Village Manager Terrance Burghard presented an ordinance AMEND CH. 20
for second reading that would change the required due date
for dog licenses.

AMEND CH. 11 Mr. Burghard presented an ordinance for second reading
Real Estate & Insurance that would delete the requirement for real estate and
Brokers insurance brokers to obtain a Village business license,
pursuant to recent legislation. ~-~

AN ORDINANCE AMENDING CHAPTER 11 OF THE

VENTURE The Village Manager then presented an ordinance for
first reading consenting to the addition of the Villages
qf Hanover Park and Streamwood to the Northwest
Suburban Water System. This ordinance will be presented
September 2nd for second reading.
~- Mr. Burghard presented an ordinance providing for the
DAMp - disconnection and withdrawal of Mount Prospect from DAMP. ~-~

AN ORDINANCE PROVIDING FOR THE
DISCONNECTION AND WITHDRAWAL OF THE VILLAGE
OF MOUNT PROSPECT FROM MEMBERSHIP IN THE
DES PLAINES, MOUNT PROSPECT, ARLINGTON
HEIGHTS AND PALATINE WATER COMMISSION

TREE FARM SUB. Mr. Burghard gave an update on the progress of the
Tree Farm Subdivision since the developer is currently
under financial difficulty therefore causing delays in
the construction of homes presently under contract.
The Manager noted that t~.e fifteen homes presently
under contract would be completed for occupancy
while the financial problems are being resolved by the
parties involved.

Mr. Burghard presented a resolution to authorize the SENIOR CITIZEN SITE
negotiation of property for a senior citizen housing site. LAND ACQUISITION

Mr. Burghard presented a resolution for Board consideration
relative to the possible issuance of financial assistance by
the Illinois Industrial Development Authority to Vanguard
Tool & Engineering Company on Carboy Road.

A RESOLUTION WITH RESPECT TO THE PROPOSED
FINANCING OF A MANUFACTURING PLANT BY THE
ILLINOIS INDUSTRIAL DEVELOPMENT AUTHORITY
ON BEHALF OF VANGUARD TOOL AND ENGINEERING
COMPANY

BID:
The Village Manager presented the only proposal received PAVEMENT MARKING
for maintaining pavementmarkings on-Village streets..The
proposal was received fromPerma-Line Corporation of
America in the amount of $23,020 per year.
Trustee Farley, seconded by Trustee Miller, moved to
concur with the recommendation of the administration to
accept the proposal s~ubmitted by Perma-Line Corporation
in the amount of $23,020 per year for pavement marking
maintenance for this year (MFT 80-00000-00-GM)

MSD -
Mr. Burghard noted that the MSD construction presently WHEELING ROAD
underway on Wheeling Road north of Kensington, requested
permission to proceed with the tunnel on a 24 hour working
day, rather thanthe construction hours required by Village
ordinance. Mr. Burghard stated that permission was
granted since it would result in a savings to the residents
to allow such full time construction.
EXPENDITURE -
The Manager also stated that due to an emergency situation EMERGENCY REPAIR
at Oakton and Elmhurst Road, a contractor was retained to SANTUCCI CONSTR.
repair a partial collapse on a manhole in that area, which
happened over the weekend. Mr. Burghard requested
Board concurrence with his action in retaining Santucei
Construction Company in an amount not to exceed $4,000
for the repairs.

Trustee Floros, seconded by Trustee Richardson, moved
to ratify the ection taken by the Village Manager in
retaining Santucci Construction to conduct emergency
repairs at Oakton and Elmhurst Road in an amount not
to exceed $4,000.

1980 CENSUS FIGURES Village Manager Burghard also stated that the preliminary
1980 census figures hsd been received and various errors
h~d been noted therefore the revised populalinn figures
for the Village will probably be between 52,000 and 53,000.
A final figure will be presented following complete review.

Trustee Miller presented An Ordinance Authorizing PURCHASE OF
the Purchase of Computer Equipment and the Borrowing COMPUTER
of $73,0O0.00 in Connection Therewith for first.reading. AND MAINTENANC
This ordinance will be presented September 2nd for AGREEMENT
second reading. Trustee Miller also requested that A
Resolution Authorizing the Execution of Maintenance
Agreement for Computer Equipment be placed on the
~.~ September 2nd agenda.
FIRE AND POLICE COMMITTEE
Trustee Murauskis presented a status report on the
following subjects:
Maple Crest Subdivision Water System;
Development Code;
Public Safety Department; and
Recommendation for Merchants to issue
receipts upofi purchase
LEGISLATIVE/JUDICIARY COMMITTEE
Trustee Richardson gave a status report on the
following subjects:

1980 Street Lighting Program; and
Woodview Civic Association - request for
payment of legal fees

AMEND CH, 11 Trustee Richardson, seconded by Trustee Farley,
ICC PERMIT moved to amend the Municipal Code to include the recently
passed legislation requiring specified towing companies to have
first obtained a permit for the ICC.

PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Farley presented the Committee report.
AMEND CH. 12 Trustee Farley presented An Ordinance Amending Chapter 12
(Food Dealers) of the Municipal Code of the Village of
Mount Prospect and requested that it be placed on the
September 2nd agenda.
AMEND CH. 11 An Ordinance Amending Article XI of Chapter 11 of the
Village of Mount Prospect Municipal Code (taxi-cab and
tn~ri-cab drivers) was also presented for first reading.
This ordinance will be presented September 2nd for
second reading.
BIRKS TRANSPoRTATIo~ Discussion took place on the possibility of Birks
Transportation, the present taxi-cab company operating
within the Village, of providing a set fee for senior citizens
to be transported to local hospitals. Further studies
will be conducted and discussed with Mr. Birk.

passage of Resolution No. 31-80
A RESOLUTION AUTHORIZING EXECUTION OF
CONTRACT WITH BIRKS TRANSPORTATION FOR
SENIOR CITIZEN TAXI RATES

The motion will be declared passed or failed following
the Village Manager determining if an amendment to the
budget would be required since the Village would be
paying a larger share of the ,senior citizen ride.
AMEND CH. 18 Trustee Farley presented An Ordinance Amending
Schedule VI of the Mount P~ospect Traffic Code for
first reading and will be presented September 2nd
for second reading.

PUBLIC WORKS COMMITTEE
Trustee Farley requested that the subject of the RAND/CENTRAL
engineering fees for the Rand and Central Road IMPROVEMENT
improvement be carried over to the September 2nd meeting.
A status report was given on Cable TV.

An Ordinance Establishing Procedures for the Sale of PROCEDURES FOR
Village Owned Real Estate was presented for first SALE OF VILLAGE
reading and will be presented September 2nd for PROPERTY
second reading.

for passage of Resolution No. 33-80, requesting ~.elosing
portions of Central Road and Main St. (Route 83) in order
for the supporters of the ERA to conduct a walk-a-thon.
