Mayor Krause ealled the meeting to order at 8:10 P.M.

MANAGER'S REPORT
LIBRARY BOARD. Village Manager Terrance Burghard presented a request
REOUEST FOR LOAN from the Mount Prospect Public Library Board to advance
funds in the amount of $45,000. It was explained that the
advance would be necessary to meet expenses until tax monies
are received from Cook County.
Trustee Miller, seconded by Trustee Wattenberg, moved to
authorize a loan to the Board of Directors of the Mount Prospect
Public Library in the amount of $45,000, said loan to be paid
back when the tax monies in the first installment of the 1980
taxes are received next spring, with no interest to be charged
on said loan.

LAKE BRIARWOOD Mr. Burghard requested responses from representatives of
DRAINAGE PROBLEM the Lake Briarwood relative to the proposed stabilization of
certain banks with the Village to participate by incurring 50%
of the bid amount, not to exceed $18,000. Since no
representatives were present from Lake Briarwood, the matter
was continued to the January 6, 1981 Village Board meeting
for final action.
V & G LEASE. The Village Manager presented a lease between the Village
of Mount Prospect and V & G Printing for Village owned
property at the northeast corner of Busse Avenue & Main Street.
Mr. Burghard noted that the proposed lease is for a 2 year
period and that the rent will be increased 10% for 1981 and
an additional 10% for 1982.
Trustee Richardson, seconded by Trustee Murauskis, moved
to authorize the Mayor to sign and Clerk to attest her signature
on the lease of Village owned property between the Village and
V & G Printing for a two year period at the rental stated.

TRAFFIC.: Mr. Burghard announced that the traffic signal at Euclid and
~ Wheeling Roads will be installed with the costs to be divided
Traffic Signal between Prospect Heights at 25%, Mount Prospect 25% and
Cook County incurring 50% of the installation cost.
Trustee Murauskis, seconded by Trustee Farley, moved
to authorize the Mayor to sign and Clerk to attest her
signature on an agreement for the installation of a traffic
signal at Euclid and Wheeling Road with the Village incurring
25% of the cost of installation and 12½% of the maintenance costs.

AMEND CH. 18.. The Village Manager presented an ordinance for second
reading amending the Traffic Code to include "No Parking"
at specified areas on Mount Prospect Road at Central Road.

Mr. Burghard presented an Agreement with the Forest FOREST RIVER FIRE
River Fire Protection District for 1982 for consideration. ~PROTECTION DIST
Trustee Richardson, seconded by Trustee Farley, moved RES. NO. 45-80
for passage of Resolution No. 45-80
A RESOLUTION AUTHORIZING THE EXECUTION OF
AN AGREEMENT WITH FOREST RIVER FIRE PROTECTION
DISTRICT

Mr. Burghard stated that the Mount Prospect Rural Fire MOUNT PROSPECT
Protection District had been dissolved by court order amd RURAL FIRE
therefore no agreement will be necessary. PROTECTION DIST.
The Village Manager announced that the water allocations LAKE MICHIGAN
had been given by the Illinois Department of Transportation WATER ALLOCATION
stating that the allocation was between 500,000 to
1,000,000 gallons per day lower than requested,,
the Director of Public Works feels the allocation is sufficient.
MAYOR'S REPORT
Mayor Krause presented a Resolution for Board consideration.

COMMITTEE REPORTS
BUILDING COMMITTEE
Mayor Krause called the Public Hearing relative to a request ANNEX. AGREEMENT
to enter into an Annexation Agreement for property located REQUEST - Kenneth
at the eastern point of the Kenneth Drive cul de sac to order. Drive
It was announced by Trustee Floros that the request for
such an Annexation Agreement had been withdrawn by the
petitioner.
ZBA 50-Z-80 and ZBA 51-V-80, Kenneth Drive ZBA 50-Z-80 &
Trustee Floros noted that the above stated cases had been ZBA 51-V-80 -
withdrawn by the petitioner. Kenneth Drive

An Ordinance Granting Specified Variations for Property 416 Helena Ave.
at 416 Helena Avenue was presented for first reading and
will be presented January 6 for second reading.

back to the Zoning Board of Appeals in order to review
the revised site plan.
FINANCE COMMITTEE
AMEND CH. 13 Trustee Miller, seconded by Trustee Murauskis, mov&d
for passage of Ordinance No. 3075

CHAPTER 13 OF THE MOUNT PROSPECT MUNICIPAL
CODE TO INCREASE LIQUOR LICENSE FEES

SECOND QUARTER Trustee Miller presented the Finance Committee report on
FINANCIAL REPORT the second quarter financial report. There was discussion
on the recommendation of the Finance Commission to reduce the
present tax levy by 250,000, however, the Finance Committee
did not agree with that recommendation.
TAX LEVY - 1980 Trustee 5~iller, seconded by Trustee Wattenberg, moved to
concur with the recommendation of the Finance Committee
to not abate the 1980 tax levy.

Motion carried.
Trustee Miller gave a status report on various points
raised by liquor license holders and those subjects will
be discussed at a future Finance Committee meetings.
FIRE AND POLICE COMMITTEE
Trustee Murauskis presented the Fire and Police Committee
CITIZENS UTILITIES report relative to a request received from Citizens Utilites
EMERGENCY _ for an emergency cross connection in the water lines in the
CONNECTION Northeast Section. It was the opinion of the Committee that
providing such a cross connection would serve the need of
the residents, however, the matter remains in Committee
for further review.
PUBLIC SAFETY DEFT Trustee Murauskis presented the Committee report on the
study conducted on the feasibility of combining the Fire and
Police Departments into a Public Safety Department noting
that such a consolidation would be extremely costly and
the consensus of the Committee was to remove this charge
from Committee.
Trustee Murauskis, seconded by Trustee Farley, moved
to concur with the recommendation of the Fire and Police
Committee to table the subject of a Public Safety Department
to an unspecified date in the future.

PUBLIC HEALTH AND SAFETY CO~MITTEE
Trustee Murauskis, seconded by Trustee Floros, moved TRAFFIC:
to waive the rule requiring two readings of an ordinance AMEND CH.
in order to take action on an ordinance authorizing
4-way STOP at the intersections of Busse Avenue & Owen
and Henry & Prospect Manor.

PUBLIC WORKS COMMITTEE
Trustee Farley stated that a Special Meeting of the Public CABLE T.V.
Works Committee would be held on December 18th to discuss
the subject of Cable T.V. noting that a decision will be made
at that time relative to the merits of the various companies
providing Cable T .V.
OTHER BUSINESS
Trustee Richardson, seconded by Trustee Murauskis,
~ moved to authorize the Mayor to sign and Clerk to attest
her signature on the Corporate Plat of Subdivision 10A C0RP(]RATF
consolidating the Maple Street parking lot and the 'Boesche'
property into one lot of record.
