale would help a sister community. and could possibly prevent Citizens Utilities Water Company from expanding their system. REVENUE SHARING & for the purpose of conducting a Revenue Sharing Hearing .1981-82 BUDGET and a hearing on the proposed fiscal budget for 1981-82. The Village Manager presented the proposed b. udget noting that the entire total is $16,873,979. Mr. Burghard did note that various items had been brought to his attention since the Board held the budget meeting~ and requested the following ehar, ges be made to the proposed budget for 1981-82; that an increase of $21,000 be made to reflect the interest which will be earned on the deposit currently held by GIE and, due to interim financing for the acquisition of Lake Michigan water through the Northwest Joint Action ~'~ater Agency, the Village should budget an additional $88,794 for that project. Trustee Richardson ,' seconded by Trustee Floros, moved to concur with the recommendation of the Village Manager and make the necessary changes to the proposed i981-82 budget. It was noted that the third phase will be developed in two sections, the property being the subject of the ordinances " being Phase III-A. It was requested by the representatives - of Rauenhorst that the Board waive the rule requiring two readings and proceed. FIRST NATIONAL BANK The First Nstional Bank of Mount Prospect presented a Plat of Subdivision relative to property located on the ~OF MOUNT PROSPECT northeast corner of Rand Road and Eusiness Center Drive PLAT OF SUBDIVISION creating one lot of record in order to construct a drive-up banking facility branch at that location. Trustee Richardson, seconded by Trustee Farley, moved to authorize the l~ayor to sign and Clerk to attest her ~-~ _ signature on the First National Bank of Mount Prospect Plat of Subdivision, subject to the posting of any and all bonds for public improvements, and provided that all requirements of the Development Code are met. Public Health & Safety ' April 23 Public Works April 16 7:30 P.M. A Committee of the Whole was called for 8:00 P.M. on COMMITTEE OF THE April 16 in order to discuss acquisition of Lake Michigan WHOLE MEETING water, with the Public Works Committee to be held SCHEDULED immediately before and the Legislative/Judiciary to be held immediately after the Committee of the ~'hole meeting. ~ The Village Manager brought an item to the Board relative EXPENDITURE: ~.~ to sidewalk, curb and handicapped ramp construction. He noted that at a previous Board meeting the Board had accepted the low bid submitted by Lake Park Construction SIDEWALK, CURB, for the sidewalk, curb and handicapped ramps throughout HANDICAPPED RAMP the Village and at that time the Village Manager had CONSTRUCTION mentioned that due to the low bid amount, a request would be · made at a later date to increase the proposed work and LAKE PARK CONSTR.C therefore increase the amount authorized. It was requested at this time that the Village Board authorize an additional $3,000, bringing the authorized mount to $17,812 for -. Lake Park Construction to proceed with additional areas of sidewalk, curb and handicapped ramp improvements. Trustee Flores, seconded by Trustee Farley, moved to concur with the recommendation of the Village ]~?,snager and authorize an addtional $3,000 to the previously approved bid submitted by Lake Park Construction in'" ' order to provide additional sidewalk, curb and handicapped , ,,~ ramps within the Village. Mayor Krause adjourned the meeting into Executive Session EXECUTIVE SESSION at 10:30 F.Mo in order to discuss personnel and the progress made in negotiations.
