The meeting was called to order by the Village Clerk, due to the
absence of Mayor Krause, at 8:04 P.M.

MANAGER'S REPORT
Village Manager Terrance Burghard presented an ordinance for
second reading relative to two additional members of VENTURE. ,VENTURE - Amendment.

.C.H. 13 - Amendment Mr · Burghard presented an ordinance for first reading that
(Chanticleer Restaurant) would amend Chapter 13 of the Municipal Code by deleting
one Class R liquor license - (Chanticleer Restaurant) .This
ordinance will be presented September 16th for second reading.
MFT RESOLUTION The Village Manager presented a resolution appropriating
MFT funds in the amount of $155,000 for maintaining Village
streets.

The Village Manager presented his report, as requested at the
.BLRKS TRANSPORTATIO! August 19th meeting, relative to whether the new agreement with
~GREEMENT Birks Transportation establishing a revised taxi-cab fare for
~enior Citizen Tax_iJ senior citizens would require a budget amendment. Mr. Burghard
~Fa~es stated that the Board could amend the budget to allow for the
increase in the Village's portion of the senior taxi fares, which
amendment would require a 2/3 vote of the corporate authorities.
It was also stated that the matter could be handled in a budget~
transfer at the end of the fiscal year. Mr. Burghard estimated
that the amount in question is approximately $2,000.
Trustee Floros, seconded by Trustee Wattenberg, moved to table
further discussion on the subject until the September 16th
meeting of the Village Board.

Public Works Uniforms. The Manager presented the results of the bidding process
held for uniform rental for Public Works employees (tabulation
sheet of bids attached to these minutes). Mr. Burghard
stated that he had notified Uniform Rental Systems that the
existing contract with the Village would be terminated as
of October 15, 1980.

Uniform Rental Systems by mail that the Village will
terminate their contract effective October 15, 1980.

Steiner Corp .. Trustee Floros, seconded by Trustee Wattenberg, moved to
accept the low bid submitted by Steiner Corporation for
uniform rental services in the amount of $2.10 for 2 changes
per week with a 24 month contract.

Mr. Burghard presented the bid results of three 34,000 GVW 3_- Truck Cab & Chassis
truck cab and chassis (tabulation sheet attached to these
minutes). Mr. Burghard explained that the apparent low
bidder did not meet the specifications set forth and therefore
requested that the Board reject that bid.

resolve that having considered the bids submitted for three
i truck cab and chassis only find that the low bid of Hoskins
Chevrolet does not qualify with the bidding specifications
and requirements for the reasons se{ forth in the memorandum
of the Director of Public Works dated August 28, 1980, and
having considered that memorandum, the Board finds that
the Hoskins bid should be rejected and therefore does reject
the Hoskins bid for failure to meet the bid specifications
(a copy of said memorandum is attached to these minutes).

accept the bid submitted by Northside International Inc. in
the amount of $84,073.00, for the purchase of 3 truck cab
and chassis.

ROB ROy.. The Village Manager presented a status report on the Rob Roy
development, noting that Mount Prospect has voiced certain
concerns about the revised plan and that Prospect Heights
is considering those concerns. ~---,
LAND ACQUISITION: In line with the proposed acquisition of property for a
senior citizen housing site Mr. Burghard presented a

K-MART - MAISEL Ken Fritiz, Director of Community Development, presented
.Mount Prospect Plaza a report on changes to the site plan of the K Mart building
presently under construction at the Mount Prospect Plaza ~--'
by Maisel Corporation noting that the senior citizen housing
proposed for the site behind the Plaza necessitate some of
the requested amendments to the ordinance approving
the K Mart structure.
Mr. Fritz noted that some of the requested amendments would
require a hearing before the Zoning Board of Appeals, however,
buffer strips, traffic islands, and the other requests could
be accomplished by amending Ordinance No. 2923.
AMEND. ORD. #2923 Trustee Wattenberg, seconded by Trustee Floros, moved to
direct the attorney to draft the necessary ordinance amending
Ordinance No. 2923, relative to the requirements for K Mart,
which amendments would be contingent upon the acquisition
of the proposed site for the senior citizen housing by the
Village of Mount Prospect.

AMEND CH. 24 Mr. Burghard presented An Ordinance Amending Section 24.80!
of the Municipal Code of the Village of Mount Prospect for
~rst reading. This ordinance is required by IDOT in
conjunction with the proposed improvement of Northwest
Highway and will be presented September 16th for second
reading.
DISPOSE OF VILLAGE
OWNED PROPERTy Mr. Burghard presented a request to dispose of Village owned
property, namely 3 40 HP submersible pumps and an electric
control panel and presented An Ordinance Authorizing the
Sale of Certain Personal Property Owned by the Village of
Mount Prospect for first reading. This ordinance will be
presented September 16th for second reading.

General Counsel Marlin Smith presented a status report on .CITIZENS UTILITIES
the most recent rate increase request sought by Citizens
Utilities Water Company before the ICC and requested Board
direction as to whether the Village would want General
Counsel to review the issue with the possibility of
intervening. It was the opinion of the Board that General
Counsel should present a report on the proceedings for
further study by the Board.
MAYOR'S REPORT
Trustee Richardson explained that the absence of Mayor Krause
was due to the passing of the Mayor's father.

concur with the recommendation of the Zoning Board of Appeals
and the Building Committee to grant the requested variance

addition.

PUBLIC WORKS
Trustee Farley presented a report on the request from METCALF & EDDY
Metcalf & Eddy, as the engineers for the Rand/Mount Prospect/ _Rand/Central/
Central Road improvement, for additional fees due to the fact Mount Prospect Road
the construction period exceeded the projected completion date. Improvement
Trustee Farley moved to table the subject until the
September 16, 1980 Board meeting in order to present
the question to the entire Board.
The motion failed due to the lack ora second.
Trustee Farley, seconded by Trustee Wattenberg, moved
to authorize payment in the amount of $22,691.00 to
Metcalf & Eddy as additional engineering fees earned and
due as a result of contract modifications on the Rand/Central/
Mount Prospect Road project.
