COMMUNICATIONS AND PETITIONS - CITIZENS~ TO BE HEARD
Martha Hopkins, Treasurer of the Mount Prospect Public Library, EXPENDITURE:
noted that due to the fact the 2nd inst-]]rnent of the real estate jM .P. LIBRARY
bills are being mailed late, the library will not receive their REQUEST FOR LOAN
share of that revenue, for some months, therefore causing a
problem with their cash fund. The library requested the Village
lend the library sufficient funds until those monies are received
from Cook County, which funds would be approximately
$140,000 over a 2 or 3 month period.
Trustee Floros, seconded by Trustee Farley, moved to direct
the Village Manager to make the necessary financial arrs-,igements
with the Mount Prospect Public Library to advance the requested
fu~nds, which funds would be repaid interest free.

Village Manager Burghard presented his report,

AN ORDINANCE DETERMINING CERTAIN PREVAILING
WAGES TO BE PAID FOR CERTAIN PUBLIC WORKS

_~ROPPOLO GOLF ROAD Mr. Burghard presented an Ordinanee that would amend
~ROPERTY Ordinance No. 3010 (Roppolo property) , which ordinance
provided for a specific date for recordation of the Plat
of Dedication of a portion of Grove Drive, and the proposed
amendment would change that date
Trustee Floros, seconded by Trustee Wattenberg, moved to
waive the rule requiring two readings of an ordinance in order
that action could be taken on the subject ordinance.

CH. 20 AMENDMENT The Manager presented An Ordinance Amending Article II of
pOG LICENSES. Chapter 20 of the Municipal Code of the Village of Mount Prospect
for first reading. The subject ordinance would change the due
date for dog licenses to the same date as vehicle stickers. The
proposed ordinance will be presented August 19 for second reading
C_H. 11 AMENDMENT The Village Manager presented an ordinance providing for the
.WRECKERS & licensing of wreckers and towers, which regulation had inadvertanfly
~OWING been omitted when that Article was revised.
Trustee Murauskis, seconded by Trustee Wattenberg, moved to
waive the rule requiring two readings of an ordinance in order
to take action on the subject ordinance.

Mr. Burghard then presented an ordinance for first reading .CH. 11 AMENDMENT
that would eliminate the requirement for real eSiate and REAL ESTATE &.
insurance brokers to obtain a business license from the Village, INSURANCE BROKER~
in accordance with recent court rulings. This ordinance will
]~e presented August 19th for second reading.
The Village Manager requested the Board tb ratify afield change

granted to Crystal Towers Planned Unit Development, which
would permit them to construct a guard house at the entrance
to that development just off Busse Road.
Trustee Floros, seconded by Trustee Farley, moved to ratify ~CRYSTAL TOWERS
the field change granted by the Village Manager to the .FIELD CHANGE
Crystal Towers PUD to construct a guard house as shown on
the site plan to be attached to Ordinance No. 2984.

CENSUS FIGURES
Mr. Burghard announced that the preliminary census figures
had been received indicating the Village of Mount Prospect
has a population of 54,808.
The Manager also announced that Shell Oil Company has DONATION: FROM
donated $2,000 towards the remodeling of the Public Safety SHELL OIL CO
Building in appreciation of the services rendered by the
Village during the truckers strike some months ago.

Trustee Miller presented the Finance Committee report and ~OMPUTER PURCHASE
recommendation of that Committee that the new computer .(PROMISSORY NOTE)
system previously authorized be purchased through a four
year promissory note from the bank.
Trustee Miller, seconded by Trustee Wattenberg, moved
to concur with the ~ecommendation of the Committee to
purchase the IBM System/34 by means of a promissory
note issued by a local bank over a 4 year period.

An ordinance setting forth the authorization to purchase
and procedures involved will be presented at the August 19th
Village Board meeting.
An Ordinance Amending Chapter 8, Article V of the Village CH. 8 AMENDlWENT -
of Mount Prospect Municipal Code and Adding a New F.INANCE
Article VIII to Chapter 8 on Municipal Finance had its first
reading and will be present August 19 for second reading.

