COMMUNICATIoNs AND PETITIONS - CITIZENS TO BE HEARD
Mayor Krause announced that February 3, 1981 marked the
64th anniversary of the incorporation of the Village of
Mount Prospect.
~ Merchants from the Central Plaza, Central Road & Main Street, ~ENTRAL PLAZA
requested the Board assist them in solving the parking
problem that apparently is caused by the State Unemployment
Office. The administration will attempt to work with the
owner of the shopping center and the State of Illinois. The
Village Manager suggested that the merchants should relate
their problem to the State also.
Ralph Arthur, 14 W. Hiawatha, praised the Public Works
employees for working on a water main break in sub-zero
weather.

MANAGER'S REPORT
..LIBRARY: Village Manager Terrance Burghard presented Trustee Miller's
LOAN recommendation relative to the Mount Prospect Public Library's
financial problem. It was Trustee Miller's recommendation to
loan the library the necessary funds to carry them through
their fiscal year, which loan would be interest-free. It wa§
also Trustee Miller's request that further action and/or discussion
on the long-term solution to the financial problems of the library
be continued to February 20th.
Trustee Richardson, seconded by Trustee Farley, moved to
authorize the Village Manager to advance the necessary cash
to the library through the library's fiscal year end on sn
"as needed basis".

BRICKMAN SUB. Mr. Burghard presented an ordinance that would correct
~ a typographical error in the legal description contained in
ORD. 3021 Ordinance No. 3021, and requested the Board waive the rules
so that action could be taken on the ordinance.
Trustee Richardson, seconded by Trustee Murauskis, moved
to waive the rule requiring two readings of an ordinance.

for passage of Ordinance No. 3079.

VENTURE Mr. Burghard presented An Ordinance Approving Northwest
Suburban Municipal Joint Water Agreement (VENTURE) for
first reading and will be presented February 17th for
second reading.
COOK COUNTY The Village Manager presented a recommendation by the
POLIC~. Police Chief to terminate the existing agreement with
AGREEMENT Cook County Sheriff's police since some of the advantages
to the Village in that Agreement are no longer being
offered by the County.
Trustee Richardson, seconded by Trustee Murauskis,
moved to authorize the Mayor to give the required 30 day
notice to the Cook County Sheriff of the Village's intent
to terminate the mutual aid agreement.

The Village Manager presented the resolution requested IDOT
by the Illinois Department of Transportation relative to RES. NO. 3-81
the proposed projects within the Village in 1981.

license held by the l)Id~Ordhard'Country Club to Gapers Inc. 01d Orchard
who will be operating the Old Orchard Country Club restaurant. C~

CLASS "R" moved to concur with the recommendation of the Finance
LI~ Committee to create a Class "R" liquor license for The
Patisserie, located within Randhurst.

LEGISLATIVE/JUDICIARY COMMITTEE

PRESERVATION for passage of Ordinance No. 3081
ORD. NO. 3081 AN ORDINANCE TO ELECT NON-PARTICIPATION IN
~CERTAIN ASSESSMENT RELIEF PROVIDED BY THE
REVENUE ACT OF 1939, AS AMENDED

PUBLIC HEALTH AND SAFETY COMMITTEE
JSLO~ TrUstee Farley requested Board direction on the Committee
charge relative to becoming a member of NORTRAN. It
'was the opinion of the Village Board not to participate in
NORTRAN at this time but would keep the charge in
Committee for future consideration.
ANIMAL CONTROL Trustee Farley presented the Committee recommendation
to cease major animal control assistance to residents
except for serious and emergency services, such as
rabid animals, large animals and/or seriously injured
animals. It was the recommendation of the Committee to
have the Health Services Department act as a referral
service to callers; to consult citizens on removal procedures;
to loan traps with instructions on baiting; and to distribute
animal proofing and baiting procedures along with a list of
professional animal removers to the residents.
Trustee Farley, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Public Health &
Safety Committee relative to Animal Control.

It was the opinion of the Village Board that the Village

FACILITY STUDY Manager proceed with in-house or local advisors relative
to a facility study to include all departments and Village
owned buildings. The study would include the value
of the existing public buildings and provide for recommendations
for future needs and projections.

Trustee Farley presented a status report on the following items:

Refuse elimination request
Ordinance amendments
Sidewalk-snow removal
Floor level exit markings, referred to Safety Commission
Emergency ambulance services
The subject of O'Hare noise was removed as a charge to O'HARE NOISE
the Public Health and Safety Committee.
PUBLIC WORKS COMMITTEE
Trustee Farley presented a Resolution that would confirm ,CABLE T.V.
the fact that the Village of Mount Prospect was in agreement
with the Cable T.V. decisions made by the Northwest
Municipal Conference in proceeding with negotiations with
the three choices made by the membership of the Conference.
Trustee Farley, secondedby Trustee Richardson, moved
to waive the rules in order to hear a matter not listed on
the agenda.
