MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES July 15, 1980 CALL TO ORDER Mayor Krause called the meeting to order at 8:06 P .M. ' CALL T© ORDER_ INVOCATION iNVOCATiQN.' COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. 5IANAGER'S REPORT PREVAILING WAGES Village Manager Burghard presented An Ordinance Determining Certain Prevailing Wages to be Paid for Certain Publie Works ProjectS for first reading. This ordinance will be presented August 5th for second reading. Mr. Burghard announced that although the Emerson Street EMERSON R/.R.. railroad crossing had been scheduled for paving and repair CROSSIN~G IMPR~OVE- the week of July 7th, the RTA had postponed the work for at MENT least one year since sufficient money to install rubberized crossings had not been budgeted at this time, -_1L 7/15/80 COMMUNITY. Steve Park, Community Development Department, presented a DEVELOPMENT BLOCK report on ~tl~ ~¢c~e~ptance of Community Development Block GRANT (CDBG) Grant offe~ ~it~e Department of Housing and Urban Development for 1980-81 for Federal funds in the amount of $398,000. Mr. Park stated that the Village was in the process of undertaking the construction of a Senior Citizen housing complex, using the Federal Funds as well as other community projects. Trustee Floros, seconded by Trustee Wattenberg, moved to accept the Community Development Block Grant Program (CDBG) in the amount of $398,000. Trustee Farley, seconded by Trustee Wattenberg. moved to concur with the recommendation of the administration and accept the low alternate bid submitted by Carlo V. Santucci, Inc. in the amount of $304,099.60. (Bid tabulation sheet attached to these minutes. ) Upon roll call: Ayes: Farley Floros Richardson Wattenberg Nays: None Motion carried ? CIRCUS VARGAS - Mr. Burghard presented the request of Circus Vargas to waive ~WAIVER OF RUL]~S the rule requiring a circus to submit an application at least 90 days prior to the scheduled event. Mr. Jack Bailey, representing Circus Vargas, stated that they would like to hold the under tent circus at the Mount Prospect Plaza September 12, 13 & 14. Trustee Richardson, seconded by Trustee Wattenberg, moved to waive the rule requiring an application to be submitted 90 days in advance of the proposed circus and to waive the regulation relative to the height regulations governing tents and to allow Circus Vargas to conduct their circus at the Mount Prospect Plaza September 12 - 14, 1980. ~-~ Upon roll call: Ayes: Farley Floros Richardson Wattenberg Nays: None Motion carried. TAXI-CAB FARES BIRKS TRANS~ The Village Manager noted that although the Village Board PORTATION had authorized a temporary 5% increase for Birks Transportation at the July 1st meeting, Mr. Birk stated that he was unable to adjust the taxi-meters to such an increase and therefore declined the 5%. Mr. Burghard stated that in view of that fact, there was no ordinance presented as had been requested. 7/15/80 -2- MAYOR'S REPORT None. COMMITTEE REPORTS BUILDING COMMITTEE ZBA l?-A-80, Text Amendment to Zoning Ordinance ..ZBA 17-A-80 Trustee Floros presented An Ordinance Adding Section 14.1406 .Amend 14.1~'06 to the Zoning Ordinance of the Village of Mount Prospect for first - reading and it will be presented August 5th for second reading. ZBA 18-V-80, 908 East Central Road ZBA 18-V-80 Trustee Floros, seconded by Trustee Richardson, moved to ~08 E. Cent~kl Rd. waive the rule requiring two readings of an ordinance in order to taken action on the subject case. Upon roll call: Ayes: Farley Floros Richardson Wattenberg Nays: None. Motion carried. Trustee Floros presented An Ordinance Amending the Zoning Ordinance .C. harlie Club ~-~ and Granting Specified Variations for Property at the West End of : Midway Drive West of Elmhurst Road for first reading and will be presented August 5 for second reading. ZBA 22-SU-80, 422 E. Northwest Highway ~BA ~.2~SU~8Q Trustee Floros noted that since the petitioner in this ease and the .422 E. Northwest Hwy administration had not been able to work out a compromise on the suggested closing of two of the 4 existing driveways, this matter would be presented at the August 5th meeting for action. FINANCE COMMITTEE Trustee Richardson presented An Ordinance Amending Chapter 13 .Amend Ch. 13 of the Municipal Code (creating a Class "B" liquor license for (Lic~uor licenses: Shogun, Inc.- Countryside Shopping Center; and Charlie Club .Shogun & Charlie Midway Drive west of Elmhurst Road) for first reading and will ~lub). presented August 5th for second reading. -3- 7/15/80 FIRE AND POLICE COMMITTEE No report. PUBLIC WORKS COMMITTEE No report. OTHER BUSINESS Amend Sign Ord.. An Ordinanee Amending the Sign Ordinance was presented and (Kensington Center) at the request of Rauenhorst Corporation was continued to the August 5th Village Board meeting. Kensington Center.. Trustee Floros, seconded by Trustee Richardson, moved to ]~esub. #1 authorize the Mayor to sign and Clerk to attest her signature ol{ ~e Kensington Center #1 Plat of Resubdivision subject to: all signatures being affixed to the plat; that all bonds be posted for public improvements; and subject to the provisions that complete and final engineering drawings for the public improvements meet with the approval of the Village Engineer as required by the Development Code and as those provisions are modified by the Annexation Agreement for property, and that no work commence on the property until the engineering plans have been approved by all the staff.