No report.
LEGISLATIVE/JUDICIARY COMMITTEE
No report.
PUBLIC HEALTH AND SAFETY COMMITTEE .C~ ~. 12 AMENDMENT
Trustee Wattenberg requested that An Ordinance Amending .FOOD DEALERS
Chapter 12 of the Municipal Code of the Village of
Mount Prospect be continued for 2nd reading until the
August 19th meeting of the Village Board in order for the
various documents referenced in the ordinance be on file
with the Village Clerk for the required 30 days prior to
passage of the ordinance. This ordinance will be presented
for 2nd reading on August 19th
Trustee Wattenberg presented the recommendation of the CH. 11 AMENDMENT
Public Health & Safety Committee to increase the taxi-cab TAXI-CAB RATES -
fares charged to senior citizens, pursuant to an agreement with SENIOR CITIZENS
Birks Transportation. Mr. Birk, of Birks Transportation, had
requested the rate increase
Trustee Wattenberg, seconded by Trustee Farley, moved to
concur with the recommendation of the Committee to increase
the total fare charged to senior citizens from $1.45 to $2.25,
with the senior paying $1.00 and the Village paying $1.25.

Trustee Miller, seconded by Trustee Flcros, moved to
authorize an amendment to the contract between Birks
Transportation and the Village of Mount Prospect and
approve a senior citizen t~xi-cab rate of $2.10 with the
senior citizen paying 75* and the Village paying $1.35.

The attorney for the Village was directed to draft the
necessary documents for the next meeting of the Village
Board on August 19th.
CH. 11 AMENDMENT, Trustee Wattenberg, seconded by Trustee Farley, moved to
~AXI CAB RATE amend Chapter 11 of the Municipal Code and increase the
.INCREASE taxi-cab fare rates from $1.50 to $1.70 for the first mile and
from 90¢ to $1.00 for each addtional mile thereafter.

There was discussion on the subject of Birks Transportation
offering a flat fare to and from Northwest Community Hospital
and Holy Family Hospital, however, since there was not
enough information available at the time of the meeting,
further studies would be made at the Committee level.

TRAFFIC CODE concur with the recommendation of the Public Health & Safety
Committee to amend the Traffic Code to provide for "No Parking"
at the southern lot line of the building located at 601 W. Central Rd

General counsel was directed to draft the appropriate
ordinance amending the Traffic Code for the August 19th
meeting of the Village Board.
PUBLIC WORKS COMMITTEE
Trustee Farley gave a status report on the Rand/Central/
Prospect Road improvement and Cable T .V.
Mayor Krause called a recess at 10:25 P.M.
The meeting was reconvened at 10:32 P.M.

DAMP - MEMBERSHIP, The Village Manager presented a report on the subject of
the Village being a member of DAMP noting that the Village
WITI-IDRAWAL had made the decision to proceed with Lake Michigan water
acquisition through VENTURE.
Trustee M urauskis, seconded by Trustee Miller, moved to
authorize the Mayor to write a letter to the DAMP Commissioners
notifying that Commission that the Village of Mount Prospect
is withdrawing as a member of that Commission; that the
Ordinance authorizing membership in DAMP will be repealed
and to authorize the Village Manager to direct General Counsel .
to draft any and all documents necessary to imPlement the
Village of Mount Prospect's withdrawal from DAMP and to
request that the DAMP Commissioner representing Mount Prospect
be requested to tender his resignation from that Commission.

authorize the Village Manager to pay the bills submitted by DAMP EXPENSES..
DAMP as Mount Prospect's portion: approximately $12,000
for legal expenses and approximately $3,500 for Consoer,
Townsend & Associates study, which expenditure would be
made from the water fund.

An Ordinance Amending the Sign Ordinance was continued SIGN ORDINANCE
for second reading to August 19th at the request of AMENDMENT, -

Trustee Floros, seconded by Trustee Farley, moved to authorize .DE PAUL'S PLAT O.F
the Mayor to sign and the Clerk to attest her signature on the ~SU. BDIVISION.
De Pauls Plat of Subdivision provided that the owner of the
subdivision enter into a contract with the Village of Mount Prospect
indicating agreement that the owners of the property of the
subject subdivision will pay for any public improvements which
the Village subsequently requires in that subdivision.

The Village Manager presented plans proposed for the Rob Roy ROB ROY - PROP...OSEI
development (Euclid at Wheeling Road) noting various areas of DEVELOPMENT PLANt
concern to the Village of Mount Prospect and noting that there
are many areas that would have an impact upon the Village;
namely: setback of the commercial area, separation from the
parldng area and right=of-w, ay, adequate screening and
landscaping, floor area ratio and actual density of the
commercial property, control on signs and lighting., so
the lights will not shine into the residential properties across
the street in Mount Prospect, and to urge Prospect Heights to
allow Mount Prospect to contribute to the overall plan.
Trustee Wattenberg, seconded by Trustee Murauskis, moved
to authorize the Mayor to correspond with the City of Prospect
Heights and express the various concerns noted by the Manager.
