INVOCATION INVOCATION Trustee Murauskis gave the invocation. COMI~UNICATIONS AND PETITIONS - CITIZENS TO BE HEARD .TRAFFIC: Judy Nelson, 115 S. Owen, requested the Board consider the Busse Ave & Owen request to install STOP signs al the intersection of Busse Avenue and Owen Street. The request has been before the Safet3r Commission and received approval for that intersection to be a 4-way STOP. Since the Board concurred with the request, an ordinance ~ill be drafted for consideration at the December 16th Board meeting. I~.ANAGER' S REPORT Village l%ianager Terrance L. Burghard announced that due CLIFF SCHERER & to the retirement of Village Engineer Bernard H. R. Hemmeter DENNIS VALENTINE Cliff Scherer had been hired to assume that position. Also, ' ' D t. Dennis Valentine was introduced as a new member of the Engineering Division to assume the responsibilities of TrafMc Engineer. Mr. Burghard presented a request to annex received from ANNF~XATION: Frank Ford, 15S1 South Douglas Avenue, being the southeast 153~ S. Douglas Ave. corner of Douglas Avenue and Lawrence Lane extended, along .S/E corner Douglas & ~'ith an ordinance for first reading relative to annexation. Lawrence extended Page 1 12/2/80 Proper notice had been given to Elk Grove Rural Fire Protection District and the Highway Commissioner and Board of Town Auditors of Elk Grove Township. Trustee Richardson, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the request to annex. NO. 3072 Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Ordinance ~To. 3072 AN ORDINANCE ANNEXING TO THE VILLAGE OF MOUNT PROSPECT LAND LYING IN SECTION 10, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN, COOK COUNTY, ILLINOIS (1531 S. Douglas Aveune) Upon roll call: Ayes: Farley Flores Miller MurauskiS Richardson Wattenberg Nays: None Motion carried. .AMEND CH. 18 .~RAFFIC An Ordinance Amending Schedule VI of the Mount Prospect Traffic Code (providing for No Parking on Mount Prospect Road 300 feet south of Central) was presented for first reading and will be presented December 16th for 2nd reading. ..B~DS: Mr. Burghard presented the bid results for the proposed .,Landscape N.W.Hwy. landscaping of areas along the railroad tracks on Northwest Highway, noting that only one bid qualified for consideration. .Halloran Landsc.Co. Trustee Richardson, seconded by Trustee Flores, moved to concur with the recommendation of the administration and accept the bid submitted by John F. Halloran Landscaping in the amount of $10,800.00, for landscaping specified areas along Northwest Highway. Upon roll call: Ayes: Farley Flores 5~iller Murauskis Richardson Wattenberg Nays: None Motion carried. ~..POLICE SQUAD CARS The Village Manager then presented the following bids received for 8 police squad cars: Woodfield Ford 44,317.00 Schaumburg Dodge 46,883.00 Lattof Chevrolet 47,377.00 Hoskins Chevrolet 49,539.90 Woodfield Ford Mr. Burghard stated that the bids were quoted on the request for two each 4-door, 8 cylinder black & white squads; two each 4-door, 6 cylinder unmarked staff squads; and three each 2 door, 6 cylinder, unmarked investigative squads. Trustee Wattenberg, seconded by Trustee Richardson, moved to accept the low bid submitted by Woodfield Ford in the amount of $44,317.00 for the 8 police squad cars. Mr. Burghard presented a request to waive the bidding WAIVE BIDDING: procedure in order to purchase a defibrillator from Physio Fire Dept. Control in the amount of $6,490.00, explaining that this ,Defibrillator is a specialized item that must be compatable with exisiting equipment. Trustee Wattenberg, seconded by Trustee Richardson, moved to waive the bidding procedure for the purchase of purchasing a defibrillator for the Fire Department. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Wattenberg, moved ~..Physio Control to authorize the purchase of a defibrillator for the Fire Dept. from Physio Control in the amount of $6,490.00. Mr. Burghard presented an ordinance for second reading SENIOR CITIZEN relative to the senior citizen housing site behind Mount Prospect HOUSING SITE Plaza. Trustee Richardson, seconded by Trustee Murauskis, moved --ORD. NO. 3073 ~'~ for passage of Ordinance No. 3073 ~ ': AN ORDINANCE AUTHORIZING THE PURCHASE OF CERTAIN REAL PROPERTY Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. The Village l~{anager requested the Board ratify his action EXPENDITURES and authorize an increase in the amounts authorized for the ~Contracts: Busse Road water main installation, from $304,099.60 to ~Busse Rd water mai~ $343~362.46; the pavement marking program, from $23,020.00 .~avement marking, to $25,478,26; and the sidewalk & curb p~og~am from $23,798.00 ~idewalk & curbs to $29,473.61. Trustee Murauskis, seconded by Trustee Wattenberg, moved to ratify the action taken by the Village Manager and authorize the additional expenditures for the contracts specified. Trustee Richardson requested the adminstration look into MOUNT PROSPECT the placement of a "No Left Turn" signal on' south bound Mount Traffic Control Prospect Road at Central Road. ~IAYOR' S REPORT Mayor Krause presented a Eesolution relative to the RTA RT~A proposing to eliminate Route ~332, traveling from Mount Prospect to the southern most point. NO. 44-80 for passsge of Resolution No. 44-80 A RESOLUTION IN OPPOSITION TO THE REGIONAL TRANSPORTATION AUTHORITY PROPOSED CUTBACK IN SERVICES AND INCREASE IN FARES Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Krause Nays: None ~otion carried. COM]~ ITTEE REPORTS BUILDING COMI~iITTEE PUBLIC HEARING ON REQUEST FOR ANNEXATION AGREEMENT - PUBLIC HEARING - East Kenneth Drive Kenneth Drive Mayor Krause convened the Public Hearing on the proposed Annexation Agreement for property located at the eastern point of Kenneth Drive, which meeting was continued from November 18, 1980. Mayor Krause stated at the petitioner had requested that the matter be continued to the December 16, 1980 Village Board meeting. The Public Hearing was declared continued to December 16, 1980. ZBA 50-Z-80 and ZBA 51-V-80, east Kenneth Drive _ZBA ~_0~ At the request of the petitioner, these cases were continued Kenneth Drive to December 16, 1980. ZBA 48-V-80, 416 Helena Avenue ZBA 48-V-80 Trustee Floros, seconded by Trustee Murauskis, moved to 416 Helena Avenue concur with the recommendation of the Zoning Board of Appeals and the Building Committee to grant the request to allow a S car garage. FINANCE COMMITTEE An Ordinance Amending Section 13. 106.A of Chapter 13 of the AMEND CH. 13 Village of Mount Prospect Municipal Code to Increase Liquor Liquor License Fees License Fees had its first reading and will be presented December 16th for second reading. FIRE AND POLICE COMI~IITTEE No report. LEGISLATIVE/JUDICIARY COMMITTEE No report. PUBLIC HEALTH AND SAFETY COMMITTEE No report. PUBLIC WORKS COMMITTEE No report. OTHER BUSINESS None. Trustee' Room It was also announced that a Cable T. V. meeting would be held in Des Plaines City Hall December 3 and in Mount Prospect Village Hall December 4. A meeting will be held December 1S in the Board Room to discuss the stabilization of the Weller Creek banks. The Manager announced that the Village Hall will not be open the first Saturday in January due to the long holiday weekend. ADJOURNMENT .
